Enclosed you will find three copies of the Primary Plat and other supporting
information which was revised or supplied in accordance with comments listed in your
letter addressed to me dated November 4, 2004. Your comments were addressed as
follows'

A location map was added to the Primary Plat drawing at a scale of 1" =
500'. The map shows existing adjacent uses, thoroughfares directly related
to the project, adjoining zoning classifications and a North arrow along with
a title, scale, North arrow and date shown underneath the location map.
However, drainage falls away from this site and there were not any
watershed boundaries to delineate.
A Landscape Plan was sent to Scott Brewer, Carmel Urban Forrester, for
review. The plan was prepared by Hittle Landscape. Scott Brewer was
corresponding directly with Hittle Landscape to resolve any of his concerns
or comments. I am not aware of an actual approval of the Landscape
Plan .... irregardless; additional copies were enclosed of the landscaping plan
which shows the latest revisions.
Details and Specifications regarding the Signage Plan are also enclosed
within this submittal.
Concerns and Comments:
1. A chart specifying each of the setbacks are shown on the Primary Plat.

All sizes, capacity of the proposed water sewer and drainage system will be
submitted on the Construction Plans.
The ten-foot asphalt multi-purpose path was extended to both 126th Street
and Shelborne Road on the Primary Plat as required.
Bufferyards and plantings were added along 121 st Street and Shelborne
Road.
A waiver has been filed with Carmel requesting the bufferyard reduction
from 200' to 25'.
Details, specifications and elevations of the proposed wall and gate are
enclosed.
I explained at the November 17 TAC Meeting that the entry was located on
Shelborne Road because the forcemain from the school site on the East side
of Shelborne has an easier access to the gravity sewer through this
development by extending through the street right-of-ways. We also agreed
to dedicate 60' of right-of-way across the entire frontage of this
development along Shelborne Road. From all indications at the TAC
Meeting, this was acceptable.
I am also including a copy of my letter to the Carmel Engineer's Office explaining
revisions to address their TAC comments. All comments to date should not be addressed
or resolved. Please call me if you have any questions regarding the revised Primary Plat.

Both the developer and I have read the requirements for availability and
connection fees, along with the conditions listed. We understand and agree
to those instructions.

calculations and we will adhere to the process listed.

There are not any entrances located within 200 feet of Kendall Wood Drive.
The entry to the school on the East side of Shelborne is approximately 500
feet North of Kendall Wood Drive.
This will not be a "gated community". The gate house is only there for
esthetic purposes. The electric meter and irrigation controls, etc. will be
housed in that structure...it will not be manned. This is generally the same
structure that has been previously used at Windemere, Windsor Grove and
Camden Walk.
The street width has been labeled 30 feet (B-B).
The comer radii have been labeled at the right-of-way, as well as, the arc
distance along the northern radius was added. Also, it was not clear if the
radii to be labeled was fOr the right-of-way or the curb. Even though the
right-of-way was what was labeled, the curb radii are also 20 feet.
Swales and slopes will be labeled in the Construction Plans. I understand
minimum slopes shall be 1%.
The typical street cross-section was revised, as instructed.
Notes were added indicating the resurfacing as instructed.
Kendall Way will eventually continue North. However; as discussed at the
November 17 TAC Meeting, it can only extend a limited distance and it was
agreed that the configuration showN, as submitted, would suffice.
I have included an "auto-turn" exhibit which illustrates that a school
bus/emergency vehicle can negotiate the turn at the cul-de-loop. This same
design has been used in many of the upper-end subdivisions and has
historically been constructed with an' open-center. This would be an
extremely large area of concrete/asphalt if the open center were removed.
The developer wishes the open center to remain.
We agree that our drainage calculations will include the full thoroughfare
plan right-of-way for all that area that naturally drains to our development.
There is apparent evidence that indicates the prescriptive right-of-way to be
16.5 feet, but there is no record of it being dedicated. The proposed right-

of-ways were labeled. As agreed at TAC, the right-of-way across the
frontage along Shelborne Road was adjusted to a constant 60 feet.
The Primary Plat already included a 3 foot pavement widening with a 2 foot
stone shoulder along Shelborne Road and 121 st Street on the project sides.
Auxiliary lanes were dimensioned as instructed.
Construction Plans will have pad grades and MFPG shown on the Site
Development Plan when submitted.
The typical street cross-section did show the subsurface drain directly under
the joint between pavement and curb. Obviously, this location is the most
effective where water can breach the surface t° the subgrade and it is the
lowest point in the subgrade. I double checked previous plans and
confirmed this was the location historically used.
I am also including a copy of my letter to Carmel DOCS explaining revisions to
address their comments. All comments to date should now be addressed or resolved.

