4. Sheet C400 - Utility Plan
. Show existing piping as well as inlets within Old Meridian Street.
5. Sheet LIOO - Landscape Plan
. Please remove the Landscape Plan from the set of plans submitted for approval. Approval of the
Landscape Plan does not come from the Department of Engineering.
6. Is the entrance on the south side of Cranston being constructed or is it existing? No access is shown to
Outlot A on C101. How much work is being performed in Outlot A?
7. Please provide pavement-marking plans for Cranston Avenue.
8. Please ensure that walk within right-of-way meets or exceeds City standard detail. If not, -delineate op.
Site Plan and add City details.
9. The Development Plan must show the Old Meridian street plans to ensure that the layout is in keeping
with the road plans.
10. Provide chair back curb in the right-of-way.
11. Need to indicate a pavement section from road plans for all paving (including entrances up to the right-
of-way line) within the right-of-way.
12. What does the standard call for in regard to ADA parking spaces within the right-of-way?
13. How will parking spaces created on Cranston drain? Is Cranston an inverted crown? Will any
structures need to be relocated to new gutter line?
14. Please indicate City standard subsurface drains under curb line in right-of-way with connection to
existing or proposed storm inlets.
15. There are some area inlets planned as a part of the road project that will be in the sidewalk/patio area.
Please confrrm that the work you will do will eliminate the need for these.
16. The Department cannot allow the proposed on-street parking along Old Meridian at this time. Future
construction will be permitted when more on-street parking is provided along Old Meridian. However,
as this will be the only instance of on-street parking along Old Meridian, the presence of these spaces
and access to them directly from a travel lane on a roadway when these spaces are not consistent with
the rest of Old Meridian represent a safety hazard.
17. Assume regional detention is provided?
18. Please confrrm from the road plans what is to become of the existing storm sewer inlets. Please ensure
that this plan will be consistent with the roadway.
19. The sidewalk cafe seating, brick piers, and metal fence within the right-of-way will require a consent
to encroach.
These comments represent the Department of Engineering's second review of the construction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (ifrequired) must be posted prior to Engineering Department
approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.
It is our understanding that drainage plans and calculations were never submitted to the City's drainage
review consultant. Please provide drainage calculations and an additional set of plans directly to Greg Ilko
at Crossroad Engineers. Comments from the drainage review will be forwarded to YOuT office when the
review is complete

. Connection Fees are based upon the average user factor tables from Section 9-35 (water) and 9-
200 (sanitary) of our Utility Ordinance. The current Connection Fees are $1,310.00 per EDU for
water and $795.00 per EDU for sanitary sewer. Please provide this office with a listing of the
proposed usage of the two proposed buildings in order that Connection Fees may be calculated.
The listing should include the proposed retail usage and square feet per building and the number
of apartment buildings per building. If restaurants are to be included in the development, we will
need the total seating capacity (including outdoor seating) per facility. I am enclosing copies of
our Average User Factors for Water and Sanitary Se\vers and our current fee schedule. I have also
highlighted the Average User Factors that might apply to this development.
Note: Any deviation from the Connection Fee calculations listed in our Ordinance will require
Carmel Utilities and Board of Public JVorks and Safety approvals.
5. TAC Review/Dra\vings submitted for approval:
We request that all comments and comment letters generated by this office be ans\vered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimunl of five sets (maximum of seven sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two sets. Our Public Works Inspector will
receive one set and one set will be maintained in the Department of Engineering. If more than the
minimum five sets are requested to be approved, the additional sets (maximum total of two additional)
must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval. A copy of our Residential Subdivision and Commercial Irrigation System Requirements are
available upon request.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
9. I am including copies of the following \vith this correspondence:

BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
. Right of Way Improvements (curbs, sidewalks)
. Water Mains
. Sanitary Sewers
Please provide individual, detailed (materials, quantities, sizes, unit costs, etc.) certified Engineers
Estimates for 100% of the cost of labor and materials for the above improvements. Post Performance
Guarantees in the amount of the Engineer's Estimates. Three-year Maintenance Guarantees, in the
amount of 10% of the Performance Amount, will be required upon release of the Performance
Guarantee.
Street CutlRight of ", ay Permit and Bonding Requirements
Any work in the dedicated right of way of Old Meridian Street, not included in the scope of work of
posted Performance Guarantees, \vill require a Right of Way Permit and a License and Permit Bond.
The bond amount will be determined by the number of instances of work in the right of way (curb cut,
storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in dedicated streets require
approval by our Board of Public Works and Safety.

