MEETING MINUTES
MONDAY, OCTOBER 21, 2013 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council Members Carol Schleif, Sue Finkam, W. Eric Seidensticker, Luci
Snyder, Ronald E. Carter, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray, Deputy Clerk Cindy
Sheeks and Deputy Clerk Lois Craig.
Council President Richard L. Sharp was not in attendance.
Mayor Brainard called the meeting to order at 6:02 p.m.
Reverend Patti Payntor, Carmel United Methodist Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Rider made a motion to approve minutes from the October 7, 2013 Regular Meeting.
Councilor Finkam seconded. There was no Council discussion. Councilor Seidensticker called for the
vote. Minutes were approved 5-0 (Councilor Schleif was not in attendance).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
There were none.
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Snyder made a motion to approve claims in the amount of$2,996,466.36. Councilor Finkam
seconded. There was no Council discussion. Councilor Seidensticker called for the vote. Claims were
approved 5-0 (Councilor Schleif was not in attendance).

COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee has met and discussed
Ordinance D-2152-13, Ordinance D-2154-13 and Resolution CC-10-07-13-03. The Committee report
will be given when the items appear on the agenda.
Councilor Seidensticker reported that the Land Use, Annexation and Economic Development
Committee had not met. The next meeting will be held on Tuesday, October 22, 2013 at 5:30 p.m.
Councilor Carter reported that the Parks, Recreation and Arts Committee had met and discussed
Ordinance D-2137-13. This item was forwarded to the full Council with a 3-0 favorable
recommendation with proposed amendments. This item will appear on the Council's November 4, 2013
agenda for discussion.
Councilor Finkam reported that the Utilities, Transportation and Public Safety Committee had met and
discussed Ordinance D-2154-13 which remains in committee.

Amended—VERSION A, 10-10-13 to the Council for discussion. There was no Council discussion.
Councilor Finkam made a motion to amend Ordinance D-2150-13. Councilor Snyder seconded. There
was no Council discussion. Councilor Seidensticker called for the vote. The motion was approved 5-0
(Councilor Schleif was not in attendance). Councilor Snyder made a motion to approve Ordinance D-
2150-13 As Amended. Councilor Finkam seconded. There was no Council discussion. Councilor
Seidensticker called for the vote. Ordinance D-2150-13 As Amended was adopted 5-0 (Councilor
Schleif was not in attendance).
Councilor Seidensticker announced the Third Reading of Ordinance D-2151-13; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing the Appropriations for the 2014 Budget
($113,709,233). (Notice Published 9/20/13 and 9/27/13). Mayor Brainard presented this item to the
Council and referred to Curt Coonrod, C. L. Coonrod and Company, to address the Council. There was
extensive Council discussion.
Councilor Schleif arrived at 6:34 p.m.
Deputy Clerk Treasurer Cindy Sheeks addressed the Council. Councilor Snyder referred to Dave
Bowers, Council Representative to the Cannel Redevelopment Commission, to address the Council.
There was Council discussion. Councilor Finkam called for the question. Councilor Seidensticker read
into the record a statement from Council President Sharp. Councilor Seidensticker passed the gavel to
Councilor Finkam to address the Council. Mayor Brainard addressed the Council. Councilor Carter
seconded the motion by Councilor Finkam to call for the question. Councilor Finkam called for the
vote. Ordinance D-2151-13 ended in a tie vote 3-3 (Councilors Finkam, Carter and Rider voted AYE)
(Councilors Schleif, Seidensticker and Snyder opposed). Mayor Brainard voted AYE to break the tie.
Ordinance D-2151-13 was adopted 4-3. Mayor Brainard addressed the Council. There was additional
Council discussion. Curt Coonrod, C.L. Coonrod and Company addressed the Council.
Councilor Seidensticker reclaimed the gavel from Councilor Finkam.
Councilor Seidensticker announced the Third Reading of Ordinance D-2152-13; An Ordinance of the
Common Council of the City of Carmel, Indiana, authorizing and Approving an Additional
Appropriation of Funds from the Non-Reverting Thoroughfare Fund#919 ($612,000) and the Non-
Reverting Keystone Improvement Fund#920 ($2,569,199.90) to the Non-Reverting Illinois Street

Development Fund#212. Councilor Snyder presented the Finance, Administration and Rules
Committee report to the Council presented Ordinance D-2152-13 As Amended—VERSION A, 10-8-13
to the Council and made a motion to amend Ordinance D-2152-13. Councilor Rider seconded. There
was no Council discussion. The motion to amend was approved 6-0. Councilor Rider made a motion to
approve Ordinance D-2152-13 As Amended. Councilor Carter seconded. There was no Council
discussion. Councilor Seidensticker called for the vote. Ordinance D-2152-13 As Amended was
adopted 6-0.
Councilor Seidensticker announced the Second Reading of Ordinance D-2153-13; An Ordinance of
the Common Council of the City of Carmel, Indiana, Establishing Appropriations and Tax Rates for
2014. Without objection from the Council, this item will be disposed of without action from the
Council. Curt Coonrod, C.L. Coonrod and Company addressed the Council.

motion to move this item into business. Councilor Snyder seconded and presented this item to the
Council. Councilor Rider made a motion to suspend the rules and not send this item to committee and
vote this evening. Councilor Finkam seconded. There was no Council discussion. Councilor
Seidensticker called for the vote. The motion was approved 6-0. Councilor Rider made a motion to
approve Ordinance D-2155-13. Councilor Finkam seconded. There was no Council discussion.
Councilor Seidensticker called for the vote. Ordinance D-2155-13 was adopted 6-0.