We have reviewed the primary plat submitted for T.A.C. review for this project and offer the following comments:
GENERAL INFOILMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
· Interior Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
· Perimeter Streets / West 121st Street, Shelborne Road - City of Carmel
· Water- City of Carmel Utilities
· Sanitary Sewers - Clay Township Regional Waste District
· Storm Sewers/Drainage - Hamilton County Surveyor's Office (City of Carmel Review).
· Regulated/Legal Drains - Hamilton County Surveyor's Office.
3.Board of Public Works and Safety Requirements:
·Water Availability
· Additional Water Availability for Irrigation Systems.
· Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances). Please be advised that arty open cuts of dedicated streets will require separate
Board of Public [Vorks and Safety approval.
· Any permanent improvement (including irrigation systems) to be installed within dedicated right of way
or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel.
· - Secondary Plat approval.
· Right of Way Dedication (if applicable)
A copy of the schedule for Board of Public Works and Safety meeting dates and agenda deadlines is included
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Cotnmission and/or the
Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee.
All written requests to beplaced on the Board's agenda must inchtde the appropriate Docket Number and
the date (or dates,) of approval by the Platy Commission attd/or the Board of Zoning Appeals (if '
applicable).
4. T.A.C. Review/Drawings submitted for approval:

We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department, Carmel Utilities and Hamilton County Surveyor's Office
issues have been resolved. The design engineer must certify all drawings submitted for final approval.
Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, we will
require a minimum of eight-sets of drawings for approval after all issues have been resolved. The dra~vings
will be stamped as approved and will be signed by the City Engineer and by Carmel Utilities. The eight-sets
will then be sent to the Hamilton County Surveyor's Office for approval and signatures. Three approved sets
are to be returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of
Public Works and Safety.
6. Carmel Utilities/Water Distribution should be provided copies of all drawings and revisions for review of
water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main
locations.
8. I have included copies of the following for your use:
· Subdivision Project Approval Procedures
· Performance Release Procedure
· Subdivision Building Permits
· Permit Data, Contacts, etc.
· Subdivision Sign requirements
Please share copies of the enclosures with the developer and contractors associated with this project.
BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
· Streets (base, binder and surface). You may bond perimeter street improvements separately.
· Curbs
· Water Mains
· Street Signs
· Monuments & Markers*
· Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter asphalt paths may be
bonded separately).
*Storm sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. They may
also require bonding for Monuments & Markers. If that is the case, we will not require duplicate bonding.
Sanitary sewers are under the jurisdiction of the Clay Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
of labor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's Checks, Certified Checks or Official Checks. Please reference the enclosures for more detailed
explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been
satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage
for the development at the current rate of $1,010.00 per acre (Water Availability Fee). Based upon the
secondary plat indicated acreage, the following Water Availability Fees would apply:
17.887Acres ~ $1,010.00/Acre = $18,066.00
Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid
when the infrastructure has been complete, satisfactory test results obtained and the subdivision has been
released for permits. Water Connection Fees are paid on a per-lot basis.
· If an irrigation system, swimmingpool or clubhouse isplannedfor this development, or any
fitture section of the development, additional Water Connection Fees will be assessed based upon
the recommendation of th e Director of Carm el Utilities.
11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted
for review to this office. We will share Crossroad's comments as they are received. When construction plans
are submitted for T.A.C. review for this development, please provide 2-sets of plans and calculations to allow
us to send the extra set to Crossroad and save some time in the review process.

