See attached site plan for the construction entrance and concrete washout area. Any questions let me know. Thanks.
1) The Concrete washout area will be a 10yd dumpster with a liner in it for concrete trucks. The plan update will
suffice. Thanks!
2) We really don’t have a construction entrance per say as we are entering the site from the street. I have
highlighted where vehicles will be entering the construction fencing area on the site if this is what you’re looking
for. The plan update works for my needs so please keep it on the plan. You may submit the three sets of full
size plans for stamp and signature. An 8 ½ x 11 markup of where construction traffic will enter the property off
our City roadway (looks like either the Shelborne or 126th Street entrance) will still need to be submitted for the
Right of Way permit. This could be as basic as a marked up aerial or roadmap.
3) Is the right of way permit necessary? We are not doing any work in a right of way. All our work is on Carmel
Transportations property. I left you and Fred a voicemail to discuss. The right of way permit will be necessary.
It is usually obtained by the contractor. It protects the City from any damage done to the Right of Way by
bringing construction equipment onto the property from a City maintained roadway.

The engineering department needs a few items addressed before we can approve construction of the project.
1. Please show the location and provide a detail and/or description of the concrete washout area.
2. Please show the location of the proposed construction entrance.
3. Please obtain an approved Right of Way permit from our office (requires $5000 license/permit bond). It can be found
at; http://www.carmel.in.gov/modules/showdocument.aspx?documentid=189. You will need to submit an 8 ½ x 11 site
plan sheet showing the construction entrance along with your Right of Way permit application. Please submit your
application to Fred Glaser and Gary Duncan at fglaser@carmel.in.gov and gduncan@carmel.in.gov or you can drop it off
at our office.
You can email the plan update to me for quick review. Once I have approved, please submit 3 full size sets of plans for
stamp and signature. One is for our files, one is for our inspectors, and one is a copy for the owner to pick up once they
are signed by the City Engineer.

1) The Concrete washout area will be a 10yd dumpster with a liner in it for concrete trucks. The plan update will
suffice. Thanks!
2) We really don’t have a construction entrance per say as we are entering the site from the street. I have
highlighted where vehicles will be entering the construction fencing area on the site if this is what you’re looking
for. The plan update works for my needs so please keep it on the plan. You may submit the three sets of full
size plans for stamp and signature. An 8 ½ x 11 markup of where construction traffic will enter the property off
our City roadway (looks like either the Shelborne or 126th Street entrance) will still need to be submitted for the
Right of Way permit. This could be as basic as a marked up aerial or roadmap.
3) Is the right of way permit necessary? We are not doing any work in a right of way. All our work is on Carmel
Transportations property. I left you and Fred a voicemail to discuss. The right of way permit will be necessary.
It is usually obtained by the contractor. It protects the City from any damage done to the Right of Way by
bringing construction equipment onto the property from a City maintained roadway.

The engineering department needs a few items addressed before we can approve construction of the project.
1. Please show the location and provide a detail and/or description of the concrete washout area.
2. Please show the location of the proposed construction entrance.
3. Please obtain an approved Right of Way permit from our office (requires $5000 license/permit bond). It can be found
at; http://www.carmel.in.gov/modules/showdocument.aspx?documentid=189. You will need to submit an 8 ½ x 11 site
plan sheet showing the construction entrance along with your Right of Way permit application. Please submit your

3. Please obtain an approved Right of Way permit from our office (requires $5000 license/permit bond). It can be found
at; http://www.carmel.in.gov/modules/showdocument.aspx?documentid=189. You will need to submit an 8 ½ x 11 site
plan sheet showing the construction entrance along with your Right of Way permit application. Please submit your
application to Fred Glaser and Gary Duncan at fglaser@carmel.in.gov and gduncan@carmel.in.gov or you can drop it off
at our office.
You can email the plan update to me for quick review. Once I have approved, please submit 3 full size sets of plans for
stamp and signature. One is for our files, one is for our inspectors, and one is a copy for the owner to pick up once they
are signed by the City Engineer.

The construction entrance is the location where construction traffic will enter the property from the public right-of-way.
Please indicate that location.
The right-of-way permit is necessary as it also covers construction entrances. We have had contractors damage
improvements in the right-of-way with construction traffic and never come back and make repairs.

for. The plan update works for my needs so please keep it on the plan. You may submit the three sets of full
size plans for stamp and signature. An 8 ½ x 11 markup of where construction traffic will enter the property off
our City roadway (looks like either the Shelborne or 126th Street entrance) will still need to be submitted for the
Right of Way permit. This could be as basic as a marked up aerial or roadmap.
3) Is the right of way permit necessary? We are not doing any work in a right of way. All our work is on Carmel
Transportations property. I left you and Fred a voicemail to discuss. The right of way permit will be necessary.
It is usually obtained by the contractor. It protects the City from any damage done to the Right of Way by
bringing construction equipment onto the property from a City maintained roadway.
