listed below in Lisa’s email, but I think I will also need copies of C of O’s, as well as knowing if there are any building code
violations or zoning code violations.
David and Daren – should I mention anything about the path not being in the right location and the landscape plan not
being in compliance?
The actual address is 12346 Old Meridian St. , and it is located right at the SWC of Carmel Dr. and Old Meridian St. The
tax parcel ID no. is 17-09-35-00-00-028.000 or 1709350000028000.

Please provide the following applicable information:
• Property and Zoning Code Violations
• Zoning category – and confirm that multi-family housing is permitted.
• Is the property a non-conforming use?
• If the property were destroyed- can it be re-built to its current state?
• Have all permits/licenses for the construction, use, operation and occupancy been issued and
are they in full force and effect?
• Is there an annual inspection required by the property and what is the cost.

Hi Bill-
I am sending this email, so I do not forget to talk to you about this tomorrow. I just had a call from a citizen that has a
deposit on at the Penn Circle Apartments. He wanted to know if a c/o was ever issued for bldg. 1426, 1428, 1430 (Permit
#12030092). We did issue a temporary co waiting for landscaping. That expired on April 15, 2013. The notes say if not
complete, a late fee will be applied. I have never dealt with expired temporary c/o’s, Nick was not sure either. What
should we do now?
The management at the apartments will not let the residents in to see their units, because they say no c/o has been
issued. The citizen is very upset and has already requested building plans from Nick to see about concrete issues. He said
he is an architect. Also, he wanted to know if each unit is inspected individually –specifically water heaters. I told him he
should contact the management at the apartments. He said they will not return phone calls. He said he is very
determined to get to the bottom of this…..

They were to re- address those buildings on the alarm system as it did not properly separate the addresses. I have not

Do you guys have the elevations/plans for what they propose to build, with the garage permits?
These garages need to be all brick, with no hardi-plank. See attached elevations from 2/2011; this is what the plan
commission approved under docket no. 11010010 DP Amend.
If they are not buildng it all brick, then they do need stop work orders.

We have received building permit applications for 5 separate parking garages at Penn Circle Apartments. These are located
within the Penn Circle Apartment complex at 12346 Old Meridian St. 4 of the garages are 1,200 square feet each and the
remaining garage is 2,400 square feet. We are still sorting out if these will have individual addresses, so I don’t have those at
this time. I have attached the site plan which shows the locations of the garages.

I told them they do not need addresses. I said to make sure they have something like numbers on them….like Garage 1,
Garage 2 etc….He said that is what they were planning on doing and outing on the permit. As long as they have some
identifier on them so if someone calls 911 or whatever they can say they are in Garage 1 and use the address it is next to.
I don’t want or the city should not get into the habit of assigning addresses to garages…just for the sake of having
everything having a number….

all units should be in the 100 series. Those should be changed to 116 and 118.
