The applicant seeks the following development standards variance approval for a pool and garage: Docket No. 13090008 V ZO CH: 7.04.F Max lot coverage 35%,46% requested. The site is located at 3666 Walden Place. The site is zoned R-1/Residence. Filed by William Tabberson of Tabberson Architects, on behalf of the owners. Present for Petitioner: William Tabberson, architect and Bob and Tracy Luhrs, owners • Existing house with asphalt driveway to rear-loading garage o Driveway almost 2,000 square feet of lot coverage • Pool permit granted and pool in place • Garage permit granted • Overall site plan was not submitted with either permit o This plan approval will rectify whole project o Pool and hot tub are 1,000 square feet o Pool house/garage is 900 square feet o Proposing 2,700 square feet for pool house and pool • About the same as driveway • 46% lot coverage is primarily for driveway square footage o 35% would not allow pool deck or driveway racy Luhrs: • Problem was working with two separate people for pool and building with deck o Mr. Tabberson checked elevations and prepared final plan • Site plans were not submitted to back up permits WWW.CARMEL.IN.GOV Page 1 of 3 (317)571-2417 Carmel Board of Zoning Appeals Hearing Officer Meeting October 29,2013 Discussion: • Pool went in one year ago • Yard has been excavated, but not finished • Original contractors did not prepare site plan, showing square footage for driveway, with original permits • Setbacks will not be disturbed o Any work near setbacks will be put back to existing grade o Pool contractor has installed walls to contain pool terrace properly • Do not feel there will be any drainage issues o Originally had water in basement o Tore out front yard and installed French drains o All water goes to creek in back Public Hearing closed Department Report: Alexia Donahue-Wold • Department supports variance Discussion: • Amanda Foley in Engineering stated driveway could be asphalt or pervious material o Water will go to same destination, regardless of technique o Would not need to increase cost of project by using pervious material o Would not affect water volume Department recommended approval Action: Mrs. Plavchak APPROVED Docket No. 13090008 V, Eden Estates, Sec 3,Lot 92, Lot Coverage, for maximum lot(35% allowed; 46% requested) for a pool and garage. 2. The applicant seeks the following development standards variance approval for 2 homes on 1 lot during construction: Docket No. 13100002 V ZO CH: 2.04 No more than 1 principal building per lot. The site consists of 5 acres and is located at 3822 W 141st Street. The site is zoned S-1/Residence. Filed by Stacy Walton of Cross County Consulting, on behalf of the owners.
