The City has received your comment letter and drav¢ings dated April 14, 2005 based upon the City review of January
12, 2O05.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS
12. Sheets C200-C201 - Site Development Plan
· Comment on previous review: "Are side load garages anticipated in this development? Will
driveways or other improvements encroach into easements?" Thank you for providing the handing
plan. It is apparent that there are a number of driveway encroachments into the easements. Please
make the builder aware that a Consent to Encroach must be approved by the BPWS for each
encroachment. If this is a regulated drain subdivision, a non-enforcement may need to be obtained
for each encroachment by the Hamilton County Drainage Board. If a non-enforcement is required
by the County or is deemed not necessary by the County, no further approvals are required by the
City for the encroachments. Also, Sheet C200, the Site Plan shows a drainage easement and storm
sewer between lots 33 and 34 while Sheet C902, the Handing Plan shows a drainage easement and
storm sewer between lots 31 and 32. Please correct this discrepancy.
· Please indicate minimum flood protection grade (MFPG) for lots fronting on Pond # 4. The flood
protection grade shall be two feet above the 100-yr elevation of pond or flood source. Please define
in legend / no structure openings below elevation noted (windows, doors, pipe entrances, window
wells, etc.)
15. Sheet C404- Entrance Plan
· Please show pavement markings (lane lines, edge lines, centerlines) on Shelbourne.
· Please indicate a subsurface drain under gravel shoulder.
19. Details
Please change Typical Cross Section tO correspond to revised pavement section.
· Please change subsurface drain detail to correspond to the City of Carmel standard detail.
· Please edit Roll Curb Details to City of Carmel standard.
· Please revise Sidewalk Details to City of Carmel standard.
20. General Comments
· The Department has no record of a response to comments iorovided as a part of the review of the
Primary Plat. As previously requested, please provide written responses to each of the comments
provided by this Department. Were the comments from the Primary Plat review incorporated into
the Section One Drawings, it is apparent that some of the items were not incorporated. There were
specific comments related to Shelbourne improvements that do not appear to have been addressed.
If these items were discussed and resolved at our meeting at the first of this year, please indicate in
the minutes and in the primary plat comment response letter.
· Please remove Landscape Plan and Architectural Plans from each set of plans submitted to this
Department for approval. Approval of Landscape Plans does not come from the Department of
Engineering.
· Please provide street names on the plat and construction drawings on the drawings submitted for
approval.
· The Department did not receive any minutes from the meeting that we had at the first of the year
during which we reviewed out' comment letter dated January 12, 2005 related to those comments.
The Department must be provided with these minutes as we requested at that meeting.

Due to new County requirements, the on-site detention pond must be sized to accommodate
detention of the full thoroughfare right-of-way across the property frontage. This requirement shall
apply regardless of watershed limits. Please provide adequately sized pipes to carry water from the
streets to the proposed ponds.
These comments represent the Department of Engineering's second review of the construction plans for this project.
Please provide our office with a follow-up letter and revised plans indicating all revisions. We request that all
responses to our comments be provided in writing. Failure to provide written responses may result in delay of the
review process. The Department of Engineering reserves the right to provide additional comments based on
subsequent reviews. It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our initial review. Please notify us
of any changes and specifically state changes.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. Also,
Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained
prior to Engineering Department approval. Please continue to work with Crossroads to address any issues or comments
they have related to their review of the drainage systems. If you have questions, please contact me at 571-2441.

We have reviewed the revised construction plans submitted to the Hamilton County
Sttrveyor's Office on April 8, 2005 for this project and have the following comments:

Please submit the following procedural items to this office, engineer's estimate
and all associated bonds for 120% of construction cost.

Do to thc changes in the detention pond, several new comments have arisen.
a,) Please provide revised drainage calculations that prove the required
detention is still provided and include all new pipes.
b.) Please give the cross pipe bctwe~ thc ponds structure namb~ and update
the storm sewer data table.
c.) How much water does the cross pipes between the ponds carry and why in
the "emergency overflow" between the ponds activating at less then the 2
year event?
d.) If the emergency overflow between the ponds activates at any point before
the I00 year elevation is reached, it must be constructed as a weir structure
with gabion baskets.
e.) The HCSO has great concerns about the erosion of the berm between the
ponds, considering .Lake 4 will overtop the entire length ofthe berm before
thc pond reaches the 100 year elevation. This amount of water running over
that berm will create a great amount of erosive force. Please consult with
John South for thc appropriate erosion, control method to be used in this

The existing topo lines and proposed spot elevation behind lots 31 to 35 do
not .appear to woK. I would assume the hill is to be cut down to the 909
contour line but the plans do not clearly represent that.
Since the existing pond is not constructed to one of the approved HCSO
Pond Standards (n-6 thru I)-8), it will require st variance from the
Hamilton Coun~ Drainage Board. It is unknown if safety ledges
existing under the normal pool Please reevaluate the current design or
submit a letter asking to be place of the Drainage Board agenda for the
variance request.