PROJECT COMMENTS
11. Do these plans reflect and correspond to the City's Old Meridian Road Plans? How will the
construction of this project be coordinated with the City's Old Meridian Road project?
12. Sheet CIOI - Existing Conditions
. Please complete the street and entrance geometry for Providence Boulevard on the side opposite
the development on this and all other pertinent sheets.
. Please dimension the width and curb return radii of the existing entrance on Providence
Boulevard.
. Please label the curb return radii at the intersection of Old Meridian Street and Providence
Boulevard and the intersection of Old Meridian Street and Cranston Avenue.
. What is the line that is shown 35.8 feet from one Old Meridian Street curb and 12.3 feet from the
other curb?
. It is our understanding that both Providence Boulevard and Cranston Avenue are private streets.
13. Sheet C200 - Site Plan
. Please show and label existing street widths and rights-of-way for Providence Boulevard,
Cranston A venue and Old Meridian Street.
. The proposed entrance into the new development from Providence Boulevard is shown to be not
aligned with the opposing entrance. Can these two entrances be aligned?
. Curb return radii are shown as 9.5 feet. Is this sufficient? The City standard is a minimum of 20-
feet for the curb return radius for local streets.
. What is represented by the rectangles along Old Meridian Street that extend from the sidewalk
into the parallel parking zone?
. Please confirm with the Department of Community Services that the architectural features and
cafe seating are consistent with the master plan of Old Meridian.
· In the north corner of the development, there is a leader from the text "35 +/- Existing Chairback
Curb to be removed" that is pointing to new curb.
. Under the Site Plan Notes, Note G is for 6" extruded straight curb. The City does not allow
extruded curb in dedicated right-of-way/streets. Please indicate chair back curb to City standard
for all curbing within the right-of-way.
· The curb return radii at the intersection of Old Meridian Street with Providence Boulevard and
Cranston Avenue are shown as being decreased and not consistent with those shown on the road
plans. Please construct to the road plan dimensions (8m and 9m).
· Please provide a legend for the various cross-hatching patterns that indicate different materials.
. How wide is Providence Boulevard?
14. Sheet C300 - Grading Plan
· Please orient the existing spot elevations to read with the plan sheet orientation. Some spot shots
are over posted and difficult to read.
15. Sheet C400 - Utility Plan
. Sho\v existing piping as well as inlets within Old Meridian Street.
· Please show the location of the existing water main and the tie-in of the proposed main ~o the
existing main.
16. Sheet LIOO - Landscape Plan

Department of Engineering. Please add a note to the drawings that the Contractor shall contact the
Department of Engineering to schedule a pre-construction meeting to review the Department's
construction requirements, staff notification requirements, required inspections for certain stages of the
work and to review the authority of the Department as it relates to work within the existing and
proposed City right-of-way.

30. Assume regional detention is provided?
31. The Department requests that any general or plan notes, details, or specifications be revised or added to
appropriate sheets to accommodate the following requirement for installation within existing and
proposed City right-of-way. The Department assumes that the storm system will be a private system,
but recommends that the entire storm system be constructed to meet the following requirements to
facilitate future acceptance by the City: "Bedding, haunching, and initial backfill for all RCP
installations shall be B-Borrow for Structure Backfill meeting the material requirements of the INDOT.
Bedding shall be placed in the trench bottom such that after the pipe is installed to grade and line, there
remains a 4-inch minimum depth of material below the pipe barrel and a minimum of 3-inchesbelow
the bell. For pipe sizes 66-inches and larger, the minimum depth of material below the pipe barrel shall
be 6-inches. Bedding shall be placed to be uniform as possible, but shall be loosely placed
uncompacted material under the middle third of the pipe prior to placement of the pipe. Haunching and
initial backfill shall be compacted in 8-inch maximum lifts to not less than 90% Standard Proctor
Density for the entire depth of the material placed. The backfill shall be brought up evenly on both
sides of the pipe for the full length of the pipe. Haunching shall extend to the springline of the pipe.
The limit of initial backfill shall be 6-inches above the springline. Minimum trench width shall be the
outside diameter of the pipe plus I8-inches. Final backfill for all RCP installations under and within 5-
feet of pavement (including sidewalks) shall be B-Borrow for Structure Backfill meeting the material
requirements of the INDOT and shall be compacted in 6-inch maximum lifts to not less than 95%
Standard Proctor Density for the entire depth of the material placed. The backfill for the top 6-inches
of the excavation below the start of the aggregate subbase of the pavement shall be No. 53 Stone
meeting the material requirements of the INDOT and shall be compacted to not less than 95% Standard
Proctor Density. Final Backfill for all RCP installations greater than 5-feet from any pavement shall be
clean fill material free of rocks larger than 6-inches in diameter, frozen lumps of soil, wood or other
extraneous material, compacted in 12-inch maximum lifts to not less than 90% Standard Proctor
Density for the entire depth of the excavation." and that these installations conform with the following
minimum cover requirements: "For installation of Storm Mains, Water Mains, Sanitary Mains, Water
Service Laterals, Sanitary Service Laterals under City streets, regardless of the jurisdiction of the
utility, the minimum cover from the top of the installed pavement to the top of the installed pipe shall
be the pavement section thickness (all bituminous and aggregate material above the subgrade) plus 1-
0". If the standard practice of the utility that has jurisdiction over the installation has a more stringent
cover requirement, the more stringent requirement shall govern."
