Hi Nick,
In response to your earlier email, yes you are supposed to charge only 10% for the 42 assisted living units and no PRIF
for the other 16. It was decided that all of these units are more of an institutional use and not as much of a residential
use and so they would not be using the parks system. However, we did still want to charge that 10% because the
development is close to City owned land/park and so it is possible that there would be some use of that park. Below is
an email I sent to Bickford that has an estimate of what the PRIF would be. I hope this clears things up.

Well, if the park impact fee is $1,526.00 per unit and we are supporting a payment of 10%, that would be $152.60 per
unit. So $152.60 times 42 assisted living units would be $6,409.20. I think that would be a good estimate. Please note
that the Park Impact Fee will increase on June 15, 2013 to $1,679.00 per unit.

Hi Richard,
Thank you for providing us with that letter. We are willing to support a decrease in the Parks & Recreation Impact Fee
so that you would only be required to pay 10% of the fee for each assisted living unit (not memory care). We feel this is
reasonable as there is a park area very nearby to the east which has the potential to get some use by residents at
Bickford.

2444) regarding the release of the building permit. I’m out of the office until next week, but you can check in with
Amanda Foley at 571-2441 on the engineering department approval status. I am close to approval, but I think there may
be some Board of Public Works approvals pending and an issue regarding the Floodplain mitigation that still needs to be
finalized. After all approvals, all final submittals must be in before I can issue the storm water permit. Please let me

John, I hope all is well. I had a question for you in regards to the fees for the water availability fee of $61,460.74,
Sanitary Sewer Availibility fee of $37,044.50 and the Landscape Irrigation Fee of $22,405.22. Do those fees need to be
paid in order to obtain the building permit or before we start grading and utility work? I am trying to give the owner
direction on obtaining the money from his lender.
Do you have an estimate when the engineering drawings may be released? We should be complete with demolition by

following;
1. Submit three copies of the Demolition Plan.
a. Please provide a title sheet with them.
2. Submit a storm water permit application with “Bickford of Carmel Demolition” as the title.
3. Submit the Storm Water Control Performance Bond.
4. Submit a right of way permit application with Fred Glaser in our department.
a. A $5000 license and permit bond will need to be submitted with this application.
Due to the size of the Demolition, a pre-construction meeting will need to be held with our department prior to any
construction activities. Once the storm water permit is issued, call our construction manager, Dan Greskamp, at 571-
2307 to schedule the pre-con.

I looked through the demo plans and have the following comments;
1. Is all of the tree removal going to be completed with the demolition or only the trees needed to complete
the demolition?
a. If not, please call out only the trees that need to be removed for this phase.
2. All of the protected trees show silt fence and tree protection fence around them. The grades around the
existing trees shouldn’t be changed with this phase of the project, and I would rather not cut into the tree
roots if we don’t have to, so please remove the silt fence around the trees.
3. Please see attached mark up. Silt fence is shown in red and silt sock (or similar) is shown in yellow. I tried to
line the perimeter controls up with the proposed demolition and tree protection, but feel free to adjust
them based on the future grading plan. With the potential for the river to back up into the site, additional
controls are needed until site grading is completed, especially if all trees tasked for removal are taken out
during this phase.
4. I could not find the limits of the stabilization measures on the demolition plan. Please show the limits or
make a note that all disturbed areas must be stabilized with seed an mulch at a minimum if planned
construction doesn’t commence within 30 days or at the storm water inspectors discretion.
5. Please revise estimate with the new silt fence quantities, the silt sock quantities, and the coir wattle check
dam.
