The City has received your comment letter and drawings dated February 28, 2005 based upon the City review of
January 12, 2005.
The comments from the City review have been satisfactorily addressed with the follovdng exceptions:
COMMENTS-CONSTRUCTION PLANS
13. Sheet 4- Site Development Plan
· Comment on previous review: "Please indicate a minimum flood protection grade (MFPG) for lots
adjacent to 100-year flood source and flood routes. Define MFPG as minimum grade for any
structure opening (door, window, window well, outside basement stair access, etc.)" Please add the
requested definition to the plans.
· Comment on previous review: "Please add minimum pad grades for ones that are indicated With
asterisks." Should state something about lowest opening also on pads vdth asterisks.
14. Sheets 5, 6 & 7 - Street Plan and Profile
· Comment on previous'review: "Please add the following note to each sheet:
Minimum Cover for Pipe Crossings of CiO Streets
For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals, Sanitary
Service Laterals under City streets, regardless of the jurisdiction of the utility, the minimum cover
from the top of the installed pavement to the top of the installed pipe shall be the pavement section
thickness (all bituminous and aggregate material above the subgrade) plus 1-0". If the standard
practice of the utility that has jurisdiction over the installation has a more stringent cover
requirement, the more stringent requirement shall govern." This note is not complete on the sheets.
Please check all instances of this note for compliance with the above requirements.
15. Sheet 9 - Entrance Plan
· Comment on previous review: "Please label colors (yellow or white) that the-varioUs lines in the
channelization plan are to be." On entrance plan, please indicate 'white lane striping for the
deceleration lane and double yellow for entire frontage.
· Comment on previous review: "Please provide swale on east side of road to maintain drainage
outside of area with curbing."
· Comment on previous review: "The West Road right-of-way pavement section must be no less
than: 1.5" H.A.C. #11 surface over 2" H.A.C. #8 binder over 3" H.A.C. #SD base over 7" #53
stone over 4" #2 stone." Revise detail on Sheet 28 to this section or call to discuss if we agreed
upon a different section during a recent meeting.
· Comment on previous review: "Please show installation of subsurface drains under gravel
shoulder." Please add to West Road Improvement Section on Sheet 28. Also, subsurface drains
are not indicated under shoulder north of entrance.
16. Sheet 10 - Traffic Control Plan
· Comment on previous review: "Add note that signs are installed by City and require an
Ordinance." Thank you for adding this note. Please clarify the note to be for permanent traffic
control devices.
17. Sheet 13 - Storm Plan and Profile
· Comment on previous review: "There is not sufficient cover over the storm sewer pipes at
structures 721, '/22, 723 and 724. '['he City requires a minimum of one-foot of fill between the top
of the pipe and the bottom of the aggregate course of the pavement section." Please edit granular

specifically indicate that these pipes shall be Class V RCP in lieu of the general note. You may
leave the general note on the drawing.
· Comment on previous review: "We have determined that several storm sewer structures are
impossible to construct because the height of the precast concrete drainage structure is insufficient
to accommodate the required pipe size and required minimum cover. These include structures 704,
721,722, 723,724, and 737." The Department is still of the opinion that these structures cannot be
constructed and that the frames will rest at or near the top of the pipe. Please confirm with the
County that this is acceptable.
· Comment on previous review: "Please add the following note to each sheet:

complete note is on each sheet.
20. Sheet 28- Construction Details
· Comment on previous review: "Please add the following text to the sidewalk detail notes:
"Transverse joints shall be tooled or sawed to a depth of 'A of the walk thickness." Please
proofread this note. It contains "wawed" for the word "sawed" and "thiskness" for the word
"thickness."
· Comment on previous review: "Please include Standard Patch Detail for street cuts." Please add
this detail on Sheet 28.
21. Additional comments
· Please delete the note related to full depth granular backfill for sanitary sewer laterals on Sheets 17
to 22 or reference the other note on the sheet that was added at the request of the City.
· Please respond in writing and address the drainage review comments.
These comments represent the Department of Engineering's third review of the construction plans for this project. We
request that all responses to our comments be provided in writing. Failure to provide written responses may result in
delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any
such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all
revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan
Commissio_n, Special Studies or other committee meetings.
All bonds and perfom'~ance guarantees (if required) must be posted prior to Engineering Department approval. Also,
Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained
prior to Engineering Department approval.
The Department of Engineering reserves the right to provide additional comments based on subsequent reviews.