Please connect the SSD under the end of Street "A" temporarily to structure 1.51.
If the temporary connection in not made, the SSD lateral to lots 56, 60, 61, and 62
will not have a positive outlet ~md the roadbed will not have any drainage.

Please provide a few spot elevations in Lion Creek at and downsu'eam of structure
149 to prove positive outflow.
Please coordinate with, Steve Broermarm to figure out how cover will be kept on
pipe run 148 to 149, while keeping the existing driv~0vay open for use. The

B2- 1. The silt fence needs to be installed after the pond is constructed. 2. Items 10, 11 & 12 should be included in a set
of erosion control notes and not in the sequence. 3. The lake is constructed first but is located in phase II. The phasing of
the plan needs to be better thought out as to how the disturbed area will be limited to 20 -25 acres. Be more specific as to
what areas are temp seeded during the active grading of the site. Item 13 needs to remove the wording about straw bale
filters at the storm inlets. 4. There is significant time period and activity in your step 13. Provide more detail. Road and
curbs are not mentioned in the sequence.

My comments on the landscape plans submitted on February 14, 2005 for Longridge Estates, Section One, are
as follows:
1. The evergreen species listed as EV, need to be broken down into individual listings of the component
species; White Pine, Norway Spruce, and Colorado Spruce on the plan.
2. The location of the tree protection fencing needs to be shown on the plan (especially north of lots 49, 50, 51,
etc.).
3. The Plan Notes match the Kevin Parsons plans, but are matched for sheets L1.01 - .03. They need to match
sheets C900 and C901 from the Stoepplewerth Plans. Correct any inconsistencies.
Please make these corrections in writing and by amended plans. Contact me by return email or phone if you

Surveyor's Office on February 14, 2005 for this project and have thc following comments:

Please update the Storm Structure Data Table for structure 120A and B. Also,
please lower thc slope of the pipe nm from structure 116 to 120B to increase thc
invert depth about 1 foot.

The outlet of the pond mus~ be piped with RCP all the way to au adequate outlet
point of thc Lion Cr~k channel. The current proposed outlet point will be
looked at when we meet with the developer onsfte, just to verify that an
adequate stream flowline exist at thts point.

With the development of Claybome Section 3, this office has asked for
improvcmcnts to Lion Creek from ~e outlet to the west property line. Additional
irr~rovements may be required from the Chybome outlet upstream to this site
outlet. Once the snow melts off the ground, we will request a meeting to look at
the portion o£the steam that may need additional work. WH! wait for developer

The landse~e plans look pretty ~ood but a few conflicts are visible. Please move
some tree around to make sure no trees are with/n 15 feet of the regulated drain
pipe (common area) or are located within the R.D.E. A few places can be seen
that the spadn~ on the tree behind the sidewalk puts a tree very close or right on
top of our drain.

All items in the review of thc drainage calculations by Crossroads Engineering
will need to be addressed before npprovals will be g/yen. Plense submit revised
calculations after any revisions.

The existint~ homes, east of Shelbomc Road and surrounded by Stanford Park,
must drain west ~ of natural topoiraphy- To provide better drainase to
these homes, please extend a pipe from structure 11/5 east to between the path and
thc roadway (near the invert of the CMP crossinE pipe) with a structure and 43,12
inlet casting. This will eliminate the path crossinl/pipe but thc swale will likely
need to be left for the common arc~ draina~. Please ke~ the invert ofthis pipe
as deep as possible to allow for future access from the emstside of Sbelbome
Please show the othcr CMP cross pipe under Shclbome Road thai is shown of the
Stanford Park Scction I plans. Drainage fi'om the road frontsse of Stanfo~ Park
is being sccn to this pipe and it currently is flooding the adj~t property owner's
