Good afternoon, I wanted to send an update on the new LDS Temple which will be built at Spring Mill & 116th St. This will be a
34,140 sq ft Temple, with a 2,907 sq ft meeting house. There will be 283 parking spots.
I have attached some elevations and a site plan.
If you need additional information, contact me or Nick Schellinger with Shiel Sexton, who I have also copied on this email.
Please let me know what you will require before submittal.

I have confirmed the engineering precon with John for next Tuesday at 2 pm in their office. Can we go ahead and schedule a precon
with you immediately following? We will also be submitting everything for our building permits at that time. I believe the only
roadblock was the sanitary bill and we have heard from Utah they have sent all remaining checks out this week, so that should be
taken care of.

Hi Nick,
Here is a link to our sign permit application. You will need to fill this out to get your construction signage. We allow one
sign per street frontage. So you will be allowed two signs at this location. 32 sq. ft. and 8’ tall is allowed per sign. All of
the details of the project will need to be on these two signs. We do not allow additional signage per profession. We
would allow for you to periodically change the faces of these signs if you needed to display different information. That
would not be a problem, we would just charge a face change out fee ($37 + $1.88 per square foot.) The only extra
signage we allow onsite and without permits is safety and entrance/exit related information.
The cost of the permit is $92 for the application + $37 per sign face + $1.88 per square foot. These fees would be
charged twice if you have two signs. Please let me know if you have any questions. I will be happy to review any
preliminary designs for you.

Good afternoon, my name is Nick Schellinger and I’m working on the upcoming Church of Jesus Christ of Latter-Day
Saints Temple project at 116th and Springmill Road. I’ve been coordinating permit items with Nick Mishler and he
referred me to you in regards to what we need to do to obtain approval for signage. I believe we will be wanting to put
up an architect’s rending of the project, as well as our company signs and other informational signs. Would you be
willing to steer me in the correct direction of what we need to do to get the ok for these?

Thank you for sending the Latter-Day Saints architectural building elevations to us. Please accept this email as the
Department’s approval of those building elevations. And, even though the Temple design/architecture is different than
what was presented to and approved by the Board of Zoning Appeals, it is still in substantial compliance with that
design.
We will add copies of the elevations for the Temple, the Meetinghouse, and the Utility Building to the BZA file (docket
no. 11020010 SU).

& Spring Mill. They are trying to get a feel for what they will need from the various departments so I asked him to put together
a summary that I could forward out. The information is below. I have also attached the overall site plan.
The project is called the Indianapolis Temple for the Church of Jesus Christ of Latter-Day Saints, located at 116th and
Spring Mill. Footprint will be 24,025 SF. I have attached a plan sheet. Please let me know if you need more information.
At this point I’m primarily concerned with planning the sequencing of all the permits.

Good morning, I was contacted on Friday by Stephen Oesterreich with Shiel Sexton regarding the proposed LDS Temple at 116th
& Spring Mill. They are trying to get a feel for what they will need from the various departments so I asked him to put together
a summary that I could forward out. The information is below. I have also attached the overall site plan.
The project is called the Indianapolis Temple for the Church of Jesus Christ of Latter-Day Saints, located at 116th and
Spring Mill. Footprint will be 24,025 SF. I have attached a plan sheet. Please let me know if you need more information.
At this point I’m primarily concerned with planning the sequencing of all the permits.

The water distribution plans have been reviewed and I am not aware of any issues. We will need to do a final review when
they submit construction plans but I do not foresee any problems that will hold them up. We do need to determine what
the availability and connection fees will be. For a project like this the best way to determine the water fee will be to get an
engineers estimate of the average daily expected water consumption. Once we have that info we can determine the fee

Nick,
Land disturbance/clearing is all part of your final overall Engineering approval. When the plans have final approval in
our department and all Engineering items have been addressed, then John Thomas will issue the Stormwater Management
Permit which covers all land disturbance and clearing.
We currently have the plans in our department for final signature from the City Engineer and Utility Head. We are
waiting to receive a couple of outstanding items from the Church right now. Those items have been communicated to the
Church, and it is my understanding they are being addressed. So you should have approved plans to work with soon.
Please be aware, as previously communicated to the Church, that disturbance of the Archeological Survey Area and the
existing Water of the US may not commence until all federal and state approvals/permits are obtained.

