The comments from the City review have been satisfactorily addressed with the following exceptions: 5. Comments on previous review: "Is there a swale behind lots 106 -108? Does this drain to an existing inlet and "Please graphically represent the swale and label slope. It is apparent that the slope of this swale is less than 1.0 If it is not possible to grade a 1.0% because of existing adjacent subdivision section, please provide a subsurface drain in the swale." Thank you for adding the swale. The grade across lot 108 is too shallow. It appears possible to grade entire swale behind lots 106 108 at 0.8 Please grade swale at 0.8% and install a subsurface drain. Based on additional review, the City provides additional comments: 1. Please revise spillway elevations to 913.3 and 912.6 accordingly. Please also work with the Hamilton County Surveyor's office on the placement of this overflow. This does not appear to be in the logical location to drain into Pond 4, assuming that is the natural way overflow water will drain. If you agree with our comments, please make the revisions and submit all copies necessary for approval and we will approve the drawings. All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. In their drainage review dated September 27, 2004 and issued to your office on October 1, 2004, Crossroad Engineers requested a cross section of the proposed pond showing the safety ledge, all slopes, and pertinent elevations (i.e. normal pool, 10 -year, 100 -year, top of bank, etc.). We will send revised plans to Crossroad Engineers for a follow -up review after all the requested revisions have been completed. Thank you for providing the standard lake cross section (Standard plan D -7 for the Hamilton County Surveyor's office). Please provide our office with revised plans showing the actual lake cross section, slopes, and elevations so that Crossroad Engineers will have this information to use in their next review. C200 Site Development Plan Comment on previous review was: "On all sheets with a plan view of Four Seasons Way, the 36' dimension is labeled "R/W This should be back to back." The 36' dimension is still labeled "R/W" on sheet C300. Please change it to back to back. Comment on previous review was: "On Four Seasons Way, how wide is the pavement between the median curb and the opposite curb at each end of the median Please check with Gary Hoyt that fifteen feet is sufficient. 14. Sheet C400, Sheet C401, Sheet C402 Street Plan and Profile Comment on previous review: "We require a minimum cover distance of 12- inches, from top of pipe to bottom of pavement section (aggregate course) on all street pipe crossings. This notation has been placed on all appropriate sheets. Thank you." On the Street Plan and Profile sheets, the Sanitary Sewer Plan and Profile sheets, and the Storm Sewer Plan and Profile sheets, revise this note to the following: there shall be a 12" minimum cover from top of pipe to bottom of aggregate course of pavement section on all street pipe crossings. Comment on previous review: "Please indicate radii at intersection corners." This has not been done yet. Comment on previous review: "Sheet C403 is missing from the plans. If this is deliberate, the sheets should be re- numbered." Sheet C403 is still missing. 19. Sheet C800 Construction Details Comment on previous review: "If this sheet is all sanitary sewer details, suggest the sheet name be changed to reflect that these are sanitary sewer details." The sheet name is still Construction Details. Comment on previous review: "Does the bedding apply to all pipes? All granular backfill On our copy this has not been changed to Sanitary Bedding. Based on additional review, the City provides additional comments: 1. On secondary plat and construction plans, in the curve data, "D" is not the normal nomenclature for a deflection angle. Please correct this. 2. Sheet C200 Site Development Plan. More information is needed for the contractor to be able to lay out and construct the medians (length, widths at transition points, radius at each end, center points of each radius, lane widths at small ends). 3. Revise the following note: "NO WATERMAIN VALVES ARE TO BE PLACED WITHIN THE STREETS" to "NO WATERMAIN VALVES ARE TO BE PLACED WITHIN THE STREETS, CURBS, OR SIDEWALKS" 4. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: Streets and Right of Way City of Carmel. Water City of Carmel. Sanitary Sewers Clay Township Regional Waste District Storm Sewers/Drainage Hamilton County Surveyor's Office City of Carmel. Regulated/ Legal Drains Hamilton County Surveyor's Office. 3. Board of Public Works and Safety Requirements: Water Availability If an irrigation system is planned for this development, additional Board of Public Works and Safety Water Availability approval will be required. This also applies to planned swimming pools and/or clubhouse /poolhouse facilities. Temporary Construction Entrance (if applicable and if located at a location other than planned permanent entrances) Please be advised that any open cuts of dedicated streets will require separate Board of Public Works and Safety approval. Any permanent improvement (including irrigation systems) to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and the City of Carmel. Secondary Plat approval. I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable). 4. T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Utility Department issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of four sets of drawings for approval after all issues have been resolved. The Owner will receive one -set that is to be maintained on the construction site at all times. The additional sets must be provided with the minimum four -sets. Since there is dual jurisdiction with the Hamilton County Surveyor's Office, the coordination of approval between the two agencies and the total number of sets of drawings required for approval will be determined later. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of Public Works and Safety. 6. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review regarding these issues. Please assure that Carmel Utilities is on the distribution list for all drawings and drawing revisions. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main locations. 