This office is still waiting on DNR approval for thc reconstruction of the Vestal Regulated Drain and Platinum Properties to post the bond for the reconstruction. A8 A 401 or 404 permit is not required for the amount of work being done on Vestal Ditch? A13. Statement does not match the plan. Al5. Soil map indicates a significant watershed to the north that flows through this property. Please confirm. A18. The soils map on the cover sheet covers all the soils the map on sheet C303 does not. Sandy soils are prevalent on the site. How do you plan on overcoming the sand issues with the detention pond and establishing vegetation. All areas that receive sand fill should be capped with a minimum of 6" of topsoil. Please address all soil related issues. The narrative for the home builders "Storm Water Pollution and Prevention Notes" needs to be titled for home builders. B2 Sequence is not unique to the site. It does not address the ditch reconstruction or the bridge building. Step three indicates that pond//4 is to be built. Diversion swales and check dams are not mentioned. Are there grass areas that could be preserved or established prior to construction? B5. I cannot approve the construction and post construction erosion control plan of the Vestal Ditch based on the current information. You're straightening the channel in soils that will be difficult to establish vegetation and will easily erode. Consult the Indiana Drainage Handbook and NRCS practice standard 582. B7. Proposed elevations are needed for diversions. B9. A grade stabilization structure is needed at the point where ditch excavation stops. C3: Elements that make the detention pond function for water quality are needed: longer detention time, fore bays, wetlands, aquatic vegetation, natural vegetation on the slopes and around the perimeter. C5: A BMP maintenance manual that can be transferred to the next property owner is requested. Chapter 700 for Indianapolis has some good check lists. The developed area seems to have more cut than fill. Where is the soil from the pond being placed? Step 9 of the construction sequence discusses seeding in a time to prevent gully erosion. This needs to be revised to meet the requirements of all disturbed areas being seeded if left dormant for more than 15 days. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: · Streets and Right of' Way- City of' Carmel. · Water, Sanitary Sewers- City of' Carmel. · Stoma Sewers/Drainage - City of Carmel. · Regulated/Legal Drains - Hamilton County Surveyor's Office. 3. Board of Public Works and Safety Requirements: · Water and Sanitary Sewer Availability · If an irrigation system is planned for this development, additional Board of Public Works and Safety approval will be required. This also applies to planned swimming pools and/or clubhouse. · Temporary Construction Entrance (if applicable) · Please be advised that any open cuts of dedicated streets ~vill require separate Board of Public Works and Safety approval · Any permanent improvement (including irrigation systems) to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and the City of Carmel. · Secondary Plat approval. Bryant April 20, 2004 Page 2 Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They will provide a separate review regarding these issues. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and sanitary sewer main locations. The following information was previously supplied and will not be resubmitted unless requested: · Subdivision Project Approval Procedures · Performance Release Procedure · Subdivision Building Permits · Permit Data, Contacts, etc. · Street Sign Specifications BONDING REQUIREMENTS 9. Individual Performance Guarantees will be required for the following subdivision improvements: · Streets · Curbs · Water Mains · Sanitary Sewers · Storm Sewers/Drainage · Monuments and Markers · Street Signs · Sidewalks (builders lot sidewalks and common area/perimeter right of way sidewalks may be bonded separately). The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's/Certified/Official Checks. Please reference the enclosures for more detailed explanation of our procedures. AVAILABILITY AND CONNECTION FEES 10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to start of construction activities (the exception is that you are allowed to move dirt on site). Availability Fees are based upon total platted acreage for the development at the current rate of $1,010.00 per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer Availability. Based upon the plat presented with the construction plans, the following Availability Fees would apply: Section 4 - 40.579 Acres Water- 40.579 Acres ~ $1,010.00/Acre = $ 40,985.00 Sanitary Sewer - 40.579 Acres @ $1,365.00/Acre - $ 55,390.00 Totals 40.579 Acres $2:375.00 $ 96:375.00 Current Connection Fees are $1,310.00 for water per single-family residence and $795.00 for sanitary sewer per single-family residence totaling $2,105.00. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Connection Fees are paid on a ~ basis. · If an irrigation system isplanned isplannedfor this, or any future section of the development, additional }tZater Connection Fees will be assessed based upon the recommendation of the Director of Carm el Utilities. It appears there are some comers that would require concrete monuments, particularly along the north and south perimeter boundaries. 12. There are very few side yard drainage easements.
