Nick,
Building 5 at Alexandria (12925 Union Springs Drive, Permit No. 12020092) has passed the final building inspection and
the Urban Forestry inspection. We would like to obtain a C/O by the end of the day tomorrow. (Maybe we can avoid a
temporary C/O this time!)
Speaking of temp C/Os, if I am able to pick up the C/O for Building 5 tomorrow, I will also pay the re-inspection fee due
for Building 15 (12950 Grand Boulevard, Permit 11110113) and the full C/O for that building should be ready to issue
then also.
Please let me know if I can stop by tomorrow morning and pick up the C/Os.

As we did for Buildings 4 and 14 recently, we hope to be eligible for a Temporary C/O for Building 15 (12950 Grand
Boulevard, Permit 11110113) in the very near future. We passed the fire inspection yesterday and the final building
inspection is scheduled for tomorrow morning.
The landscaping is substantially complete, but not quite ready for the Urban Forester’s inspection yet. Based on Daren’s
comments below, and assuming we will pass the inspection tomorrow morning, we would hope to be able to pick up a
temp C/O tomorrow or Friday. A 30-day temp C/O should be more than adequate.
By the way, we have followed through on Buildings 4 and 14, the urban forestry inspections have been completed, and

Alexandria. Our schedule for next week is looking like this:
Wed/Thurs - final building and fire inspections
Wednesday - installation of plants
Thursday - installation of sod
Friday - residents scheduled to move in
We’ll obviously need the City’s authorization for occupancy no later than Thursday. Because of the tight schedule, and
the additional fact that some of the trees are reportedly difficult to locate because of the drought conditions, it appears
that a temporary Certificate of Occupancy may be in order. Will you be willing to sign off on a temp C/O and allow us a
short extension to complete the landscaping?

The landscaping is substantially complete, but not quite ready for the Urban Forester’s inspection yet. Based on Daren’s

By the way, we have followed through on Buildings 4 and 14, the urban forestry inspections have been completed, and

11100054) in the very near future. We passed the fire inspection yesterday and the final building inspection is
scheduled for today.
The landscaping is substantially complete, but not quite ready for the Urban Forester’s inspection yet. Based on Daren’s
comments below, and assuming we will pass today’s inspection, we would hope to be able to pick up a temp C/O
tomorrow.

Sorry for not getting back Nick.
I am not sure where the building is proposed; but in general, DOE will not have any issues with future buildings. Most, if
not all, of the site infrastructure is in place. We need to check that the building is served by a paved or durable surface
that the CFD is comfortable with and that the water main with a hydrant has been installed to the building or to a point
that is OK with the CFD.

Our standard is for pavement up the farthest limit of construction. This standard is in place for emergency access
considerations. However, we have run into issues with this standard for apartment projects. If you guys are OK with a
gravel surface to drive on, we are OK with that…we did that for JC Hart at the Legacy.
If we need pavement for the framing to start, we just need to make Building and Code as well as the petitioner aware of
this requirement.

Gary and Nick,
With this development Building 15 has pavement provided on the access road to the building up to about 50 percent of
the length of the building. The remaining half of the building to the south has a gravel access road. Is that acceptable for
the department of engineering's standards and requirements?
I do not have much of a concern for foundations on a project like this with gravel access as long as our equipment can be
supported on a gravel surface. Things do change significantly once wood construction begins due the fact we may need
to set up a ladder truck in the event of a rescue or a fire. On phase 1 of this project we did have a second alarm fire with
a building under construction and had to use several ladder trucks during the fire.

There is an approved landscape plan in place – the plan Scott approved in 2007 - and we are simply requesting
authorization to be able to obtain building permits at this time. But, yes, as we’ve done for the other buildings, most
recently Building 7 at 1429 Fairfax Manor Drive, we intend to prepare an amended landscape plan to better reflect the
current conditions and submit that for your review soon.
We are working on that plan now. Rather than a single building as we’ve done in the past, the plan will include Buildings
4, 14 and 15, the subjects of the current applications, as well as the remaining buildings at Alexandria – Buildings 5 and
6. Based on our past experience, I’m confident the updated plan will meet your approval. With the upcoming holidays,
it will likely be submitted for your review right after the first of the year. In the meantime, we’d like to be able to obtain
building permits.

There is an approved landscape plan in place – the plan Scott approved in 2007 - and we are simply requesting
authorization to be able to obtain building permits at this time. But, yes, as we’ve done for the other buildings, most
recently Building 7 at 1429 Fairfax Manor Drive, we intend to prepare an amended landscape plan to better reflect the
current conditions and submit that for your review soon.
We are working on that plan now. Rather than a single building as we’ve done in the past, the plan will include Buildings
4, 14 and 15, the subjects of the current applications, as well as the remaining buildings at Alexandria – Buildings 5 and
6. Based on our past experience, I’m confident the updated plan will meet your approval. With the upcoming holidays,
it will likely be submitted for your review right after the first of the year. In the meantime, we’d like to be able to obtain
building permits.

