Docket No. 54-02 PP Amend; Replat of Little Farms Addition, Lot 46 The applicant seeks approval to replat a 2-lot residential subdivision. The site is located at 10401 Ethel Avenue. The site is zoned R-1/Residence and R-3/Residence within the Home Place District Overlay Zone. The petitioner also seeks approval of the following Subdivision Waivers: 54-02a SW SCO 8.8 curbs and gutters 54-02b SW SCO 8.9.1 sidewalks Filed by Timothy&Melanie Brower. The applicant is proposing a 2-lot replat within the Little Farms addition. The site is located at 10401 Ethel Avenue and is adjacent to the Monon Greenway. Please see the informational packet provided by the applicant to view the layout of the two new lots and description of the requested subdivision waivers. These Subdivision Waivers are identical to requests made at other locations within Home Place where these facilities do not exist and where present conditions must be addressed. In addition to the Primary Plat approval, Subdivision Waivers are being requested for the following: 1. Exemption from the requirement to provide curbs and gutters 2. Exemption from the requirement to provide sidewalks The Department is in support of these requests and no objection has been made by the County Highway Department regarding them. The Department recommends that the Plan Commission approve the subdivision waiver requests after the public hearing. Voting on the waivers will require a suspension of the rules. Both Subdivision Waiver requests should be subject to the applicant recording a commitment to install sidewalk at the time it is extended to the site. The Department has this form and will provide it to the applicant for signature and recording. Pending a favorable vote on the subdivision waiver requests the Department would recommend that the Plan Commission then approve the PP Amend request. The lot is currently .714 acres,bordered by Ethel Ave on the west and the Monon Trail on the east. We are proposing to create two lots. We are also asking for two subdivision waivers SCO 8.8(curbs and gutters)and SCO 8.9.1 (sidewalks). Currently, there are no curbs, gutters, or sidewalks in the surrounding neighborhood. Additionally,we are applying for relief from two variances 25.9 (drainage requirement) and 25.1.1(B)(3)(b)(i)(b)(sideyard setback for accessory building).