Dear Mr. Barnes:
Thank you for submitting responses dated January 5, 2005 to the Department's June 15, 2004 primary plat review
comments. The majority of the Department's comments were addressed and incorporated into the current secondary
plat set. Any outstanding items related to the Department's review of the primary plat are incorporated in this review.
We have reviewed the construction plans submitted for this project for the January 19, 2005 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
· Streets and Right of Way (Interior Streets and West Road) - City of Carmel.
· Water- City of Carmel.
· Sanitary Sewers - Clay Township Regional Waste District
· Storm Sewers/Drainage - Hamilton County Surveyor's Office / City of Carmel.
· Regulated/Legal Drains- Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
· Water Availability
· If an irrigation system is planned for this development, additional Board of Public Works and Safety
approval will be required. This also applies to planned swimming pools and/or clubhouse.
· Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
· Please be advised that any open cuts of dedicated streets will require separate Board of Public Works
attd Safety approval (if the sanitary sewer under West Road is to be att open cuO.
· Any permanent improvement (including irrigation systems) to be installed within dedicated right of way
or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
· Secondary Plat approval.

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department and Utility Department issues have been resolved. The design
engineer must certify all drawings submitted for final approval. Because of the dual jurisdiction between the
City of Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings for
approval after all issues have been resolved. The drawings will be stamped as approved and will be signed
by the City Engineer and the Director of Carmel Utilities. The eight-sets will then be sent to the Hamilton
County Surveyor's Office for approval and signatures. Three approved sets are to be returned to the City of
Carmel. The Hamilton County Surveyor's Office xvill retain two-sets. The Developer, the Engineer and the
Contractor will each receive one-set.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach A~eement with the City of Carmel's Board of
Public Works and Safety.
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review
regarding these issues. Please assure that Carmel Utilities receive all drawing subMissions/revisions for their
review.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main
locations.
8. The following items were provided with our original review and will not be resubmitted unless requested:

· Subdivision Building Permits
· Permit Data, Contacts, etc.
· Signage Requirements
BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
· Streets
· Curbs
· Water Mains
· Street Signs
· Sidewalks (builders lot sidewalks and common area/perimeter right of way sidewalks may be bonded
separately).
Sanitary Sewers are under the jurisdiction of he Clay Township Regional Waste District. The Hamilton
County Surveyor's Office will require bonding for stoma sewers and monuments & markers. We will not
require duplicated bonding.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
of labor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee ,,viii be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/Certified/Official Checks. Please reference previous enclosures for more detailed explanation of
our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been
satisfied and prior to start of construction activities. Availability Fees are based upon total platted acreage for
the development at the rate orS1,010.00 per acre for Water Availability. Based upon the primary plat that
was submitted previously, the following current Availability Fees would apply:
Water - 42.7 Acres ~ $1,010.00/Acre = $ 43,127.00
Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid
when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been
released for permits. Connection Fees are paid on a per-lot basis.
· If an irrigation systetn isplanned isplannedfor this, or arty future section of the development,
additional Water Connection Fees will be assessed based ttpolt the recommendation of the
Director of Carm el Utilities.
COMMENTS-CONSTRUCTION PLANS
I 1. When will a secondary plat be submitted for review?
12. Sheet 3 - Site Development Plan
· We believe unnecessary problems are created by the extremely wide median at the entrance. This
xvill be discussed further in the Entrance Plans, Sheet 9 comments.
Please confirm with the Carmel Clay' School Transportation Department and the Carmel Fire
Department that the 38-foot radii at the cul-de-sac terminal ends are sufficient. The Department of
Engineering will require that you obtain written confirmation from these agencies and provide said
confirmations to us prior to approval of the plans.