In our preconstruction meeting last week, you and Mr. Hohlt indicated to our project
team that it is your policy to include ‘one each’ inspections in the original permit fee,
then an individual charge of $115 per sticker (other inspections as needed), billed
separately. My thought here is: Would you consider an estimated # of inspections in the
original permit fee, which would get us closer to final number on the front end, and get
closer to final fee from the start? For the Temple as a for instance, I calculate the need
for approximately 26 total inspections including footings pre-pour, below slab rough-ins
in Mat, and slabs on grade, in-wall and above hard lid pre-cover inspections, (as far as

sequencing, most of the inspections will be these rough-in areas in walls and above
ceilings before they are covered up), pre-occupancy walk through, occupancy and fire
alarm, separation walls, site and landscaping, ADA, etc.
The Meeting house, and Utility buildings will be a lot less stringent, but the Temple, with
its details and difficult sequencing will be very detailed for both of our groups!
If you want to consider this proposal, or would rather stick to your process, or would like
to discuss, please let me know, and we can talk. I just figure ‘upsizing the inspection
number on the front end would make it easier on our teams in the documentation and
billing processes, over the course of the project for us all, if it is an option.
If not, we understand your process, and will proceed as directed.
Additionally, thanks for meeting with us last week, and helping to show us the defined
processes of compliance verification moving forward. I very much look forward to
building this beautiful facility in your city!

Good morning, I was contacted on Friday by Stephen Oesterreich with Shiel Sexton regarding the proposed LDS Temple at 116th
& Spring Mill. They are trying to get a feel for what they will need from the various departments so I asked him to put together
a summary that I could forward out. The information is below. I have also attached the overall site plan.
The project is called the Indianapolis Temple for the Church of Jesus Christ of Latter-Day Saints, located at 116th and
Spring Mill. Footprint will be 24,025 SF. I have attached a plan sheet. Please let me know if you need more information.
At this point I’m primarily concerned with planning the sequencing of all the permits.

Land disturbance/clearing is all part of your final overall Engineering approval. When the plans have final approval in
our department and all Engineering items have been addressed, then John Thomas will issue the Stormwater Management
Permit which covers all land disturbance and clearing.
We currently have the plans in our department for final signature from the City Engineer and Utility Head. We are
waiting to receive a couple of outstanding items from the Church right now. Those items have been communicated to the
Church, and it is my understanding they are being addressed. So you should have approved plans to work with soon.
Please be aware, as previously communicated to the Church, that disturbance of the Archeological Survey Area and the
existing Water of the US may not commence until all federal and state approvals/permits are obtained.

The Engineering Department is ready to approve this project.
• Please submit 9 sets of plans to our office for final approval. We will stamp the plans approved in our
office and contact you when Mike McBride and John Duffy have signed them and your copies are ready
for pick up.
• Please issue a check for the Thoroughfare Plan commitment for the agreed amount, payable to the City
of Carmel. No invoice will be issued by the City for this commitment. If the Church would like, we can
issue the following on City letterhead for their accounting purposes: “In compliance with the City of
Carmel Thoroughfare Plan, Chapter 2.09 of the Zoning Ordinance, the LDS Church has committed to
pay the City $…… for the improvement of the right-of-way along the church’s thoroughfare road
frontage.”
• Please obtain the required Right-of-Way Permit. Contact Fred Glaser, fglaser@carmel.in.gov or 317-

Nick,
Who should I speak to in regards to the tree preservation signs required by the city? Would that contact be Daren
Mindham who I submitted landscape drawings to or perhaps Rachel Boone who reviews signs? We have a layout for the
sign in the drawings, sheet L101. However the city logo is so small and supposed to be in color, and everything we have
it can’t be printed legibly from. In an effort to get things perfect for the church and city, we would like to use the
permanent signs from the get go. If you wouldn’t mind steering me in the right direction on where I can obtain a file for
this sign, that would be much appreciated.

