Because this site is part of a larger common plan of development, an NOI for Rule 5 is required. One NOI could be submitted for all work on the property that is to be started this year. Please show a site location map. 2. Label the street name across Towne Road from your entrance. 3. I have concerns regarding the outlet for this site. T~ calcs state that the detention area will outlet overland where it will drain via a swale to the southeast. Please show the plan for this swale being constructed wi~ this submittal. 4. Have plans tbr the swale over the gas pipeline been approved by the pipeline? 5. Show the pond outlet pipe on the plans. 6. Show erosion control for the onsite and the proposed swale. 7. The grading plan for this is not adequate to determine how the site will drain under proposed conditions. Please show more topo information &/or spot elevations. 8. What is the invert of the pipe that discharges into the detention area. 9. Are there two detention area planned? Or is the area SW of the basin a mound? After reviewing the plans the Highway Department has the following comments: 1. The curb return radius at the entrance must be 35'. 2. The accel/decei lane must consist of the following dimensions: the decel taper is 100', the decel lane is 150' and the accel taper is 100', The lane should be 12' in width. Is the accet/decet lane to be curbed? 3. The pavement section for the widening and entrance should consist of a 14" stone base, 5" HAC binder and 1" HAC surface. 4. The northbound lane of Towne Road will need to be widened by 3'-0" and a 3'-0" stone shoulder added. 5, Label the existing right of way along Towne Road. The current right of way is a 75' half. 6. The entrance will need to be constructed in a manner so that the storm water from the entrance does not enter onto Towne Road. Additional elevations are needed to ensure that the storm water in the accel/decel lanes reaches the inlets. 7. A roadside swale is needed along Towne Road. Please include the necessary elevations for the swale construction. 8. A commercial drive permit will be required for this project. Key West Subdivision The District has no comments on the plat but will need to review and approve construction plans when they are completed. The petitioner should contact the District's engineering consultant relative to plans for this development and several others in a revised submission to IDEM. New 126th Street Middle School Plans have been received by the District and reviewed by the District's engineering consultant and will be ready for submittal to IDEM for state construction permits once the District's construction specifications are added to the plans. The School Corporation also needs to consider dedicating the sewers to the District for maintenance once they are completed. The District is also negotiating with the School Corporation for easement rights for a future force main through the property; if they remain private, no other users besides the School Corporation will be allowed to connect. Building permits should NOT be issued unless the District has issued connection permits. Saddle Creek Sections 10 & 11 A comment letter was sent by the District's engineering consultant to Cripe in July 2001 but the District has not received any revised plans for review since that time. Please have the petitioner provide plans for review. Building permits should NOT be issued unless the District has issued connection permits. Cox Hall Park Maintenance Facility The plans received by the District do not indicate how the facility proposes to receive sanitary sewer service. District specifications need to be added to the plans. Building permits should NOT be issued unless the District has issued connection permits. Little Farms Lot 46 (Primary Plat Amendment) The petitioner will need to contact the District to discuss the proposed sanitary sewer connection; for an existing active line, connection via a manhole core drill is preferred. Other requirements may also apply at the time the District issues its connection permit. Building permits should NOT be issued unless the District has issued connection permits. Little Farms Lot 26 (Primary Plat Amendment) The District has not received any plans for this proposal. Building permits should NOT be issued unless the District has issued connection permits. Village of West Clay Commercial Building 2 District specifications should be added to the plans. The plans are not clear as to the location of the sewer connection. Building permits should NOT be issued unless the District has issued connection permits. 103rd Street Office Building Addition Ail work on relocating the existing sanitary lateral will need to be inspected. Additional permit and inspection fees will be due the District. Building permits should NOT be issued unless the District has issued connection permits. Sedgwick Subdivision The District has no comments on the plat but will need to review and approve construction plans when they are completed.
