Water
Water is currently supplied by the Indianapolis Water Company with water mains
located along the adjoining rights-of-way for 116 Street and Hoover Road. It should 1)
noted that the City of Carmel may attempt to acquire the Indianapolis Water Company's
assets within the areas of their zoning and development jurisdiction and that said water
lines would be under their jurisdiction and control.
Sanitary Sewer
The site is currently located within the Clay Township Regional Waste District
(CTRWD). Sanitary sewers are located north and west of the property, but not adjacent
to the property. The map taken from Clay Township Regional Waste District map shows
that in the future a lift station will be placed at the intersection of 116th Street and Ditch
Road and that a force main will carry sewage easterly along 116th Street to an outlet at
Springmill Road. Two gravity lines will run East and West from said proposed lift
station. The westerly extension will run westerly to a point west of the said site. To view

http://www.ctrwd.org/maps.htm. It should be noted that there is no anticipated time to
begin design and construction of these lines in this area. A review of existing sanitary
sewers in the area indicate that the only existing lines in the area are located
approximately 2000 feet Westerly of the Southwest comer of the said site and 1750
Northerly of the Northwest comer of said site. It should note that neither sewer is of
sufficient depth to service the site without the construction of a lift station. Therefore,
the development of the site, if sanitary sewers are required, will necessitate the
construction of a lift and force main and potentially off-site sanitary sewers. Some of
this cost can be recuperated by agreement with CTRWD. However, said cost and effort
will be bourn by the developer initially and there would not be a total recouping of that
expense.
Drainage
Drainage for any proposed development will be reviewed by the City of Carmel and the Hamilton
County Surveyor's Office. Storm water detention will be required for the development of the site as
well as designing a system to pass offsite water through the site to its outlet South and East of said
site. The existing drainage outlet for the site appears to be located in an area 230 feet westerly of the
Southeast comer of the overall site running underneath 116th Street. The approximate outlet
elevation, based upon topographic information furnished by the client, would appear to be 864 feet
above mean sea level.
The approximate area of the off-site water passing through the subject site is 45 acres (worse case
scenario) as being 'contributed by the Coxhall Park Redevelopment Master Plan. Should said
Master Plan be full executed prior to the development of said site, drainage analysis as provided by
Cripe (Architect and Engineer for the Project in question) for the project in question projects a 10
year Existing Flow Rate of 14.1 cfs (cfs = Cubic feet per second) and a proposed 100 year flow rate
