Clayborne, Sec 3, Blk N: LongRidge Estates Lacrosse Fields Petitioner seeks special use approval to establish lacrosse fields: Docket No. 05050048 SU Chapter 5.02 special use in the S-1 zone The site is located at approximately 13800 N Shelbome Rd. The site is zoned S-I/Residence - ROSa. Filed by Ed Fleming of Stoeppelwerth & Associates for PPV, LLC. General Info: The petitioner is proposing to build 3 lacrosse fields with a parking area. It may be used for passive and active recreational uses by the adjoining residents and the community. Analysis: The lacrosse fields site sits just west of Shelborne Rd, between Clayborne Farms and LongRidge Estates residential subdivisions. Major issues that should be addressed by the petitioner are: traffic, landscaping, lighting, and parking. The Department recommends the petitioner provides a set of recordable commitments, similar to the set of commitments created for the soccer fields northwest of 126th Street & River Rd. The petitioner is working with the Urban Forester on revising plant species on the landscape plan. Findings of Fact: Special Use 1.) The premises in question is particularly physically suitable for the proposed Special Use because: the site is situated between 2 subdivisions on the western part of the township, where open space and sparks are scarce, but demanded. 2.) The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit to the community and its anticipated effect on surrounding property values because: the Comprehensive Plan states low-intensity residential areas should be served by and accessible to schools, parks, and playgrounds (Comprehensive Plan, pg 5-5). 3.) The Special Use will be consistent with social/neighborhood factors, such as compatibility with existing uses and those permitted under current zoning in the vicinity of the premises under consideration and how the proposed Special Use will affect neighborhood integrity because: the comprehensive plan states low-intensity residential areas should be served by and accessible to schools, parks, and playgrounds (Comprehensive Plan, pg 5-5).
