CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, October 16, 2013
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.
Time: 9:00 a.m.
9:00 a.m. Docket No. 13090014 Z: Drury Plaza Hotel PUD Rezone.
The applicant seeks approval to rezone approximately 10.55 acres from B-5 and B-6/ Business (within US 31
Overlay Zone) to PUD/Planned Unit Development. The intent is to construct a hotel building and a restaurant
building. The site is located at the northeast corner of Meridian St. and 96th St, at approximately 9611 N.
Meridian St. Filed by Mark Kohl of Drury Development Corp.
Charlie Frankenberger and Jon Dobosiewicz with Nelson & Frankenberger, and Mark Kohl and Larry
Hasselfeld with Drury Hotels presented on behalf of the petitioner. Drury has requested a change in zoning to
allow a full-service upscale hotel on the northeast corner of 96th St. and Meridian St. The parcel consists of
about 11 acres, but after the right-of-way is taken for the interchange improvements for the US-31 project, the
site will total about 6.5 acres. Drury has also requested development plan approval for the entire site, and
ADLS approval for the hotel building. There will be another building will be a restaurant and Drury will return
later for approval of the restaurant.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. No further comments. Surveyor’s office will work through drainage calculations as the project
moves forward.
Nick Redden – City of Carmel Engineering Department
- Project is still being reviewed. No further comments.
David Lucas – Hamilton County Highway Department
- Project is outside of Highway Department’s jurisdiction. No further comments.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent. Waiting for a response. Mr. Dobosiewicz asked if the City Council has approved the
landscape ordinance. Mr. Mindham said he should find this out later today.
Amanda Foley – City of Carmel Engineering Department
- Project will still need to be reviewed. No comments.
Chris Ellison – Carmel Fire Department
- Asked if developer can provide details of the project such as size and construction type. Mr. Kohl said
this hotel will be 304 rooms and a total of 11 stories. It will be full concrete construction from the
standpoint of structural columns and structural post-tension deck. The full perimeter of the building will be
Insulating Concrete Forms (ICF). Mr. Ellison said with this structure being required to meet the high-rise
standard of the building code, he will want to meet as early as possible with the structural team, architects,
and designers because there will be many items to review such as fire service features and fire command
centers.
Mr. Ellison said the post-indicator valve shown on the drawings is shown on the domestic water line and not

the fire lane, so this will need to be corrected. Mr. Ellison also said there are trees located in the same
locations as fire hydrants and fire department connections, so this will also need to be corrected. The fire
department does not want to see trees within three feet of any of these devices.
Ryan Hartman – Clay Township Regional Waste District
- No comments on the plans, but regarding the rezone, there are no objections from CTRWD.
Shirley Hunter – Duke Energy
- This is IPL service area. No comments.
John Thomas – City of Carmel Engineering Department
- There are several low spots on site, and vegetation that has been on site for a long time. The
developer will probably need to have a wetland delineation done to make sure there are no existing
water resources, and if there are, that they are protected or mitigated. The Engineering Department will
require two post construction Best Management Practices (BMP) to treat the water quality volume leaving
the site. Mr. Thomas said the plans appear to show the developer taking credit for the existing ponds. Mr.
Thomas said he will need to see the drainage report from the master plan, and he will need to see that the
water quality unit is sized based on the treatment rate of the Indianapolis approved list. Mr. Dobosiewicz
said the area was master planned prior to the state of Indiana taking the property. Since then, about 5 acres
have been taken by the state.
Angie Conn – City of Carmel Planning & Zoning
- Review comments sent. Mr. Dobosiewicz said there are questions about modifications to buffer yards,
and the developers would like to meet to discuss these.
9:15 a.m. Docket No. 13090013 Z: Monon Lake PUD Rezone including Primary Plat.
The applicant seeks approval to rezone approximately 33.95 acres from R-1/Residence (in Home Place Overlay)
to PUD/Planned Unit Development. The intent is to plat 47 single family detached homes. The site is located
west of the Monon Greenway and north of I-465, at approximately 1022 E. 101st St. Filed by Mark Connor of
M/I Homes, L.P.
Jim Shinaver and Jon Dobosiewicz with Nelson & Frankenberger, Matt Howard with M/I Homes, and
consultant Bruce Sklare presented on behalf of the petitioner. This is a residential rezone of approximately 33.95
acres west of the Monon Trail and north of I-465.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. No comments on rezone. There is some offsite drainage that will need to be addressed when
this project reaches construction phase.
Nick Redden – City of Carmel Engineering Department
- No comments.
David Lucas – Hamilton County Highway Department
- No comments concerning rezone. The department has addressed some of the offsite improvements,
mainly concerning the widening of 101st St. Mr. Lucas said the department could consider some offsite
improvements if the development is approved, but they most likely would be minor.
Daren Mindham – City of Carmel Urban Forestry
- Review comments sent. The main concern is the perimeter buffer of the site.
Amanda Foley – City of Carmel Engineering Department
- Project has been reviewed, and should be sent by the end of the week. The main comments were
regarding the flood route of the existing pond and where it discharges, the easement widths, which are

