FINDINGS OF FACT - DEVELOPMENTAL STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
The church building is intended to be used to advance the morals and general
welfare of the community. The building is appropriately designed so that the
height will not pose a risk of inZury to public health and safety.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially
adverse manner because:
The design of the church building is in keeping with the asthetic values of the
community, is sufficiently set back from adjacent landowners and will in part be
screened and /or buffered by appropriate landscaping.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
The height restrictions provided by the Ordinance would not be practical for a
building the size of that proposed by the applicant. Further, the variance allows
for a design which is recognizable as a church and is fitting for its intended
purpose In the community.
DECISION
IT IS THEREFORE the decision of the Carmel /Clay Board of Zoning Appeals that Developmental Standards Variance
Docket No. V -21 -99 is granted, subject to any conditions stated in the minutes of this
Board, which are incorporated herein by reference and made a part hereof.

STATEMENT OF DEVELOPMENTAL STANDARDS VARIANCE
Woodland Springs Christian Church, presently located at 3405 East 116th Street, Carmel,
Indiana, seeks to build a new church facility at 14346 Hazel Dell Parkway, Carmel, Indiana,
exceeding in height the provisions of Ordinance No. 5.4.1 which states that the maximum height
may be twenty -five feet (25'). The variance is sought because portions of the structure will exceed
twenty -five feet (25') and the maximum height of the proposed structure, in part, will be sixty feet
(60').

STATEMENT IN SUPPORT OF DEVELOPMENTAL STANDARDS VARIANCE
The proposed church facility is comprised primarily of three sections; sections for
worship /multi - purpose, administration, and education. The administration and education sections
are compliant with the twenty -five foot (25') height restriction of Ordinance No. 5.4.1. The
worship /multi - purpose section ranges in height from approximately thirty-five feet (35') to fifty feet
(50'). The steeple, traditionally being the highest portion rises to sixty feet (60'). This section is
designed to serve as both a formal six hundred (600) seat auditorium with stage for preaching and
worship as well as an open forum for informal gatherings and family life activities. Because this
worship /multi - purpose section will be used to comfortably accommodate large numbers of people
at one time and because open areas are customarily well suited to preaching and worship, Woodland
Springs Christian Church seeks a Developmental Standards Variance with respect to this section of
the project. The proposed structure has been designed to be aesthetically attractive and recognizable
as a church in the community. As much as practically possible, the Church has reserved its request
for variance only to that portion of the structure which it believes is necessary to the intended use
of the facility and which is traditionally recognized and accepted as a center of worship.
Wherefore, Woodland Springs Christian Church, respectfully requests that its application for
variance be granted.