ideal. The cost of construction for each building does not affect the building permit cost, and is only used as an estimate to send

I’m still working on preparing the submission for the building permit and just want to make sure I’m on the same page
with your team. I’ve seen the responses to your email and here is what I have documented so far:
Department of Community services(Daren Mindham) requests a revised landscape plan for approval
Utilities Department (Lisa Kempa) requests (2) sets of paper drawings to review and approval
Clay township regional waste district (Ryan Hartman) is waiting for payment to proceed with precon and issue permits

I know we need (3) sets of drawings as released by the state, (1) 11x17, (1) on a disc and (1) full size, all with the signed
affidavit stickers (which I have). We are working on the site plan which will show the trailer placement. I have the
building permit application filled out, as well as the temporary use application for construction facility. The permit for
right of way for engineering is also filled out. We are currently working to get numbers for the performance bond as we
speak.
Per our conversation last week and with the building commissioner, the drawings as released by the state will differ
from the final drawings as Carmel has requested changes for the drainage. If I recall correctly, that was ok with your
department as long as the building elevations were the same. Can you confirm that again for me please?
So to wrap it all up, if I get all of the above, is that all you need for us to submit for the permit? Would you like us to wait
until the drainage is figured out and submit those plans or are the plans right now as released by the state enough to get
this permit? We would like to get this in your hands as soon as we can.

Good afternoon, I wanted to send an update on the new LDS Temple which will be built at Spring Mill & 116th St. This will be a
34,140 sq ft Temple, with a 2,907 sq ft meeting house. There will be 283 parking spots.

Nick,
I’m still working on preparing the submission for the building permit and just want to make sure I’m on the same page
with your team. I’ve seen the responses to your email and here is what I have documented so far:
Department of Community services(Daren Mindham) requests a revised landscape plan for approval
Utilities Department (Lisa Kempa) requests (2) sets of paper drawings to review and approval
Clay township regional waste district (Ryan Hartman) is waiting for payment to proceed with precon and issue permits
I know we need (3) sets of drawings as released by the state, (1) 11x17, (1) on a disc and (1) full size, all with the signed
affidavit stickers (which I have). We are working on the site plan which will show the trailer placement. I have the
building permit application filled out, as well as the temporary use application for construction facility. The permit for
right of way for engineering is also filled out. We are currently working to get numbers for the performance bond as we
speak.
Per our conversation last week and with the building commissioner, the drawings as released by the state will differ
from the final drawings as Carmel has requested changes for the drainage. If I recall correctly, that was ok with your
department as long as the building elevations were the same. Can you confirm that again for me please?
So to wrap it all up, if I get all of the above, is that all you need for us to submit for the permit? Would you like us to wait
until the drainage is figured out and submit those plans or are the plans right now as released by the state enough to get
this permit? We would like to get this in your hands as soon as we can.

Good afternoon, I wanted to send an update on the new LDS Temple which will be built at Spring Mill & 116th
St. This will be a 34,140 sq ft Temple, with a 2,907 sq ft meeting house. There will be 283 parking spots.

Good morning, I was contacted on Friday by Stephen Oesterreich with Shiel Sexton regarding the proposed LDS Temple at 116th
& Spring Mill. They are trying to get a feel for what they will need from the various departments so I asked him to put together
a summary that I could forward out. The information is below. I have also attached the overall site plan.
The project is called the Indianapolis Temple for the Church of Jesus Christ of Latter-Day Saints, located at 116th and
Spring Mill. Footprint will be 24,025 SF. I have attached a plan sheet. Please let me know if you need more information.
At this point I’m primarily concerned with planning the sequencing of all the permits.