COMMENTS - PRIMARY PLAT 12. Are there entrances or streets on the west side of Shelbome Road in the vicinity (within 200 feet) of the
proposed Kendall Wood Drive? If there are, please include on the drawing.
13. Gated communities are not permitted within the City of Carmel. The Department of Engineering
recommends that the gate house and median islands be eliminated. With this done, the right of way width of
Kendall Wood Drive can be reduced to a uniform 50-feet and the pavement width can be reduced to 30-feet.
14. Please label the 30-foot dimension "B-B" instead of"R/W".
15. Please show the comer radii at the intersection of Kendall Wood Drive and Kendall Way.
16. For the construction drawings, please show and label all swales and slopes. Swales shall be a minimum of
1% slope.
17. Please revise right-of-way pavement section of typical street cross-section to be 1" H.A.C. #11 surface on 5"
H.A.C. #5D base on 7" #53 stone.
18. Please indicate resurfacing the entire width of 121st Street and Shelbome Road across the property frontage
or the limits of the auxiliary lanes, whichever is greater.
19. Will Kendall Way continue north? If so, please provide a horizontal curve and have the cul-de-sac enter
along the curve.
20. Please demonstrate that the cul-de-sac terminal end will pose no drivability problems for school busses and
emergency vehicles. Please make the cul-de-sac solid pavement rather that providing the circular planting
area.
21. As the drainage design develops, please accommodate the drainage from the full thoroughfare plan right-of-
way across the property frontage of 121st Street and Shelbome Road.
22. Is all of the right-of-way on main line roads existing? Please label if it is existing or proposed.
23. Please provide widening on the project side of 121st Street and Shelbome Road to provide 15-foot travel
lanes. The auxiliary lanes would be measured from the edge of this 15-foot travel lane.
24. Please indicate pad grades and MFPG on construction drawings.
25. Please show subsurface drains completely under the curb on the typical street section.
The Department reserves the right to provide further comments on the grading and drainage system upon receipt of
more detailed construction drawings which provide grading elevations, pipe sizing and invert elevations. These
comments may affect the drainage system layout presented on the primary plat.

We have reviewed the primary plat submitted to the Hamilton County Surveyor's Office on
October 25, 2004 for this project and have the following comments'
1. The proposed project falls in the jurisdiction of the City of Carmel
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.

The proposed project drains tlu'ough the Long Branch Regulated Drain
Watershed, which has an allowable release rate of 0.24 cfs per acre. This
restriction was determined by Stoeppelwerth and recently confirmed by
Christopher Burke for the $.W. Brendle Watershed.
Please submit the following procedural items to this office, petition for regulated
subdivision, outlet permit, engineer's estimate, and all associated bonds for 120%
of construction cost. The applications are available on our website at
http'.//www.eo.hamilton.in,us, go to Departments, Surveyor., and Forms. Please
note a new Petition for Regulated Drain Subdivision is posted on the website.

The primary plats shows the site draining to the existing culvert under 121"
Street. In accordance with Hamilton County Ordinance 4-26-99-C(5), this will
require the written permission of the property owner, Dr. Ron Filo. If Dr. Filo
agrees to the proposed drainage outlet, this office would strongly su~sest that it
put into a define channel. Also, please ask Dr. F~]o if he would want this possible
channel and the portion of Lou~ Branch Creek on his property to become
regulated drain and submit his written response to this office.
How will the emergency overflow from the pond get outside of the brick wall
around the roadside perimeter? This office has seen this issue before in other
subdivision not far from this project and during a 100 year storm event the
homeowners had to knock holes in the wall to release the overflow water.

Thc brick wall around the roadside perimeter of this project will require a
removable panel of some type over the regulated drain outlet pipe.

Please consider using castings that are designed for bi-directional flow in the
"sag" of'the streets. The acceptable castings are Neenah 3501-L2 or East Jordan
7495-M4. The Neenah (or equivalent) 3501 TR or TL should be used when a
single direction of flow enters the inlet
10. All casting should be labeled "Dump No Waste - Drains to Waterway," which are
readily available now from local casting distributors. Please add a note to the
plans that will make the contractor away of this requirement.
11. No landscape planting will be permitted or allowed within the proposed regulated
drainage easements per Indiana Code 36-9-27-33(d). In common areas that are
dedicated as Drainage Easements, no trees will be allowed within 15 feet in each
direction from the eenterline of pipe.
12. Please submit complete construction plans, the secondary plat, and drainage
calculations to this office when they become available.
13. Please note that further comments may be necessary at a later date.

The undersigned has reviewed the proposed plans for
Kendall Wood
and has approved the plans subject to the following'
1. Our office needs a set of plans showing fire hydrant locations throughout the project.

Will this project include an amenity building? If so, our office will request the installation of a of a
Knox Box for emergency access. An application for the Knox box can be obtained through our
office.
Our office, in conjunction with the Department of Community Development, are requesting in
newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant. This will allow the fire department to more easily spot fire hydrants during an
emergency.
4. Will this be gated community? If so our office will require a SOS device or Knox key switch
device for emergency access to the community.

I am providing you with a copy of our apparatus specifications listing width and turning radii.
Please use this to determine if streets are wide enough to accommodate our apparatus and
turning radii's are adequate for the turning of our apparatus.
