MEMBERS PRESENT:
Council President Richard L. Sharp, Council Members Carol Schleif, W. Eric Seidensticker, Sue Finkam,
Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois
Craig.
Mayor James Brainard was not in attendance.
Council President Sharp called the meeting to order at 6:00 p.m.
Pastor Luther Brunette, Carmel Lutheran Church, pronounced the Invocation.
Councilor Finkam led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Seidensticker made a motion to approve minutes from the September 3, 2013 Special Meeting.
Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the
vote. Minutes were approved 7-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Bob Battreall addressed the Council regarding the City's road improvements, the Carmel
Redevelopment Commission and the 3-way stop on 126`h Street and Auman Drive.
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
Councilor Seidensticker addressed the Council regarding Ordinance D-2137-13 (Bicycle Use Within the
City's Corporate Limits).
Council President Sharp and Councilor Carter addressed Mr. Battreall's comments.
ACTION ON MAYORAL VETOES:
There were none.

CLAIMS:
Councilor Seidensticker made a motion to approve claims in the amount of$1,910,399.84. Councilor
Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Claims
were approved 7-0.
Wire Transfers: Month of August, 2013: Councilor Seidensticker made a motion to acknowledge wire
transfers in the amount of$1,999,064.96. Councilor Finkam seconded. There was no Council discussion.
Council President Sharp called for the vote. Wire Transfers were acknowledged 7-0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee had met and discussed
Ordinance D-2144-13 which remains in committee. The Committee also discussed Ordinance D-2146-13
which was forwarded to the full Council with a positive recommendation. The next meeting will be held
on Thursday, October 17, 2013 at 5:30 p.m.
Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee
had met and discussed Ordinance Z-576-13, Ordinance Z-577-13 and Ordinance Z-578-13. The
Committee report will be given when the items appear on the agenda. The next meeting will be held on
Tuesday, September 24, 2013.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Finkam reported that the Utilities, Transportation and Public Safety Committee had met, along
with members of the Carmel Fire Department, to discuss the Standards of Cover and Strategic Plan that
was previously submitted to the Council.

President Sharp called for the vote. The motion was approved 7-0. Councilor Schleif requested that this
item be tabled to allow the Department of Community Services to explore and offer their thoughts on
increasing the buffer between residential and commercial developments. There was brief Council
discussion. Without objection from the Council, Council President Sharp Tabled this item until