Gary and Nick,
With this development Building 15 has pavement provided on the access road to the building up to about 50 percent of
the length of the building. The remaining half of the building to the south has a gravel access road. Is that acceptable for
the department of engineering's standards and requirements?
I do not have much of a concern for foundations on a project like this with gravel access as long as our equipment can be
supported on a gravel surface. Things do change significantly once wood construction begins due the fact we may need
to set up a ladder truck in the event of a rescue or a fire. On phase 1 of this project we did have a second alarm fire with
a building under construction and had to use several ladder trucks during the fire.

permit #10090069). I’d be happy to meet you there and accompany you on the inspection if you desire.
I will point out a couple of things that are deviations from the approved plan: first of all, there are actually 9 street trees
on Fairfax Manor Drive in front of the building rather than 8, and also, some plants, especially on the back of the
building, had to be rearranged because of the final locations of sidewalks and mechanical equipment (AC units, etc.). If
you have any questions, please don’t hesitate to contact me.

We have passed all the other final inspections. The landscaping is substantially complete (except for sod which is due to
be placed Wednesday). However, we have not had time to inspect it ourselves to give us complete confidence that the
building is ready for your inspection.
In the meantime, we would like to request a temporary Certificate of Occupancy (move-ins are scheduled for
tomorrow). I have contacted Jim Blanchard and he is OK issuing a temp C/O pending your approval.
Please allow us to proceed with a temp C/O and we’ll be in touch within the next week or so for a final inspection by
Urban Forestry. If you can give us an extension of approximately 15 days, that will allow time for your inspection plus
any time necessary for subsequent corrections and re-inspection.

Trudy forwarded your comment to me.
As before, the spirit of the approved plan will be followed. Also as before, because the approved plan did not
properly reflect the positions of the AC units, and, especially in this particular case, because the footprint of the
building has been modified (architectural changes have been approved by DOCS), it is appropriate to update the
landscape plan.
We are currently working with the HVAC contractor to plan for the best placement of the AC units, and the
updated landscape plan will be prepared immediately thereafter. It is our intent to forward that for your
approval early next week. After approval, and to avoid concerns with revisions that arose on other building at
Alexandria, we will insure that the contractor installs the plants per the approved plan and then will promptly
request your inspection. This should be easier managed since there will be a well-defined scope of work.
In the meantime (and I don’t know if this question is posed to you, Trudy, or both), can we proceed with
coordination of the Plan Submittal Meeting? We are just seeking a foundation-only permit at this time because
we don’t have a full design release from the state yet. And although we don’t have approval of a revised
landscape plan at this point in time, I anticipate that we will soon.

Trudy forwarded your comment to me.
As before, the spirit of the approved plan will be followed. Also as before, because the approved plan did not
properly reflect the positions of the AC units, and, especially in this particular case, because the footprint of the
building has been modified (architectural changes have been approved by DOCS), it is appropriate to update the
landscape plan.
We are currently working with the HVAC contractor to plan for the best placement of the AC units, and the
updated landscape plan will be prepared immediately thereafter. It is our intent to forward that for your
approval early next week. After approval, and to avoid concerns with revisions that arose on other building at
Alexandria, we will insure that the contractor installs the plants per the approved plan and then will promptly
request your inspection. This should be easier managed since there will be a well-defined scope of work.
In the meantime (and I don’t know if this question is posed to you, Trudy, or both), can we proceed with
coordination of the Plan Submittal Meeting? We are just seeking a foundation-only permit at this time because
we don’t have a full design release from the state yet. And although we don’t have approval of a revised
landscape plan at this point in time, I anticipate that we will soon.

Sidewalks are going in now, with site lighting and irrigation coming soon. Weather permitting, we intend to install the

I have been communicating with Steve Hormann of Edward Rose Development regarding 5 additional buildings that will be
constructed as part of the Alexandria Apartments project at the corner of Main St. & Pennsylvania. This phase of the project will be
approximately 150,000 sq ft total. The builder currently has their state foundation release for 2 of the 5 buildings and would like to
start foundation work for these two buildings as soon as possible.

That’s perfectly fine by me; we don’t have any particular issues to discuss but wanted to offer that we’re open to a
meeting if necessary. Our plans are very similar to previous construction, especially to Building 7 that was permitted in
late 2010.
I still plan to drop in Wednesday morning; I don’t have any blank application forms, and I may just fill them out and
apply for the permits while I’m there.
