I will convey to the Board the that the item is tabled.
I could meet as early as next Tuesday to discuss the signage. However, DOCS will not support relief form the
ordinance for this site. Their is no chance the they will get a taller ground sign and the way the renderings look
today on the wall sign makes the building look like a big billboard. The Commission may desire to see the sign
further reduced in size just for aesthetic purposes let alone a variance request.
I would prefer that the Plan Commission act on the ADLS prior to the BZA hearing the Variances. I will make that
your call.

I met at length with my client yesterday evening to discuss the outstanding issues concerning the
landscaping and signage components of the current ADLS Amendment application. As a result of that
meeting, I respectfully request, on behalf of my client, that Docket Number 04120025 ADLS Amend be
tabled this evening and placed upon the agenda for the March 1 Special Studies Committee meeting.
We will proceed to have prepared and file a landscape plan in a format consistent with the requirements of
the U.S. 31 Overlay zone as soon as possible for your and Scott's review. The signage issue is critical to
the firm and as such I would like to discuss their concerns and needs. Specifically, they would like to
increase the allowable size of the wall and ground signage oriented to U.S. 31. Please advise me of when
it would be convenient to meet and review this in greater detail. I believe that we can reach some type of
agreement on appropriate signage. If possible I would like to file the additional variances and have them
considered by the hearing officer with the other current variance requests at the February 28 meeting. Your
cooperation and assistance in this matter will be greatly appreciated. I look forward to our meeting.

Dear Mr. Reis:
This letter is in response to your ADLS Amend application for Wagner Reese and Crossen. The
following issues must ,be resolved:
~ 1. As per the requirements of 27.03 curbing must be installed. Please provide and
indicate in plans.
2. Label and indicate widths of all adjoining rights of way and private access ways.
3. Indicate rights of way with a uniform line weight and style.
4. Indicate all existing and proposed easements.
5. The building distance from the Old Hwy 31 right of way is 70.5 feet, not 120.5
feet. Please correct.
6. This site has frontage on 2 rights of way, permitting 2 signs. Three signs are
indicated in the submitted plans. Please correct.
7. The correct method for calculating wall sign square footage is by calculating the
area of the smallest rectangle that can enclose all sign elements. Please
recalculate the proposed wall sign square footage in this manner.
8. Please submit complete landscaping plans for the site and for requested ground
signage.
9. Please indicate total building square footage so that required parking can be
calculated.
10. Please provide split rail fence details.
11. A copy of the landscape plan approval letter/e-mail from the Urban Forester is
required prior to approval and letter of grant issuance.
12. Provide lighting location and fixture details for both the parking and signage.
Please wait to submit revised drawings until after the Technical Advisory Committee (TAC) has
met on this application. The resubmitted plans should include edits addressing the above

Dear Mr. Monroe:
We have reviewed the construction plans submitted for the January 19, 2004 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
· Street and Right of Way - City of Carmel (Old Meridian Street).
· Water- Indianapolis Water Company
Sanitary Sewer- Clay Township Regional Waste District.
Storm Sewer- City of Carmel
3. Board of Public Works and Safety Approval Requirements:
· Commercial Curb Cut. The request for Board approval should include 8 ½" x 11" exhibits that
will indicate the existing curb cut, the proposed curb cut and all appropriate data and dimensions
including width, radii, etc. Please indicate all existing and opposing driveways and their -
relationship to the proposed curb cut for this development.
· 'Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to
be located anywhere other the site of the permanent curb cut.
· Consent to Encroach approvals for any permanent improvement t° be installed Within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water Availability approval will be required from the Board and additional Water
Connection Fees xvill be due.
· Dedication of additional right of way (if applicable).
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Platt Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisor),
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers attd the date (or dates) of ap#royal by the Plan Commission attd/or BZA.
4. TAC Review/Drawings submitted for approval'
~. We request that all conm-~ents and conm~ent letters generated by this office be answered in writing and
'be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
~onstn~ction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
nfinimum of three-sets (maximum of five-sets) of approved drawings after all issues have been
resolved. The dra~vings xvill be stamped approved and signed by the City Engineer. The
I~..eveloper/Ov~mer will receive one-set which is to be maintained on the construction site at all times.