Land disturbance/clearing is all part of your final overall Engineering approval. When the plans have final approval in
our department and all Engineering items have been addressed, then John Thomas will issue the Stormwater Management
Permit which covers all land disturbance and clearing.
We currently have the plans in our department for final signature from the City Engineer and Utility Head. We are
waiting to receive a couple of outstanding items from the Church right now. Those items have been communicated to the
Church, and it is my understanding they are being addressed. So you should have approved plans to work with soon.
Please be aware, as previously communicated to the Church, that disturbance of the Archeological Survey Area and the

I spoke with Brian Catt regarding this development at 116th and Springmill Road. It appears the city is withholding the building
permit until the 404 permit from the Corps has been issued (the 401 Water Quality Certification from IDEM has already been issued).
The Corps is prepared to issue a permit for the proposed discharge of fill into the pond, but we are awaiting concurrence from the
State Historic Preservation Office on the archaeology report that was submitted to us (this likely won't happen until about Christmas).
At this time, I do not suspect they will disagree with the findings of the report.
Additionally, there are only small aspects of the project that required authorization from us. Notably, discharge of fill material into the
pond to fill in the northern portion, discharge of fill into the pond to fix the deteriorated dam, and discharge of fill material into a small
wetland area for infrastructure (entrance road). All other areas of the property are considered "upland" and do not require authorization
from the Corps to begin work. That means that construction staging and grading in upland areas and the dam excavation (assuming it

The proposed road through the pond is intended to connect the stub street in the Williams Mill subdivision to the south to 116th Street

City requested a public roadway connection between 116th Street and the Williams Mill stub street in order to provide better access to
the Williams Mill subdivision and better connectivity in this part of the City. The location of the public road approach from 116th
Street was negotiated between the LDS (the developer) and the property owner to the north of 116th Street. The actual alignment of
the roadway between these points was at the discretion of the developer. The developer desired to locate the temple at the intersection
of 116th Street and Springmill Road and to protect the stand of trees along the western property line to the greatest extent possible. As
such, the location of the roadway for the northern portion of the overall property to be developed was fixed. South of the temple, the
roadway was required to connect to the stub from Williams Mill subdivision. As this stub is on the western limit of that subdivision, it
makes sense that the roadway would continue south along the proposed current location through the pond.
My opinion is that the potential for the roadway to be constructed at a different location in the future is limited. A north-south roadway

I am currently reviewing an application for a Clean Water Act Section 404 permit for the "LDS" Church site. I believe they wanted me
to send you an email so that you understand they are in the process of obtaining their required federal (and state) permits for the site. It
is my understanding that the city of Carmel needs assurance that the applicant will be able to fill in the existing pond per their
proposed site plan.
While I do not necessarily see an issue from a water quality standpoint, I do require submittal of an archaeological survey of a large
portion of the site to ensure compliance with Section 106 of the National Historic Preservation Act. I have attached a site plan
showing the area they are required to survey. I will need to coordinate this survey data with the State Historic Preservation Officer at
the DNR prior to issuing a permit for the project. Worst-case scenario is that an archaeological site is discovered, leading to enhanced
coordination and survey requirements for the applicant (and possibly avoidance). Best-case scenario is that nothing is discovered and
the permit could be issued quickly.
It is also my understanding that the applicant cannot get city clearance without bisecting the "new" pond with a roadbed and culvert
for a potential future road for the city of Carmel. It is my opinion that the road should not be installed unless absolutely necessary for
the development in order to avoid impacts to Waters of the United States to the maximum extent possible; however, if the city has an
identified need (which should be conveyed to me), it could be permitted with the church development.

Nick,
Land disturbance/clearing is all part of your final overall Engineering approval. When the plans have final approval in
our department and all Engineering items have been addressed, then John Thomas will issue the Stormwater Management
Permit which covers all land disturbance and clearing.
We currently have the plans in our department for final signature from the City Engineer and Utility Head. We are
waiting to receive a couple of outstanding items from the Church right now. Those items have been communicated to the
Church, and it is my understanding they are being addressed. So you should have approved plans to work with soon.
Please be aware, as previously communicated to the Church, that disturbance of the Archeological Survey Area and the
existing Water of the US may not commence until all federal and state approvals/permits are obtained.
