PROJECT SUMMARY
Kite Spring Mill Medical, LLC, a company within Kite Realty Group, is the owner
of the existing medical office building located at the intersection of 103rd and Illinois
Street. (Please see aerial photo under Tab 2.) This facility serves as a major medical
facility for the I.U. Medical Group providing a wide array of medical services to patients.
Kite is requesting the approval of two additional directional signs to facilitate better and
more efficient travel within the site and to assist patients, visitors and vendors in
locating the appropriate entrance into the building.
Kite is proposing additional directional signage to be located on the canopy
above the drive-up entrance to the building. (Please see the sign drawings under Tab 4
and the site plan under Tab 3.) The proposed signage clearly identifies the building's
north entrance and directs traffic to the west entrance to the building. These signs are
aluminum with acrylic and vinyl sign faces and are internally illuminated.
Under the Carmel Zoning Ordinance (the "Ordinance"), exempt traffic directional
signs may not exceed 3 square feet in sign area and may not be higher than 3 feet
above ground level. The two proposed directional signs will be installed onto the
existing canopy of the building and will have a sign area of 13 feet each. The proposed
signs will facilitate the safe flow of traffic through the site and identification of the
proper entrance for patients, visitors and vendors. The signs are of a size and design to
integrate into the canopy and to effectively direct traffic. The location of the signs will
make them visible to site traffic entering the site from Illinois Street but not to adjacent
properties.
At the November 1, 2005 meeting of the Carmel Plan Commission-Special
Studies Committee, Kite presented plans for a monument directory sign and the two
canopy signs for approval under Docket # 0510018 ADLS Amend. (The monument
directory sign is not a part of this variance application, because it is a permitted sign
under Section 25.07.02-10(b) of the Ordinance.) The monument directory sign and the
two canopy signs were approved as presented. However, the Special Studies
Committee did recommend that Kite consider either relocating the canopy sign for the
west entrance or modifying the sign arrow. In response to this recommendation, Kite
revised the canopy sign for the west entrance to change the directional arrow so that it
would not be confused with the north entrance signage. This change to the directional
arrow is consistent with the approval and recommendation of the Special Studies
Committee. The approved canopy signs are included in this information booklet under
Tab 4.