required to be 30-feet in width, and the cul-de-sac which may be required to be a stub street. Ms. Foley said
this would be constructed as a stub street, and if the property to the east develops, it would be tied into the
street. Ms. Foley said the drainage easement around the existing pond is required to be 15-feet from top of
bank. Ms. Foley said on June 11, it was communicated regarding the secondary parkway along the south
side of the property that the developer would need to dedicate the 130-foot right-of-way and also make a
commitment for half of the improvements required by the thoroughfare plan. Mr. Dobosiewicz said Mike
McBride had communicated to him within the last two weeks that dedication and redefinition of the right-
of-way would be adequate to forego the commitment of the thoroughfare plan.

- No comments regarding the rezone.

- No issues with the rezone. The area does have capacity for sanitary sewers.
John Thomas – City of Carmel Engineering Department
- Asked if a wetland delineation has been completed for the site. Mr. Dobosiewicz said it has, and he will
send a copy to Mr. Thomas.
Angie Conn – City of Carmel Planning & Zoning
- Comments should be sent soon. Department will need to see what the crossing of the Monon Trail will
look like, or if it will eventually be a cul-de-sac pulled back from the Monon. Mr. Dobosiewicz said the
developer’s preference would be for this to not be a crossing. Ms. Conn said there were some concern over
the two easternmost lots #26 and #27 and the buffering along the east property line. Ms. Conn said the
department would also like to see a concept plan for these lots if they will be building side load garages, to
make sure the lots will be able to accommodate this feature. Ms. Conn said along the future 96th Street,
there is a residual area, and the department would like to know who will maintain this. Also, Ms. Conn said
she would like to know if this would be a tree preservation area if the street is not built now.
9:25 a.m. Docket No. 13090012 DP/ADLS: Point Blank Range & Gun Shop.
The applicant seeks site plan and design approval for an indoor shooting range and retail gun shop. The site is
located at 1250 City Center Dr., just east of Pennsylvania St. The site is zoned B-3/Business. Filed by Thomas
O. Willingham, president of Point Blank.

with CSO Architects presented on behalf of the petitioner.

Amanda Foley – City of Carmel Engineering Department
- Comments will be sent by the end of the week. Ms. Foley said the entrance would be required to meet the

City’s commercial driveway standards. Ms. Foley said the engineering department would like an east-
bound left turn lane along City Center Drive. Ms. Foley said the plans appear to show three connections
going to the west, and asked if the developer will be tying into the parking lot with all three connections. If
so, Ms. Foley said the department will not support the southernmost connection due to the left turn being
too close to City Center Drive. Ms. Foley said the storm sewer outlet is shown discharging to the ground.
Mr. Shinaver said there are an open ditch and two existing pipes, one from the west and one going south so
the plan is to discharge into the swale area to maintain the flow from the west and south. Ms. Foley said
this will need to be looked at further.
Ms. Foley asked if there is an update on the connection to the Health & Wellness Suites and tying back to
Pennsylvania Parkway. Mr. Dobosiewicz said there is one remaining parcel to be developed on the site,
and approximately 250-300 feet before the connection to the vacant parcel to the north. There are
approximately 4 ½ acres north of this site. The developer would like some feedback regarding if this would
be a necessity to build today or if this can wait. Mr. Shinaver said the entity that owned the property that
became the Health & Wellness Center has also sold the parcel of land for this project. This is the same
entity that also owns the parcel of land on the northeast corner of the property. The three parties will be
entering into an easement agreement so all of these sites will be tied in together regardless of what happens
with future projects.
Mr. Dobosiewicz said per the thoroughfare plan, a roundabout will be required at City Center Drive and
Pennsylvania Parkway, and asked how this applies to this project, since there is no right-of-way to be
dedicated. Ms. Foley said she will check on this to clarify.
Chris Ellison – Carmel Fire Department
- Asked the construction type and square footage of the structure. Mr. Brueggert said the project is around
14,000 square feet. Mr. Ellison said he has seen two available fire hydrants, one was a public hydrant along
City Center Drive and one was proposed for the project itself. Mr. Ellison said the developers may need to
add one additional hydrant, but will visit the site to see if any others are available.
Shirley Hunter – Duke Energy
- Ms. Hunter said there appear to be buried underground facilities to the east of this project, but she
is not yet sure how the area will be serviced. Mr. Dobosiewicz said this project will be no earlier than
the spring of 2014.

