My previous questions about this project (as noted in my letter sent 11/25/97) have been
satisfactorily addressed. Per Gordon Mess with Suntory Corp., the existing detention
area and existing 24" pipe were designed with the current proposal in mind.
As I previously stated, no permits are required by this office, 1 did, however; incorrectly
state that this site is within the city limits of Carmel. (According to Mr. Steckley, the
ri .ht -of -way along 116th has been annexed but not the site in question). I apologize for
any confusion this error may have caused. Either way, this office has no further
comments.

I have reviewed the calculations that were submitted to this office and have the following
comments.
1. The plans show en existing 24" pipe that drains the detention area. Was this the size
pipe that was designed for the detention outfall?
2. Is the detention area designed to store the 100 year for this parking lot expansion in
addition to the previous improvements.?
3. Cool Creek is not a regulated drain, therefore, no permits are required from this
office. Because this site is within the city limits of Carmel, the final approval for this
project will be determined by the City,

I have reviewed the submitted plans and have the following
comments.
DETAIL SOILS INFORMATION IS AVAILABLE AT THE SCS-SWCD OFFICE. THE MAP ON THE
PLANS ONLY LOCATE THE SOIL TYPES WITH ABBREVIATED SOIL NAMES.
ACCORDING TO THE USDA -SCS INVENTORY OF POTENTIAL WETLANDS AND USDI -NWS
INVENTORY MAPS THERE (IS) THE POTENTIAL OF A WETLAND ON THIS SITE. MAPS MAY BE
VIEWED AT THE SCS -SWCD OFFICE, PRIVATE CONSULTANTS WILL MAKE AN ON -SITE
DBTFRKINATION.
1. Enclosed is a copy of the SCS Wetland inventory map for
this project site.
2. The proposed drainage concept is good but a lot more
detail is needed. How will the enctrance drive be drained?
3. Please Include a soils map on the plans.

I am writing to confirm our discussions of April 11, 1991
concerning the Steckley's Oak Hill development at 5801 E. 116th.
Street. Further discussions with Gene Heiwig and examination of
site maps have filled in details concerning the site.
Based on the vegetation and soils present on this portion of
the site, the 0.52 acres indicated on the construction map can
best be described as palustrine forested wetlands. This wetland
area appears to have been created by man -made modifications to
the drainage of neighboring property, so that much of the
surrounding area drains to this low spot. No construction should
occur in this area and any disturbance should be kept to a
minimum.
Preservation of this area should be fairly simple. Since
wetland vegetation is already established, no additional
plantings will be necessary. Additionally, the hydrology that
created the area should continue to supply it with adequate
water. Again, the most important thing you can do is leave the
site undisturbed both during construction and after completion of
the project. If you have any questions I can be reached at

Dear Mr. Jones:
I have reviewed the revised Site Plan for entrance improvements
onto 116th Street.
1) The plan does indicate the 150 feet acceleration taper, a 100 feet
deceleration lane with a 100 feet stacking lane (12.0. feet in
width).

The minor commercial driveway has a 12.5 feet wide entrance lane,
a 12.5 feet wide left turn lane, and a 12.5 feet wide right turn
lane.
3) The asphalt driveway does have a 40 feet radius as required.
4) The asphalt aprons and driveway entrance shall be 1 1/2 inches of
surface, 4 inches of binder and 9 inches of #53 compacted stone, as
per county standard.
5) The major commercial driveway permit has been applied for this at
the Hamilton County Highway Engineering office.
6) A ten thousand dollar bond will be required with permit.

I have reviewed the site plan submitted to the Hamilton County
Engineering Office and have the following concerns:
1) A minimum of 50 feet of right of way for the east half of
River Road - at the intersection of 116th Street and
River Road and at the property adjacent to Bridge #140 on
River Road.
2) We will not allow a driveway any closer than 200 feet
from the intersection.
3) The deceleration lane 116th Street to the east driveway
shall be a minimum of 100 feet plus a 100 feet stacking
lane.
4) The acceleration lane for the east driveway onto 116th
Street shall have a minimum length of 150 feet.
5) Indicate on the site plan the existing width and radius
of the east driveway and River Road onto 116th Street.
6) Indicate proposed improvements for the east entrance and
River Road.

Driveway permits will be required prior to construction.
