Docket No. 04070034 Z: Traditions on the Monon PUD
The applicant seeks to rezone approximately 11 acres from R-l/Residence and B-
2/Business Classifications to PUD/Planned Unit Development. The site is located
northwest of 136th Street and Range Line Road.

The Subdivision Committee forwards a 3-0 favorable recommendation subject to resolution of
landscaping issues with the Urban Forester. This has been done. The Department has no
outstanding issues. Please see the revised information booklet enclosed with this report.
The Department recommends that the Plan Commission forward docket No. 04070034 Z to
the City Council with a favorable recommendation.
Background:
The applicant is requesting a favorable recommendation from the Plan Commission to rezone the
subject property from the existing R-1 Residence and B-2/Business classifications to
PUD/Planned Unit Development. The proposal includes up to 115 Townhome units bound on
the west by the Monon rail, south by 136th Street, east by Range Line Road and north by the
Carmel cemetery and Ritter's Frozen Custard. As has been the case with previous Townhome
products the applicant has provided a proposed site layout and building elevations. However, as
referenced in the language of the PUD these only represent a concept as to how the site is likely
to be laid out. The applicant would return to the Commission with a Development Plan and final
architectural materials, landscaping, etc. after final action by the City Council, if favorable.
Based on this fact we will want to get additional commitments from the applicant on building
materials (the renderings are 100% brick exterior) and the area of the property planned for the
Cool Creek North Trail extension.
The area north of 136th Street and west of Range Line Road is planned for medium and high
intensity commercial uses under the Comprehensive Plan. The subject property is north of
existing single-family residential use and larger lot residential to the west across the Monon
making the proposed use a reasonable transition between more intense commercial uses to the
north and east.
