In response to your letter of April 24th, responding to my letter of April 20tl\ I have the following
COl1unents.
Standard procedure for revie\v of any proposed developnlcnt considers the current condition of any site as
the existing site unless the proposed inlprovenlcnts follo\" (precisely) the originally sublnitted designs
(indicating "future" phaselbuilding). This is not the case for this site. First of all, the existing buildings and
parking lot layout are not in cOJ1lpliance ,vith the dra\vings sublnitted as "original plans". Second, the
dra\vings included ,vith the Drainage Report have not been verified as the City approved dra\vings. Finally,
the t,vo dra\vings subInitted ,vith the Drainage Report have significant differences ,vith respect to
iInpervious areas (building versus parking lot versus grass). Tllis all has led to SOIlle confusion as to ,vhat
you \vere proposing to "verify" and/or subInit for approval.
The purpose of the Drainage Report, your calculations and all subsequent discussions between your office
and the DepartInent of Engineering has been to ensure the provision of adequate stonn se\ver structures and
detention facilities. This includes protection to adjacent properties and the street in front of tllC site.
You state that Illuch of the inforlnation I requested \vas included ,vithin the printout sections of the report.
In the future, I \vould appreciate that tlus inforlnation be lllarked, annotated or SUIlllnarized back \vitlun the
text portion at the beginning of your report. The COt1lputer printouts are an appendix and should not be
counted on as part of the explanation for the reader to flip back and forth, checking the nodelbasin naInes
and nUlllbers. Moreover, the appendix is for reference purposes, if exact calculations are desired.
This offices' standard rcquirel11cnt is to cOlllparc the proposed developInent (100 year stonn event) to the
existing conditions (10 year stonn event). This is a very basic cOlnparison and I did not see tins inforlnation
stated \vitllin the text of the report, nor ,vas it clearly alulotated in the calculation section. Fronl ,vhat I
could tell, tlus peak 10 year flo,v is 2.62 cfs. It is NOT the 3.69 cfs sunl that you Inention in your response
letter. You cannot sinlply add the basin peak flo\v rates. They do not all leave the site at the saIne titne. This
2.62 cfs should be the peak fIo\\' allo,ved to leave the site by ,vay of the outlet pipe into the ditch. It does
not appear that this litnit ,vas used, rather you utilized the 100 year peak flow of 3.25 cfs. This assuIned the
original design, original calculations, etc. Therefore, our standard drainage detention requirelnents have not
beenlnet.
Ho,vever, in the interest of allo\ving appropriate ll1easures for the expansion of this site, I ,vill consider the
original design calculations (not the large dra\vings you sublnitted - they do not provide peak flo\vs or
calculations) as the basis for this evaluation (copy attached). Again, tllis design ,vas not ,vhat ended up
being built, but I believe the intent of buildings, parking lots and inlproveInents for Phase II is close, so I
,viII agree to utilize the original 10 year peak flo\", \vhich ,vas 3.43 cfs.

We have revie\ved the revised plans sublnitted for this project. We offer the follo,ving COl1lnlents, indexed
to the listing of our original COl1llnents by letter dated March 13, 2000:
1. It appc8fs that the Board of Public \Vorks 3nd Safety (BPWS) issues have becIl properly addressed.
2. We \"ill not hold up your project due to this discrepancy. Ho\vcver, be a'VClJe that. ,vc ,viII hold you
(your licensed surveyor) responsible for any inaccuracies of these elevations should additional
investig<ltion detennine that they are incorrect or ,vere based upon erroneous datunl,
3. The Drainage Report does not provide adequate infonnation, Specific to this sublnittal, I have the
follo\ving conllllcnts:
T'he gl"ass)7 area in front of'the parking/proposed building is part of this site and should be
included in the basin and drainage calculations. Please indicate sOl1le\vhere in the report the
TO'T AL acreage of the site, the runoff coefficient used (\veighted) and the intensity or tiJl1c of
cOIlcentration for the basic (basin) calculations, in addition to the breakdo,vn of the drainage areas,
· The report does not clearly indicate runoff voIlI mcs or any lneasurelnents or calculations that
detention storage is provided (\vhat quantity is stored in parking lot/detention area?) The
statelnent that detention ,vill be handlcd in the parking lot and additional detention area needs to
be backed by SOU1C type of quantification.