- Comments sent.
John Thomas – City of Carmel Engineering Department
- The pond will need to be naturalized or have a wetland shelf per the department’s wet pond standards if it
is to be counted as a BMP.
Angie Conn – City of Carmel Planning & Zoning
- Comments sent. Ms. Conn said the existing pond was approved to be a temporary pond so she does not
know if it is supposed to be permanent. Ms. Foley said the pond met the standards of the time so as long as
the pond does not need to be modified for the connection, the engineering department would allow
developer to provide their own detention. Mr. Dobosiewicz said David Littlejohn had asked for a 5-foot
sidewalk along the west side of the proposed private drive, but the developers are proposing a sidewalk
along the east side of the private drive and did not know if this would be required on both sides of the drive.
Ms. Conn said she has interpreted this as being required on both sides.
9:35 a.m. Docket No. 13090015 PP Amend: Deer Run Subdivision (currently part of Howard Park Subd). The
applicant seeks primary plat approval for 20 residential lots on 8.07 acres and also seeks the following
Subdivision Control Ordinance (SCO) waivers:
Docket No. 13090016 SW: SCO Chapter 6.03.03 – stub streets to adjacent properties.
Docket No. 13090017 SW: SCO Chapter 6.03.07 – cul de sac length must be 600-ft.

Docket No. 13090018 SW: SCO Chapter 6.03.15 – minimum centerline radii must be 100’ for cul-de-sac.
Docket No. 13090019 SW: SCO Chapter 6.03.21 – a plat with more than 15 lots needs at least 2 points of
access.
Docket No. 13090020 SW: SCO Chapter 6.03.21 – lots must have frontage on a public street & lot widths
must be 50-ft at the right of way.
Docket No. 13090021 SW: SCO Chapter 6.05.07 & 6.03.19 – dwelling must face major thoroughfares &
Access to arterials, parkways & collector streets.
The site is located at 10425 Westfield Blvd. and extends through to106th St. It is zoned S-2/Residence. Filed by
Stephen J. Christian Associates, P.C., on behalf of Deer Run, LLC.
Christine Altman, property owner, and Ben Deichmann with Stephen J. Christian & Associates presented on
behalf of the petitioner. Ms. Altman is the property owner, and currently has a residence on site. The property
consists of just over 8 acres. There were originally 4 lots, but Ms. Altman has picked up 3 additional lots along
Westfield Blvd. Ms. Altman said this is an infill subdivision, and should have adequate utility services on the
property. There are several waivers that have been requested.

- Asked if developer can send an updated plan for the detention and stormwater. Mr. Deichmann said
revised plans and calculations were dropped off to Crossroads Engineering. Ms. Foley asked if these same
plans can be sent to Carmel Engineering.
Chris Ellison – Carmel Fire Department
- Needs copies of plans as well as an emergency circulation plan for the project. Once these are received,
comments will be provided. Ms. Altman said the existing drive off 106th Street will remain as constructed
but used primarily as an access point with a Knox Box and baluster.
Shirley Hunter – Duke Energy
- Plans will need to be sent in AutoCAD form. Duke will also need to know what type of homes will be
built on these lots.

- Once additional information is received, more comments will be sent.
John Thomas – City of Carmel Engineering Department
- Plans are still being reviewed. Mr. Deichmann said the developer is proposing an infiltration basin to
drain the water to meet the first BMP, and the existing wet pond would be the second BMP. Mr. Thomas
said the department will send comments as soon as possible.

- Comments were sent in September. Department is awaiting an official response. Ms. Conn said Alexia
Donahue-Wold will be sending an email once the items are docketed.
