LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Traditions at the Monon
and has approved the plans subject to the following:
Will the structures be sprinklered? If so a meeting will need to be scheduled to discuss the
location(s) of the fire department connection(s) and an additional fire hydrant. We will also
request an exterior entrance to the fire sprinkler riser room(s). We also will request the purchase
of Knox FDC caps for the sprinkler siamese(s).
2. What are the heights of the buildings and will the buildings have a basement?
3. Will this project include an amenity building? If so our office is requesting the installation of a
Knox box for emergency access. Knox products can be purchased on line at www.knoxbox.com
4. Will the buildings be provided with a fire alarm system?
5. Our office is also requesting a set of water distribution plans showing fire hydrant locations.

scheduled Technical Advisory Meeting for this project.

Dear Mr. Murray:
We have reviewed your submission for the August 18 Technical Advisory Committee meeting. We offer
the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
· Street and Right of Way- City of Carmel (Rangeline Road, Smokey Row Road/136th Street)
· Water - City of Carmel
· Sanitary Sexver - City of Carmel
· Storm Sewer- City of Carmel
3. Board of Public Works and Safety Approval Requirements:
· Water and Sanitary Sewer Availability.
· Commercial Curb Cut. The request for Board approval should include 8 ½" x 11" exhibits that
will indicate the existing and proposed curb cuts and all appropriate data and dimensions including
width, radii, etc. Please indicate all'existing and opposing driveways and their relationship to the
proposed curb cuts for this development.
· Temporary Construction Entrance. Separate BPWS approval ,,,,'ill be required if this entrance is to
be located anywhere other the site of the permanent curb cuts.
· Consent to Encroach approvals for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water Availability approval will be required from the Board and additional Water -
Connection Fees will be due. '
· Dedication of Right of Way (if applicable). Preferred dedication forms are available electronically
from this office.
· Secondary Plat approval, if applicable.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals attd completion of revie~v by the Technical Advisor),
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date (or dates) of approval b), the Plan Commission and/or BZA.
4. Water and Sanitary Sewer Availability and Connection Fees:

Water and Sanitary Sewer Availability (acreage) Fees- This fee is applicable to the total acreage of
the project. If this project will not be platted, we will require a legal description that includes the total
acreage. Current Availability (acreage) Fees are $1,010.00/acre for water and $1,365.00/acre for
sanitao' sewers.
Water and Sanitary Sewer Connection Fees - In order to calculate Connection Fees for this
development, detailed usage information is required. It appears that this is a to`.wuhome or
condominium project. Please provide this office with a detailed listing of buildings, units per building
and bedrooms per unit. Current Connection Fees are $1,310.00 per EDU for water and $795.00 per
EDU for sanitary sewer. I am enclosing Average User Factor Sheets for water and for sanitary sewers.
5. TAC Review/Drawings submitted for approval:
We request that all conm~ents and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all dra`.vings submitted for final approval. This office will require a
minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. The Developer/O,amer ,,,,'ill receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities `.,,'ill receive two-sets. Our Construction Manager will
receive one-set and one-set will be maintained in the Department of Engineering. If more than the
minimum of five-sets are requested to be approved, the additional sets (maximum total of two
additional) must be subnfitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:

4. Monuments (if platted) & Markers (if dedicated streets)
Please provide a Certified Engineer's Estimate for 100% of the cost of labor and materials for these
improvements. Please post Performance Guarantees, in the amount of the Engineer's Estimates, fgr

Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Rangeline Road and Smokey Row Road/136th Street, not
included or covered by a Performance Guarantee, will require a Right of Way Permit and a License
and Permit Bond. The bond amount xvill be determined by the number of instances of work in the right
of way ~ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our
Board of Public Works and Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange

