5h. Docket No. 050i0007 OA: Amendment, S-l/Residence District
Petition to Amend Chapter 7.01 of thc Subdivision Control Ordinance, regarding
lot area requirements. Also, the applicant seeks to amend Chapter 31.06.04 of thc
Carmel Zoning Ordinance, regarding Plan Unit Development District locations.
Filed by the Carmel Department of Community Services.
The purpose of this amendment is to adopt a eonsistem ROSO subdivision base densi~ in all S-1
areas. Currently the S-1 areas have differing base densities of 1.0, 1.3 or 1.8 units per acre
depending on location (see enclosed map). This amendment proposes ail S-1 ROSO subdivisions
have a 1.0 unit per acre base density. Also included in this amendment is the allowance of PUDs
west of Spring Mill Road. PUDs were previously prohibited in this area.

Docket Nos. 05010022 OA & 05010023 Z: Amendment, l l6th Street Overlay
The applicant seeks to create Chapter 23G: 116th Street Overlay of the Carmel
Zoning Ordinance. The applicant also seeks to rezone multiple parcels from S-
1/Residence and S-2/Residence District Classifications to the S-1/Residence-
116th Street Overlay, and S-2/Rcsidence- 116th Street Overlay Dis~ct
Classifications.
Filed by thc Carmel Department of Communi~ Services.
This Overlay Zone is proposed to help protect the estate character of West I 16th Street from
Spring Mill Road to the Boone County Line, by establishing a minimum lot area of 3 acres for
new developments within the proposed boundary. The adoption process occurs at two levels: 1)
the adoption of new development standards in the Zoning Ordinance, and 2) the creation of a
boundary on the Zoning Map.

23G.00.01 purpo~qe, Intent and Authority, The purpose of this zone is to protect the estate character
of the area. This district is superimposed over the other primary zoning districts and its regulations
shah supersede those of the primary zoning districts over which it is superimposed. The Plan
Commission and Council, in establishing this zone, are relying on I.C. 36-7-4-100 et seq.

23G.01.02 Parcels in subdivisions platted as of the date of this ordinance are exempt from the
requirements of the Zone.

All Uses which are Permitted in the underlying primary zoning district(s) are permitted in the Zone.

23G.03 Height and Area Reauirements.
23G.03.01 ]V[inimum l,c~t Area: No new lot may be created with an area less than three (3) acres.
23G.03.02 Parcels in the Zone may not be platted as prescribed in Chapter 7 of the Subdivision
Control Ordinance.
23G.04 Minimum l,ot Standards.
23G.04.01 Minimum Front Yard: One hundred (100) feet.
23G.05 Other Reauirement~.
All other requirements not mentioned in this Chapter shall remain as stated for that primary zoning
classification district mapped.
