It says the property will be private use only…to individuals and students paying for riding lessons. To me this is like McDonald’s saying they’re not commercial because they only sell food privately to their customers. I’ll let you guys decide on this one. I just don’t want to have the state come back to us and say it was my fault if it didn’t go through them. We need to know that the horse stables are for a private use only (private rental of stalls for horses), and not open to the general public (such as a horse show or something like that). If the owner is comfortable with that, to show that they are a private facility, then he would not be required to get State approval. But once it becomes a commercial facility, then that is what triggers the State’s reviews of the building plans, if I understand correctly.