Collector Street with a right of',','ay requirement of 40-foot half, 80-foot total. Please indicate existing
right-of-way and show proposed right-of-way to comply with Thoroughfare Plan.
14. Will this development be platted?
15. Notice that sidewalks/asphalt paths are not indicated in the right of,.','ay of either Smokey Row
Roac¥136th Street or Rangeline Road. This will be a requirement per alternative transportation plan.
16. Development Entrances
· Rangeline Road Entrance:
o We request that a standard arterial street passing blister be constructed across from the
subdivision entrance, assuming adequate right of way is available. If right of way is not
currently available, we request that the purchase of adequate right of way be pursued with the
property owner. If right of way cannot be obtained at this time, we request a written and
recorded commitment to provide these improvements when right of '`',.'ay is available.
o The City also requests the construction of standard acceleration/deceleration lanes for Arterial
Streets. City of Carmel requirements for acceleration/deceleration lanes for Arterial Streets
are 250-feet for accel taper, 100-feet for decel lane and 150-feet for decel taper. The last
alternative would be that Rangeline Road be reconstructect/reconfigured at the subdivision
entrance to provide a south-bound thru lane, a north-bound left turn lane, a north-bound thru
lane and acceleration/deceleration lanes.
o Resurface the entire portion of Rangeline Road across the frontage of the property or to the
limits of the accel/decel lanes, whichever is greater.
· Smokey Row Road Entrance
o The City requests the construction of standard acceleration/deceleration lanes for Collector
Streets. The City of Carmel requirements for acceleration/deceleration lanes for Collector
Streets are 100-foot tapers for both accel/decel and 100-foot decel lane.
o Resurface the entire portion of Smokey Row Road across the frontage of the property or to
the limits of the accel/decel lanes, whichever is greater.
17. Will the interior streets be dedicated public right of way or will they be private? If the streets ~vill be
private, it is also our assumption that the storm drainage system will also be private.
18. There are no easements indicated. Assume these will be included on future detailed construction
plans, or all common areas will be one large utility and drainage and ingress/egress easement.
Please indicate the right-of-way for the Monon Trail on the Plans.
Why are two entrances proposed or necessary? Either of the two proposed entrances would provide
access to the whole complex.
Do both of the proposed entrances meet guidelines and standards for adequate and safe sight distance?
On the drawings, there appears to be an existing driveway or entrance on Smokey Row Road opposite
the proposed entrance. Are the existing driveway and proposed entrance aligned properly to provlcle
safe traffic flow?
Are there other existing or proposed driveways or entrances not shown on these drawings? If so please
put them on the drawings so a deterrnination about the location of the two proposed entrances in
relation to other surrounding driveways and entrances can be made.
On the drawings, please extend Smokey Row Road and Rangeline Road to the intersection of those
two roads.
Some of the internal drive aisle radii seem extremely tight. Can moving trucks and fire trucks
negotiate these turns?
There are many drive aisle dimensions missing. Please label main drive aisle widths or label ones
given as typical.
Will the island at the intersection of the two entrances be signed to clearly direct traffic? This appears
confusing. Will the island be one-way on each side? Movements eastbound are not possible from left
side of island. Please indicate drive aisle widths on each side of the island.
28. Show existing entrance at eastern entrance. Is this an existing, approved curb cut?
29. If roadways are ever anticipated to become city streets, the standard width is 30' b-b.
30. Please show zoning and propert?' owner information on all adjacent parcels.
31. Label street opposite southern entrance as 1st Avenue NW. Please align the entrance with the existing
street to the best extent possible.
We have engaged Crossroad Engineers to provide storm sewer/storm drainage review. These comments

progresses through the approval process. Additionally, we reserve the right to provide additional
comments when detailed construction plans are submitted.
The above comments are based upon the Engineering Department's initial review. Please provide our

review will focus only on detailed construction plans. It is critical that our office be made aware of all

soil has a severe limitation for most non-ag uses.
Additional information about soils is available in the "Soil Sm'vey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
The floodway and floodplain will need to be delineated on the plan.
The Crosby and Miami soils can be managed for the proposed land use.
· This project will need to address stormwater quality. Pavers with a stone sub-base could
be design to store and filter the storm water prior to discharge offsite.
