I g:; ,'- , ~' \~ 'B . \ ~ '-. Dear Mr. Zeller: The City has received your drawings dated July 18, 2006 based upon the City review of April 13, 2005. The comments from the City review have been satisfactorily addressed with the following exceptions: PROJECT COMMENTS-CONSTRUCTION PLANS 3. Please indicate on all sheets that access road is private. 4. The Deparbnent recommends the installation of depressed curbs across each of the proposed entrances. 5. Please remove the landscape plan from the set of plans submitted for approval. The Deparbnent of Engineering does not approve the landscape plan. Based on additional review, the City provides additional comments: 1. Please remove Sheet GOO 1, all structural engineering sheets, and all architectural sheets from plans to be approved by Deparbnent of Engineering. Please also remove titles of these sheets from the index on the cover sheet, GOOO. 2. . Please remove the title of the landscape plan from the indexes on'Sheets GOOO and CO.O. 3. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Deparbnent of Engineering prior to approval of the construction plans. 4. It is the understanding of the Department that the original drainage calculations assumed that the storm detention for this site was master planned and provided in a regional basin off-site. The drainage calculations provided indicated no significant impact on the existing detention facility from the existing condition due to the proposed development of the property. It is apparent that some type of easement exists between the property being developed and the property on which the existing detention facility is located. Since last Spring, the City has become aware that the owner of the property on which the existing detention facility is located has indicated that the existing detention facility was sized only for the specific property and that the property floods from the ronoffthat is directed to the detention facility. Do the easement documents provide for the management/detention of the stormwater runoff from the property being developed? . Given the request from the downstream property owner, would the developer consider providing on-site detention in accordance with the City's policy for redeveloped properties? The standard is to hold the proposed 100-year event to the peak flow from the existing IO-year storm of the existing, developed site. These comments represent the Department of Engineering's third review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that our office be made aware of all modifications made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. All bonds and performance guarantees, if applicable, must be posted prior to Engineering Department approval. Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. The Department of Engineering reserves the right to provide additional comments based upon subsequent reviews. Please share all Department comments and Department requirements/procedures with all entities, including contractors/sub contractors, associated with the project. Upon initial review, it appears the following bonding requirements may apply to this project: Performance GuaranteeslEngineer's Estimates It does not appear that there will be Perfonnance Guarantee requirements. Street CutlRight of Way Permit and Bonding Requirements Any work in the dedicated right of way of l16t1i Street, not included or covered by a Perfonnance Guarantee, will require a Right of Way Permit and a License and Permit Bond. It does not appear that this permit and bond will be applicable to this project. PROJECT COMMENTS-CONSTRUCTION PLANS 8. We will require standard 24 x 36 size drawings for approval. We will provide comments on the reduced set provided but require standard drawings for clarity approval. 9. Please provide a GBC bound drainage calculation report on 8.5 x 11 sheets (with drainage maps folded as needed). 10. Please indicate on all sheets that access road is private. 11. These comments will be forwarded to you upon receipt by this office. These comments represent the Department of Engineering's initial review of the construction plans for this project.
