To: The Honorable Common Council Of the City of Carmel Hamilton County, Indiana Dear Members' The Carmel Advisory Plan Commission offers you the following report on the application to the Commission (Docket No. 05010007 OA) to Amend Chapter 7.01 of the Subdivision Control Ordinance, regarding base density for a ROSO subdivision, and Amend Chapter 31.06.04 of the Carmel/Clay Zoning Ordinance, to allow Planned Unit Developments west of Spring Mill Road. The Carmel Advisory Plan Commission's recommendation on the petition is FAVORABLE. The gross base density (units/acre) of a subdivision may be increased above the permitted base density, set forth in Section 7. 01, by the application of a factor of one and one-half percent (1.5%) of the base density for each increase of one percent (1%) in the percentage of the site acreage that is devoted to open space. Expressed mathematically: PD = BD x (1 + 1.5(OSP - SOSR)) Where: PD BD OSP SOSR = Permitted Density; = Base Density for the residence district; = Open Space percentage in the submitted plat; = Standard Open Space Requirement percentage 7.03 Ooen Space Schedule. Together with the primary plat application, the applicant must submit an Open Space Schedule, noting the Open Space categories used and acreage of each. (Exhibit A.). Subdivision open space is divided into four (4) categories: Natural Open Space, Agricultural Open Space, Conservancy Lots, and Designed Open Space. 7.03.01 _Natural Open Space. (See Section 7. 06). Natural Open Space includes all land areas set aside in a naturally occurring state, including priority conservation areas, used either: 1. for the purpose of passive neighborhood recreational use; 2. to protect scenic views; or 3. to minimize views of new development from existing roads. 7.03.02 AGRICULTURAL OPEN SPACE (See Section 7.08). Agricultural Open Space includes all land areas set aside for agricultural uses, including pastureland. 7.03.03 CONSERVANCY LOTS (See Section 7.10). Conservancy Lots are intended to be used primarily as large lot residential uses which serve as a buffer and/or transition to pockets of low intensity, very low intensity, and residential estate subdivisions. Chapter 7: Open Space Standards For Major Subdivisions 7-2 as amended per Z-346 Autumn 2003 vl CITY OF CAI~F~ CLAY TOWNSHIP ZONING ORDINANCE 5.04.02 Minimum Lot Area: A. Lots without service by a community water system and a community sanitary sewer system, 43,560 square feet. Two-story dwelling and All other uses: Eight hundred (800) square feet. 5.04.04 Ouali _fying Subdivisions. Any lot within a Qualifying Subdivision, as described in Chapter 7 of the Subdivision Regulations, is exempt from the requirements of Sections 5. 04. 02 and 5. 04. 03. NOTE: For the Minimum Front Yard requirement for any Lot in a Qualifying Subdivision utilizing relaxed Front Yard standards per Section 7. 00.01 of the Subdivision Control Ordinance see Section 26.02. 07.