· You did not indicate ,vhat standards or parameters of detention requirenlcnts you were
attelnpting to nlcet. This office nonnally requires proposed developlnents to hold the 100-year
stornl event for the proposed conditions to the 10-year peak for the current or existing conditions.
This has not been achieved according to the drainage report.
· Please explain or sho\v in details the 6" top clip and 4.5" clip features attached to the outlet pipe.
There ,vas no description of this in the report, although it appeared it \vas part of the Advanced
Interconnected Pond Routing input data.
4. Please indicate the size, lnaterial and slope (or elevations of BOTH ends) of the existing outlet pipe.
We cannot be certain ,vhether this is a 10" PYC or 12" RCP. It is a part of our evaluation of both the
proposed peak flo,vs identified in the drainage calculations/report and the capacity of the current outlet
pipe, and \vhat flo\vs it Ina)' currently be carrying to the ditch.
5. We ,vill aSSUlne that John Duffy, Director of the Utility Departlnent, ,vill address \vhether the
infonnation provided on the Inanhole (grease trap) is sufficient.
6. We did not find the County Surveyor's discharge restrictions lnentioned in the drainage calculations.
7. The plans do not sho\v the Jilnits of asphalt to be removed and/or restored. This office \vould like to
see these liInits sho\vn on the plans, in addition to proposed pavelnent elevations, as it is necessary to
create a high point ,vithin the parking area just C<tst of the inlet structure that is supposed to be helping
to detain stonn\vater. Previously, the inlet along the curb line had an area for the ,vater to be store in
the pavelnent. I cannot see that this is accolnplished, and have concenlS that runoff ,vill fio\v freely
past the inlet, do,vn the entr3tlCC drive and into the lanes of 3rcl Avenue SW. Please provide elevational
infoflnation to address this.

RE: Project Review, Kruse Investments/1020 3rd Avenue S.W.
We have reviewed the plans submitted for this project. We offer the following comments:
1. Board of Public Works and Safety (BPWS) approval is required for additional Water and Sanitary
Sewer Availability for tlns project. We will require tlle square footage by building, and proposed
usage (office, warehouse, otller) oftlle proposed two new buildings. This will be utilized to calculate
additional Water and Sanitary Sewer Availability required and to calculate additional Water and
Sanitary Sewer Connection Fees. According to our records, the two existing buildings on tlns site have
3,344 square feet and 4,320 square feet respectively. Water and Sanitary Sewer Connection Fees have
been paid for these two buildings. The site will be given credit for tlle existing 0.78 EDUs of Water
and Sanitary Sewer Availability when additional fees are calculated. I am enclosing a copy of our
BPWS Ineeting schedule and sublnission deadlines.
2. Coincidentally, development plans have been submitted for the property adjacent to tlle north boundary
oftlns site (Cannel Office Park). TIlere is a 1.6-foot elevation difference between elevations for this
site and for the adjacent site for identical structures. Please verify you survey information and the use
of benchmarks. Your benchmark is the intersection of I I 6th Street and Rangeline Road. The adjacent
site used temporary benchmarks on fire hydrants on 3rd Avenue and on Gradle Drive.
3. Please provide drainage calculations for tins project.
4. Please indicate existing stonn sewer sizes, materials and slopes on the drawings.
5. Please provide information on the stonn manhole at the north side of the site that is indicated full of
water with no invert. Sheet CIOI indicates it is a grease trap while sheet CI02 indicates a storm
manhole. Provide infonnation on the structures, pipe sizes, slopes, inverts, etc. indicated at the south
property line. Overall, precipitation levels are down in the area, so please recheck inverts.
6. Have you met the discharge restrictions imposed by the Hamilton County Surveyor?
7. The existing stonn system appears to retain a portion of the discharge within the paved parking area.
We request tlns detention on site be maintained. Will the new asphalt be at tlle same elevation as the
old?
8. Please provide infonnation regarding the ditch along 3rd Avenue such as slope, cross section, and
elevations of flow line, etc. This office requests tllat tlns ditch, adjacent to the site, be improved with
tllis project.
9. Provide more detailed information for the outlet at the southeast comer of the site such as riprap, slope,
elevations, etc.
10. Please verify size and Inaterial of pipe under drive at the northeast corner.