8. The following items were previously provided and will not be included with this review unless requested: Subdivision Project Approval Procedures Performance Release Procedure Subdivision Building Permits Permit Data, Contacts, etc. Subdivision Signage Requirements BONDING REQUIREMENTS 9. Individual Performance Guarantees will be required for the following subdivision improvements: Streets Curbs Water Mains Storm Sewers/Drainage (dependant upon jurisdiction) Monuments and Markers (dependant upon jurisdiction) Street Signs Sidewalks (interior builders lot sidewalks and perimeter right of way sidewalks /right of way sidewalks adjacent to common areas may be bonded separately). The amount of the Performance Guarantee is based upon a Certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three -year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's /Certified/Official Checks. Please reference the enclosures for more detailed explanation of our procedures. AVAILABILITY AND CONNECTION FEES 10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to start of construction activities (the exception is that you are allowed to move dirt on site). Availability Fees are based upon total platted acreage for the development at the current rate of $1,010.00 per acre for Water Availability. Based upon the secondary plat indicated acreage, the following Availability Fees would apply: Water 17.173 Acres $1,010.00 /Acre 17,345.00 Connection Fees are currently $1,310.00 for water per single- family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Connection Fees are paid on a ep r -lot basis. If an irrigation system is planned is planned for this, or any future section of the development, additional Water Connection Fees will be assessed based upon the recommendation of the Director of Carmel Utilities. Please make the appropriate revisions on Sheet 3. COMMENTS CONSTRUCTION PLANS 12. We have engaged Crossroad Engineers to review all storm drainage plans and drainage calculations submitted to this office for review. We will share these reviews with you as they are received. 13. C200 Site Development Plan Where is the ultimate destination or outlet for the Emergency Flood Routing? In the Legend, M.F.G. should be identified as M.F.P.G. or Minimum Flood Protection Grade. M.F.P.G. denotes "Minimum Flood Protection Grade The Elevation of the Lowest Exterior Opening in the Structure Shall be At or Above Minimum Flood Protection Grade. It appears that, at a minimum, Lots 141, 142, 143 and 117 should have a M.F.P.G. designated. 914 elevation will find its way around most of the site. Request the lowest point of all openings 2 -feet above maximum flood. Recommend defining "Suitable" fill material. All pads shall be tested Add a storm structure beyond Structure #190. No more that 3 -lots drained to an inlet. Ensure that proposed high point at southwest corner of Lot 112 stays the high point. Are the tapers on the medians on Four Seasons Way meant to be traffic- calming methods? The 36' right of way should be designated back to back. Is grading at the back of Lot 130 going to be a problem? 1 -foot break at property line very flat between 913.9 and 914.2 at spot shot. Will the storm pipe run from structure 186 to 188 be located in a future easement? Is storm pipe run from structure 174 to existing 160 in an existing easement? On all sheets with a plan view of Four Seasons Way, the 36' dimension is labeled "R/W This should be back to back. On Four Seasons Way, how wide is the pavement between the median curb and the opposite curb at each end of the median? 14. This notation has been placed on all appropriate sheets. Thank you. The identification for the profile for Twin Lakes Circle West did not print completely on Sheet C400. Please indicate radii at intersection corners. Sheet C400 on Twin Lakes Circle West plan view and Sheet C402 on Twin Lakes Circle West plan view, there is some overwritten information that is impossible to read. Sheet C403 is missing from the plans. If this is deliberate, the sheets should be re- numbered. 15. Sheet C404 Traffic Plan Be aware that the placement of all permanent subdivision traffic control signage is governed by Ordinances under the jurisdiction of the Carmel City Council. Thank you for the placement of this note on the plans. 16. C502 Sanitary Sewer Plan Profile Should the sanitary crossing (structure 538 to 537) over the water main be water quality pipe? 17. C600, C601 Storm Sewer Plan Profile Does the contractor determine what to install from the Curb Inlet Table? Does matching storm pipe crowns have a negative impact on the hydraulic grade line? The 27 -inch storm pipe slope from structure 185 to 186 to 187 is indicated as 0.2 Would like to see a minimum of 0.3% if possible. Curb inlets #174 and 175 are being installed in a future section of Lakeside Park, correct? If this is an existing section, an open cut would require separate Board of Public Works and Safety approval. 18. C700 Water Plan Regarding temporary fire hydrants, do you remove just the hydrant of hydrant and valve? Add a note to contact Carmel Utilities for water main locations. The proposed project falls in the jurisdiction of the City of Carmel 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. This project will be a Hamilton County Regulated Drain Subdivision. 4. The proposed project falls in the Elliott Creek Regulated Drain Watershed. 5. Please submit the following procedural items to this office, petition for regulated subdivision, outlet permit (2 outlets), engineer's estimate, and all associated bonds for 120% of construction cost. The applications are available on our website at http: /www.co,hanlilton.in.us, go to Departments, Surveyor, and Forms. Please note a new Petition for Regulated Drain, Subdivision is posted on the website. 6. Please show and cross section an emergency spillway and emergency routing at the 100 year elevation. The emergency routing must have a positive fall route away from the pond to an adequate outlet, 7. Please consider using castings that are designed for bi- directional flow in the "sag" of the streets. The acceptable castings are Neenah 3501 -L2 or East Jordan 7495 -M4. The Neenah (or equivalent) 3501 TR or TL should be used when a single direction of flow enters the inlet. This will not be applicable on double inlets. sue, JUL 19 '04 05 :09PM P.2 /2 8. All casting should be labeled "Dump No Waste Drains to Waterway," which are readily available now from local casting distributors. The casting need to be Neenah R- 3501 -(TR, TL, or L2) depending on the inlet flow direction. 10. Please include the developer's fax number on the cover sheet of the construction plans. 11. Please raise pad 132 by 0.15 feet to meet the 2 foot freeboard required by Hamilton County Ordinance 45- 26.99- C(7)e. 12. Please label the Lake on the construction plans as Lake 116 per the drainage calculations. Also, this lake does not appear to be designed to HCSO Standard Detail D -7 in regards to 2 feet freeboard requirement and the emergency spillway elevation. 13. Please increase the drainage easement on lots 135 and 136 by 10' and 5', respectively. Our office requests the required number of plans are submitted to Carmel Engineer's Office for approval and then submitted to our office for our approval. The Hamilton County Surveyor's Office will not approve plans prior to the City of Carmel's approval, without written consent from the City of Carmel. Then our office will make sure the approved sets are returned to the City of Carmel for their distribution, either before or at the pre construction meeting.