· The City prefers that common areas not be located within medians. This complicates maintenance
of the right of way.
· Please reduce the portions of Dolan Way on either side of the median to be eighteen feet maximum
width.
Site Development Plan
The Department of Engineering will not approve construction drawings for this subdivision until
the easement for the off-site sanitary has been secured.
· Please make any revisions necessary to locate all portions of the sanitary sewer outside of the right-
of-way limits. For the sanitary run between structures 11 and 12, relocate structure 12 so main is
out of the right-of-way. Relocate the run between structures 14 and 15 so that this is out of the
right-of-way. The sanitary sewer betWeen structures 26 and 22 needs to be realigned and possibly a
structure added to get this out of the right-of-way.
· Please relocate storm structure 737 to opposite side of Letts Circle to avoid street crossing. Revise
downstream piping as needed.
· ~Vhat is the feature that looks like a culvert with headwallsjust south of lots 12 and 13.9 Is it
proposed or existing and where are the details for this structure.9
°Please provide a thirty-foot b-b pavement width for all streets per City standard.
° We assume the forty-foot right-of-way shown for Letts Circle and sidewalk on only one side of
Letts Circle is acceptable to the Department of Community Services.
° A flood route has been indicated, but has been labeled incorrectly in the legend. Please label as
FLOOD ROUTE rather than EMERGENCY SPILLWAY.
° Please indicate a minimum flood protection grade (MFPG) for lots adjacent to 100-year flood
source and flood routes. Define MFPG as minimum grade for any structure opening (door,
window, window well, outside basement stair access, etc.)
Please add minimum pad grades for ones that are indicated with asterisks.
Please label swale slopes (1% minimum).
Swales cannot exceed 400' in length before draining to an inlet.
Please provide pond spillway on dry detention basin.
Please label bottom elevation, 2-yr elevation, and 10-yr elevation of the pond.
Please provide drainage arrows for the-lots and swales.
6 & 7 - Street Plan and Profile
Please include curve data for each horizontal curve.
Please include curb return radii for street intersections.
Please show water mains and sanitary on profiles.

Entrance Plan
Thank you for adding the auxiliary lanes and for accommodating a left turn lane into the
development. The Department understands that the entrance island is being configured to protect
the existing trees, however, after reviewing this with Mike McBride, the entrance configuration will
not be approved as shown. Please provide a left turn bay for exiting traffic located in front of the
entrance island. The median should be a maximum of ten feet wide and the lane on each side of the
median should be a maximum of eighteen feet wide and all lanes should be perpendicular to West
Road.
· Please label colors (yellow or white) that the various lines in the channelization plan are to be.
· The cross-hatching on the south side of the plan is angled in the correct direction while the cross-
hatching on the north side is not angled in the correct direction. Please refer to the Indiana Manual
of Uniform Traffic Control Devices.
· Auxiliary lanes will need to be revised after entrance width and geometry is revised.
· Please contact the City to arrange a meeting to review the lane shift configuration on West Road.
Lane shifts are too short.
· Please'add a note to sawcut the existing pavement edge for auxiliary lanes and widening.
· Please provide swale on east side of road to maintain drainage outside of area with curbing.
· Due to new County requirements, the on-site detention pond must be sized to accommodate
detention of the full thoroughfare right-of-way across the property frontage.
· Please add note for all pavement markings to be thermoplastic.
· Please indicate the proposed West Road right-of-way paving areas with hatching. A separate hatch
should be provided for resurfacing and new pavement.
· Please show resurfacing of entire mainline across frontage or to limits of auxiliary lanes, whichever
is greater.
· The West Road right-of-way pavement section must be no less than: 1.5" H.A.C. #11 surface over
2" H.A.C. #8 binder over 3" H.A.C. #SD base over 7" #53 stone over 4" #2 stone.
· Please show installation of subsurface drains under gravel shoulder.

