5. TAC ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in vvriting and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of four-sets (maximum of six-'sets) of approved dra\vings after all issues have been resolved.
The drawings will be stamped approved arid signed by both the City Engineer and Director Carmel
Utilities. The Developer/Owner will receive one-set \vhich is to be maintained on the construction site
at all times. Carmel Utilities will receive one-set. Our Construction Manager will receive one-set and
one-set will be maintained in the Department of Engineering. If more than the minimum of four-sets
are requested to be approved, the additional sets (maximum total of two additional) must be submitted
with the four required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all sanitary
sewer main locations.
8. Carmel Utilities will provide a separate review of this project for sanitary sewer issues.
9. I am including copies of the following with this correspondence:

. Permit Data, Contacts, etc.

BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteesfEngineer's Esti'mates
Please provide a detailed and itemized Certified Engineer's Cost Estimate for 100% of the cost of labor
and materials for the construction of the following improvements:
. Entrance (within dedicated right of way)
. Sidewalks (within dedicated right of way)
It is our assumption that the storm sewer/storm drainage system will be privately owned and
maintained. If this is not the case,. Performance Guarantees will be required for storm sewers.
Individual Performance Guarantees will be required in the amount of the Engineer's Estimate.
Please advise the Developer that there are 2-outstandine: Performance Guarantees for Buildines
1 and 2 that need to be released and converted to 3-year maintenance.. namely the entrance and
sidewalks. He should contact Dick Hill of our office at 571-2459 to arrane:e to have these
improvements released by our Board of Public Works and Safety.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Randall Road will require a Right of Way Permit. If the
work in the right of way is not included in the scope of work of a Performance Bond, a separate
License & Permit Bond will be required. The bond amount will be determined by the number of
instances of work in the right of way @ $2,000.00 per instance. Open pavement cuts in dedicated
streets require separate approval by our Board of Public Works and Safety. It appears that the water
service line across Randall Road will require additional bonding. Please contact our Right of Way
Manager, Fred Glaser, to arrange right of way permitting and right of way bonding.
11. We have engaged Crossroad Engineers to review all drainage plans and calculations for all projects
submitted to this office for review and approval. We will share all Crossroad reviews as they are

received. If you have not already done so, please send I-set of plans and drainage calculations for this
proj ect to:

AVAILABILITY AND CONNECTION FEES
12. Availability (acreage) Fees
The Current Sanitary Sewer Availability Fee is $1,365.001 Acre . However, the acreage for this proj ect
was included with the 96th Auto Park Development and Sanitary Sewer Availability Fees were paid
with that development. Therefore, no additional availability fees are due for this project.
Sanitary Sewer Connection Fees - Based upon the drawings submitted, the proposed building will
contain 10,121 square feet of office space. The Current Sanitary Sewer Connection Fee is
$795.00/EDU. Based upon our ordinance, the office classification is calculated at 0.5 EDUs/1,000 ft.2.
Thus:
10,121 ft.2 x 0.5 EDUs/l,OOO ft.2 = 5.06 EDUs @$795.00/EDU = $4,023.00 Sanitary Sewer
Connection Fees.
PROJECT COMMENTS-CONSTRUCTION PLANS
1. Detention will be required for this development. Is a regional detention facility provided?
2. Is there proposed filling of the floodplain or floodway of Carmel Creek? Will the improvements
indicated up to the limits of the floodway result in fill being placed in the floodway? The
Department will not approve of fill in the floodway. Please also indicate the limits of the
floodplain/floodfringe and the Base Flood Elevations of Carmel Creek across the parcel. The
finish Floor Elevations of the buildings and/or the lowest opening of the structures must be a
minimum of2-feet above the BFE.
3. Please contact Crossroad Engineers to obtain a drainage review checklist. The Department will
expect the drainage system designed for this project to conform to the items outlined in the
checklist.
4. Any off-site easements must be secured prior to the Department of Engineering approving the
drawings.
5. The Department assumes that all internal areas will be blanket Ingress/Egress, Drainage and
Utility Easements.
6. The entrance must be a minimum of 200-feet from the centerline of 86th Street. Please label this
distance.
7. Please indicate and label a 10-foot asphalt multi-use path along the 96th Street frontage. The City
standard section for multi-use path is 1 inch lIMA #11 surface on 2 inches HMA #8 binder on 5
inches # 53 stone.
8. ADA ramps will be required where the 10-foot multi-use path crosses the entrance.
9. The curb return radii at the entrance are required to be a minimum of 40 feet. Please label the
radii.
10. Please incorporate the Department's cover and backfill standard for all storm sewers that will be
maintained by the City or located within the right-of-way and for sanitary and water mains and
laterals within the right-of-way into the design of the Construction Drawings.
11. Any street cuts must be delineated on the plans for sawcut, removal, and replacement. Please
include with the details, the Carmel standard street cut patch detail.
12. For the Construction Drawings, please confirm that the Insight Engineering details for curb,
sidewalk and pavement m~et of exceed the City Standard Details. If they do not, please include the
City Standard Details in the Construction Drawings and delineate on the Development Plan that
the City details shall apply for any installation within the City right-of-way.
13. Please provide a Maintenance of Traffic Plan with the Construction Drawings.
