EXPLANATION
Crawford Development, LLC is the developer of a parcel of real estate located
east of Guilford Road between Carmel Drive on the north and 116th on the south. On
June 6, 2004, the Common Council of the City of Carmel approved (i) Crawford
Development's request to rezone the real estate to a PUD zoning classification, and (ii)
the development plan associated with the rezone request (the "Approval"). The Approval
permits Crawford Development to develop the real estate for use as townhomes.
The approved development plan permits the construction of 48 upscale,
brownstone-style townhomes. However, subsequent to obtaining the Approval, Crawford
Development learned that certain floodway and flood fringe issues existed relative to
Carmel Creek which traverses the eastern third of the property from north to south.
Crawford Development later learned that these issues related to Carmel Creek precluded
Crawford Development from constructing townhomes on the eastern third of the subject
real estate. Consequently, Crawford Development is requesting approval of an amended
development plan which reconfigures the site to take into account the floodway and flood
fringe related to Carmel Creek.
The amended development plan for the real estate is shown under Tab 4 of the
brochure. The total number of townhomes proposed for the real estate has been reduced
from 48 as previously approved to the 40 as shown under Tab 4. Reconfiguration of the
site has also resulted in minor adjustments to parking, landscaping and lighting, all as
reflected in the brochure exhibits. The ADLS Amendment request has been made to
reflect the elimination and relocation of certain light fixtures in the parking areas.
Otherwise, the building elevations, signage, community mailbox structure, and light
fixture illustrations remain unchanged from the original Approval.