Our Construction Manager will receive one-set and one-set will be maintained in the Department of
Engineering. If more than the minimum of three-sets are requested to be approved, the additional sets
(maximum total of two additional) must be submitted with the three required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. xvithin dedicated
easements and/or right of way will require Consent to Encroach approval.
6. I am including copies of the following with this correspondence:
Commercial Project Approval Procedures.
Permit Data, Contacts, etc.
Commercial Permitting Procedures.
7. We have engaged Crossroad Engineers to review all drainage plans and calculations for all projects
submitted to this office for review and approval. We will share all Crossroad reviews as this office
receives them.
BONDING REQUIREMENTS
8. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees/Engineer's Estimates
There are no apparent requirements.
Street Cut/Right of Way Permit and Bonding Requirements
There are no apparent requirements.
PROJECT COMMENTS-CONSTRUCTION PLANS
9. This office will not approve final construction plans that contain the disclaimer located in the lower
right hand comer of the Title Sheet.
10. Also, under Contacts on the Title Sheet, the sanitary sewer is not City of Carmel jurisdiction.
11. Please provide a set of drainage calculations for the project.
12. Please identify the street to the east as Pennsylvania Street on Sheet C1 of 5.
13. Please confirm that the existing right-of-way noted for Pennsylvania Street represents the required 60-
foot half right-of-way per the City's Thoroughfare Plan.
14. Please indicate the construction limits.
15. Please indicate the seeding limits.
16. Please label the pavement radii and drive widths. Does the installing Contractor require more
information on the drawings to accurately lay out the proposed construction?
17. Please add some spot shots, grading flow arrows and some "match existing" spot shots.
18. Please indicate the pavement section to be installed.
19. The Department recommends the revision of Site and Utility Note 2 and 3 and any other details, notes
and specifications to comply with the following requirements:
· Bedding, haunching, and initial backfill for all RCP installations shall be B-Borrow for
Structure Backfill meeting the material requirements of the INDOT. Bedding shall be placed
in the trench bottom such that after the pipe is installed to grade and line, there remains a 4-
inch minimum depth of material below the pipe barrel and a minimum of 3-inches below the
bell. For pipe sizes 66-inches and larger, the nfinimum depth of material below the pipe barrel
shall be 6-inches. Bedding, haunching and initial backfill shall be compacted in 6-inch
maximum lifts to not less than 95% Standard Proctor Density for the entire depth of the
material placed. The backfill shall be brought up evenly on both sides of the pipe for the full
length of the pipe. Haunching shall extend to the springline of the pipe. The limit of initial
backfill shall be 6-inches above the springline. Minimum trench width shall be the outside
diameter of the pipe plus 18-inches. Final backfill for all RCP installations under and within
5-feet of pavement shall be B-Borrow for Structure Backfill meeting the material
requirements of the INDOT and shall be compacted in 6-inch maximum lifts to not less than
95% Standard Proctor Density for the entire depth of the material placed. The backfill for the
~- top 6-inches of the excavation below the start of the aggregate subbase of the pavement shall
be No. 53 Stone meeting the material requirements of the INDOT and shall be compacted to
not less than 95% Standard Proctor Density.

water service laterals, sanitary mains and sanitary service laterals shall be in accordance with
the standard practice of the utility that has jurisdiction over the installation. Final backfill for
water mains, water service laterals, sanitary mains and sanitary service laterals under and
within 5-feet of pavement shall be B-Borrow for Structure Backfill meeting the material
requirements of the INDOT and shall be compacted in 6-inch maximum lifts to not less than
95% Standard Proctor Density for the entire d~pth of the material placed. The backfill for the
top 6-inches of the excavation below the start of the aggregate subbase of the pavement shall
be No. 53 Stone meeting the material requirements of the INDOT and shall be compacted to
not less than 95% Standard Proctor Density. If the standard practice of the utility that has
jurisdiction over the installation has a more stringent f'mal backfill requirement, the more
stringent requirement shall govern.
For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals,
Sanitary Service Laterals under City streets, regardless of the jurisdiction of the utility, the
minimum cover from the top of the installed pavement to the top of the installed pipe shall be
the pavement section thickness (all bituminous and aggregate material above the subgrade)
plus 1-0". If the standard practice of the utility that has jurisdiction over the installation has a
more stringent cover requirement, the more stringent requirement shall govern.
The above comments are based upon the Engineering Department's initial review of the construction plans.
We reserve the right to provide additional comments as this project proceeds through the approval process.
Please provide our office with a follow up letter regarding this review and revised plans, indicating all
revisions. A second review will focus only on detailed construction plans. It is critical that our office be
made aware of all modifications made on the plans being re-submitted, particularly if any such changes are
considered "new" or fall outside of our initial review.