· There is not sufficient cover over the storm sewer pipes at structures 721,722, 723 and 724. The
City requires a minimum of one-foot of fill between the top of the pipe and the bottom of the
aggregate course of the pavement section.
· There are several runs of storm sewer pipe with slopes that are considered too steep according to
City standards. The runs that are most extreme are 738-739,749-754, 701-706, and 764-765.
· We have determined that several storm sewer structures are impossible to construct because the
height of the precast concrete drainage structure is insufficient to accommodate the required pipe
size and required minimum cover. These include structures 704, 721,722, 723,724, and 737.
· Please match pipe crowns or demonstrate that the pipe crowns not being matched has no negative
impact on the hydraulic grade line.
· Please add the following note to each sheet:

18. Sheets 17 thru 22 - Sanitary Sewer Plan and Profile
· What do the abbreviations "G.O." represent?
· Please move water valves outside the pavement.
· Please add the following note: "THERE ARE TO BE NO WATER VALVES OR MANHOLES
WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS."
· Please add the backfill requirements for water and sanitary from the attached standard verbage to
the General Notes of water and sanitary sheets. Please revise any details, notes, or specifications.
· Please add the minimum cover note from the attached standard verbage to the water and sanitary
details.
19. Sheets 26 and 27 - Landscape Plan
· Please remove the Landscape Plan from this set of drawings. Approval of the Landscape Plan does
not come from the Department of Engineering.
20. Sheet 28 - Construction Details
· On the Curb Inlet Detaill why are 2" weep holes shown in the sides of the structure? Please explain
the note regarding #2 Stone.
· In the note: "SIDEWALK BUILT WITH DRIVEWAY SHALL BE MINIMUM THICKNESS OF
5" OR THICKNESS OF DRIVEWAY, WHICH EVER IS GREATER" please change the
~ thickness from 5" to 6."
' · Please add the following text to the sidewalk detail notes: "Transverse joints shall be tooled or
sawed to a depth of IA of the walk thickness."

· Please indicate removal and replacement of the 27 x 42 corrugated metal pipe. The Hamilton
County Surveyor's Office and Carmel Department of Engineering will conduct an inspection of
this structure and determine if this requirement can be waived.
· ADA ramps need to be reconfigured at intersections such that the ramps do not conflict with inlet
grates.
· Delete Details C-l, C-4, P-l, U-2, U-3, S-l, S-2, S-3 from Sheet 30.
· Delete Drainage Swale Section from Sheet 28.
· Please indicate the extension of all existing storm pipe crossings under West Road to accommodate

These comments represent the Department of Engineering's initial review of the construction plans for this project.

Office on December 13, 2004 for this project and have the following comments:

Please submit the following procedural items to this office, petition for regulated
subdivision, 2 outlet permits (Bellwood Drain), non-enforcement request for
subdivision, engineer's estimate, and all associated bonds for 120% of
construction cost. The applications are available on our website at

3. The proposed project DOI~S NOT fall in a Carmel Wellhead Protection Area.

All Drainage Easements (D.E.) that have regulated drain pipe need to have a 15'
easemerit on each side of the pipe. The easeme~.t location needs to be relative to
the cen~rline of the pipe. Several instances are shown in the c, onsmiction plans
that the easemmt ends only a few feet from the pipe.
5. Are some of these lots walk-out baseraent lots? Hamilton County 4-26-99-C(7)e
requires the finish floor elevation to be a minimum of 2 feet about the 100 year
elevation of the lakes. Please provide elevations, MFF, pad grade, or lowest
opening elevation, for the lower levels of these lots. Also, several of the other lots
do not have elevation provided.

the approved HCSO Lake Stm~ards. Also, does this existing lake have 10' safety
ledges?

Thc outlet from the existing pond will need to be replaced with RCP. Thc CMP
structure will rust out and drop the pond level, which is a future maintenance
issue.
The plans call for the widenin/of West Road but do not address the extensions
that will be needed to the existing crossing under the roadway. The concrete box
will need to be extended well past the stone shoulder required, ffthe north
crossing, the CMP pipe, is deteriorating as we strongly suspect, this office would
request that it be replaced with RCP. The final call on this replacement will be
.made by the City of Carmel Engineering Department.

