This project received BPW commercial curb cut approval on 4/17. Minutes are not available but the petitioner has a copy
of Kate's letter of recommendation for approval. The petitioner has committed to formal dedication of additional right of
way on 1st Avenue SW and on Range Line Road. This will require at least one BPW meeting to accomplish. The
committment to dedicate is acceptable to us and we will not require BPW approval for a pre-submittal to be scheduled.
We have no other issues.

I spoke with Keith last week. He is aware that he needs to provide engineering a deed of dedication for right of way and
combine the two tracks into a single parcel. The final landscape plan should be the only unresolved issue other than
dedication. I will try to attend the meeting to verify that the plans reflect the most recent site plan.

Urban Forester comments TAC Agenda for Feb. 20, 2002
Pier One Imports - Property is zoned B-8 and is the 431 Overlay district. No landscape
plans received. Current ordinance requires buffering requirements of D on the Keystone
and Carmel Drive perimeters, B on the west side, and A on the south side. Several
changes to the landscape areas have been made since the 1987 approval, including
removal of some landscaping areas in front for parking. Though there is some
landscaping in place that needs to be preserved, but it does not meet current requirements.
Areas of concern: lack of trees in the 30' greenbelt along Keystone
Miller Auto Care- No landscape plans received. Property is zoned I-1 and B-1.
Current ordinance requires side yards of at least 5 feet and buffering requirements of A or
B (3 shade trees, 3 or 2 omamental trees, and 9 or 15 shrubs, per hundred linear feet). If
existing streets are to be disturbed by construction, a plan for their movement or
replacement must be submitted.
Forest Dale Elementary School- Surrounding properties zoned S-2 residential. Current
ordinance requires perimeter buffering standard D (5 shade trees, 5 ornamental trees, and
27 shrubs or 9 evergreens per 100 linear feet). There are no planting "notes" or
specifications on the plans. They must be submitted, including items such as the removal
of the stakes and wires within one year. Planting details must specify that the root flare
(,not root ball) is to be planted at or slightly higher than grade. Root ball should not be
covered or mounded over with clay "topsoil". Crabapple variety "Snowdrift" should not
be used, approved alternative should be chosen. Along the north perimeter between the
property line and the parking lot, them is a storm sewer and an underground gas line
running parallel to the drainage swale. This may present a conflict to planting Ash trees
along the parking lot. Existing plants to remain should be marked on the plans as such.
Danbury Estates Plat vacation - No comments at this time.
Western Hills Subdivision- Have not received landscape nor open space plans yet.
Village of West Clay and Section 5001 - Have been meeting with Park Pifer, landscape
director for Brenwick, on plans and comments
Claybourne Estates, Section 1 - Have not received secondary plat and construction
landscape plans yet for review

Dear Mr. Eiker:
We have reviewed the drawing submitted for this project. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Cannel Corporate Limits.
2. Jurisdictions:
Streets and Right of Way (Rangeline Road and 1st Avenue SW) - City of Carmel
· Water, Sanitary Sewers, Storm Sewers/Drainage - City of Carmel
· This project may also involve the County Surveyors Office.
3. Board of Public Works and Safety Requiremems:
· Additional Water and Sanitary Sewer Availability
· Commercial Curb Cut. For BPWS submissions, please provide an exhibit that shows the existing
conditions and location(s) of the requested curb cut; appropriate dimensions including drive width,
overall width at the street, radii, etc.; and the location of all existing opposing curb cuts. The
exhibit should be 8 ½ x 11 or of a size that can be reduced to 8 lA x 11 such as 8 lA x 14 or 11 x 17.
· Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
· Any permanent improvement to be installed within dedicated right of way or within dedicated
easements. This approval would require a Consent to Encroach Agreement between the Owner
and the City of Carmel.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or
the Board of Zoning Appeals and completion of review by the Technical Advisory Committe~ All
written requests to be placed on the Board's agenda must include the appropriate Docket Number
and the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and coxnment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department and Utility Department issues have been resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of five-sets of drawings for approval after all issues have been resolved. The drawings ~411
be stamped as approved and will be signed by the City Engineer and Director of Carmel Utilities. The
Owner will receive one-set which is to be maintained on the construction site at all times. Carmel
Utilities will receive two-sets, Our Public Works Inspector will receive one-set and one-set will be
maintained in the Engineering Department. If more than five-sets are requested to be approved, the
additional sets must be submitted with the five required sets.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of
way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel.
6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They will
provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. I am including copies of the following with this correspondence:

· Commercial Permitting Procedures
BONDING REQUIREMENTS
9. Upon initial review, it appears that the only bonding requirements are those associated with work in
dedicated right of way. It is difficult to determine the exact bonding requirements from the drawing
submitted. These requirements will be determined later.
PROJECT COMMENTS
10. Please provide drainage calculations including provisions for storm water detention. We reserve the
oppommity for further review and submission of additional comments regarding drainage upon receipt
of these calculations.
11. The identification for 1't Avenue is incorrect. It should be 1st Avenue SW.
12. Indicate, label and dimension the existing right of way lines for 1st Avenue SW and for Rangeline
Road.
13. What is the intended use of the building addition?
14. Will the addition have rest room facilities? Will it require water service? Are there floor drains or
grease interceptors planned? Where are existing water and sanitary sewer service lines? These are
some of the questions that will be raised by Carmel Utilities.
15. Please indicate the existing storm sewer at the Rangeline Road location. Identify the pipe size, inlets
and top of casings where adjacent to the site.
16. Please indicate additional surrounding area details on the drawing:
· Show the existing Rangeline Road curb cut now being utilized to access the existing facility. Is
there an access easement with the owner of the Kwik Kleen Laundromat to access the existing
building?
· Also show the existing access to l'~t Avenue SW, south of the existing building, and the area used
for parking north of the existing building.
· Indicate elevations on existing properties, parking lots, etc.
17. Please provide the justification for two curb cuts. Since the site has access.to 1st Avenue SW and will
be adding to a building that also has access to Rangeline Road, an additional curb cut on Rangeline
Road does not seem necessary and would likely not be supported by this office.
18. Be advised that any additional curb cuts granted are conditional upon alignment with existing and
opposing curb cuts wherever possible. Therefore, drawings submitted for approval must include the
location of existing opposing curb cuts. Also, the pavement section for the curb cut, within dedicated
fight of way, must adhere to City of Cannel Specifications.
19. Will the building expansion be across a property line? Have these properties been legally re-recorded
with new legal descriptions? Plans must show current property lines as boundaries.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter and revised plans, indicating all revisions. Second and subsequent reviews
will focus only on revised items. It is critical that this office be made aware of all modifications made on

initial review.

The undersigned has reviewed the proposed plans for
Miller Auto Care
and has approved the plans subject to the following:
1. We are requesting that a Knox Box be installed on each building for fire department emergency
access.
2. Is the building going to require a sprinkler system installed for fire protection? If so a meeting will
need to be set up for the location of the fire department connection.
3. If the building is to be sprinklered we are requesting an outside entrance to the riser room for our
access.

scheduled Technical Advisory Meeting for this project.