The brick wall along the front of the property causes several problcrns. The plans
show columus on top of storm pipes, the wall its¢If run parallel to the wall with
very little separation, The wall blocks the emergency overflows for the
lakes/basin. The wall will need to have removal panels in any location that a
regulated drain, storm pipe crosses uudemcath the way. Plea,s~ provide details on
the brick wall.
10. Please show an emergency overflow for the dry deterition basin located in
C01TlmOll area
11. Please provide the bottom elevation for the proposed pond in common area "B".
This lake also does not appear to maintain 2' of freeboard as required by our
details.
I2. Please show spot elevations for the lots, including high points and flow arrows for
the individual lot drainage. Also, please show the HP on the swales.
13. Please show spot elevations on the ~nergcncy overflow muting for thc lake in
common area "B", This overflow muting need to be located in D.E. to prevent
filling and allow access for maintenance.

15. An existing private tile crosses this site and drains into the existing pond. A
breather has been set on this pipe at thc Glen Oak/Claybome property linc. Please
show this breather in the constructions plans. This tile will need to be located and
crushed across this development to prevent problems with thc building pads or
sink hole in the lots.

17. Based off of the inverts of the cwssing under Lefts Circle, thc 100 flood elevation
of the existing pond will back water up into common area "D." Please show the
area this water will back up into and label is as storm water storage area. Also
this will need to be labeled on the secondary plat. None ofthis storage area will
be allow to encroach on Io the building lots.

It was discussed at an onsitc meeting with our office that the driveway crossing
pipes for lots 22 and 2~ would bc sized by the engineer and shown in thc
construction plans. It was also discussed that thc drain pipe (str. 746) would
extel~d to thc NW corn~ of~he Berthold prepay to allow for future access to the
drain by thc property owners that have current drainagc problems along 131*t
Street. The pipe would need to be sized to allow for some capacity for these
property owners.

All Drainage Easements that contain pwposed Regulated Drain pipe MUST be
cleared the complete width of ~he easem~t as r~quired by IC 36-9-27-33. The
easements that contain just swales can contain Wees with the awales w/nding
around them, but this office will NOT maintain these swales.
20. Hamilton County Ordinance 4-26.99-C(7)d(I) requires all pipe to have a
minimum of 2' of cover. Any location under pavement that 2' of cover can not b~
attained will requir~ special approval for the City of Carmel Engineering Office.
21. Please show the location of the proposed underdmins on the storm P dc P sheets.
It appears that several location exist where a conflict with thc SSD and storm pipe
and will need to be addressed.
22. Since the roadway is not centered in thc ROW of Letts Circle and the SSD will be
regulated drain, thc HCSO will not allow any tree within 10 feet ofthe back of
curb ~o prevent the roots from growing into thc underdrains. The plans do not
show the existing trees, but any existing trees within that I0 feet will need to be
removed.
23. Please show the pil~ location and essements on the landscape plans. I sec several
areas that proposed trees may conflict with the D.E. and storm sewers.
24. Please include ALL applicable HCSO Standard Details in thc construction plans.
Also, remove any "generic" details that conflict with our stan~ details.
25. The initial review of the drainage calculations raises some questions. I will await
the review by Crossroad Bnlgn~ring and require all comment they make to be
addressed before at~mval.
26. All casting should b~ labeled "Dump No Waste- Drains to Waterway," which are
readily available now from local casting distributors. Please add the complete
language to a note in the construction plans.

B2- the sequence is still not adequate.- Line B needs to include the installation of the sed. Basin # 1 in the NW comer.
Show a minimum area of land disturbance (draw a labeled line on the plan) on the plan to build the basin. Line C- Where
is the topsoil placed? Finish grade and seed the mounds. Start mass earthwork as mounds are being seeded. Finish grade
and seed common areas, pond banks and rear half of lots while mass earthwork is finishing. Eliminate the statement about
the temp. sed basin because it will be installed prior to mass earthwork. Line F. Much of the finish grading and
seeding needs to be completed by this time. Please revise
B4. A sediment trap or basin is needed in the north west comer of the site before the stormwater is released offsite. The
silt fence is not adequate for the size of the watershed. The sed. basin detail provides the wrong impression. There is no
sanitary pipe of other storm sewers. Just show the dam contours with labels, the basin contours, pipe inverts, sizes and
length. Provide calculations that basin # 1 is adequately sized. What height is the stone weir? It needs to satisfy the
storage requirements.
C- A seeding specifications is needed for the alternative grasses in the dry basin.
