The Department of Community Services certifies that the physical configuration of Little Farms, Lot 46a, commonly known as 10401 Ethel Street, conforms to all Carmel/Clay Zoning Ordinance requirements including easements, lot size, lot width, and necessary access. The following are comments that need to be addressed and plans updated accordingly: Applications: • The filing fees for these petitions will be calculated once Docket Nos. have been assigned. • The Primary Plat Amendment petition is a Public Hearing item. Notice will need to be made in accordance with the Plan Commission's Rules of Procedure. Plat: •The existing rights-of-way of Winchester Place and Ethel Street will need to be shown. At a minimum, additional right-of way will need to be dedicated to align with the Winchester Place right-of-way. Lot areas will need to be re-calculated after this has been accommodated. • All corners of each lot need to be labeled with monuments and markers on both the Primary and Secondary Plats. The northeast and northwest corners of Lot 46b and the southeast and southwest corners of Lot 46a must be marked with 4" x 4" x 36" concrete monuments. The northeast and northwest corners of Lot 46a will need to be marked with 5/8"diameter, 36"long,capped rebar markers. • The 14' x 14' Frame Building on Lot 46a must be relocated a minimum of thirteen (13) feet from the south lot line. Accessory structures must be located a distance from the property line equal to the width of any easement plus three(3) feet. • The Primary Plat must show the sidewalks, curbs and gutters required along the Ethel Street frontage. If the petitioner does not intend to install these improvements, Subdivision Waiver petitions of Sections 8.8 and 8.9.1 will need to be filed. Key West Subdivision The District has no comments on the plat but will need to review and approve construction plans when they are completed. The petitioner should contact the District's engineering consultant relative to plans for this development and several others in a revised submission to IDEM. New 126th Street Middle School 1 Plans have been received by the District and reviewed by the District's engineering I consultant and will be ready for submittal to IDEM for state construction permits once the District's construction specifications are added to the plans. The School Corporation also needs to consider dedicating the sewers to the District for maintenance once they are ' completed. The District is also negotiating with the School Corporation for easement rights for a future force main through the property; if they remain private, no other users besides the School Corporation will be allowed to connect. Building permits should NOT be issued unless the District has issued connection permits. Saddle Creek Sections 10 & 11 A comment letter was sent by the District's engineering consultant to Cripe in July 2001 but the District has not received any revised plans for review since that time. Please have the petitioner provide plans for review. Building permits should NOT be issued unless the District has issued connection permits. Cox Hall Park Maintenance Facility The plans received by the District do not indicate how the facility proposes to receive sanitary sewer service. District specifications need to be added to the plans. Building permits should NOT be issued unless the District has issued connection permits. Ii Little Farms Lot 46 (Primary Plat Amendment) The petitioner will need to contact the District to discuss the proposed sanitary sewer connection; for an existing active line, connection via a manhole core drill is preferred. Other requirements may also apply at the time the District issues its connection permit. Building permits should NOT be issued unless the District has issued connection permits. Little Farms Lot 26 (Primary Plat Amendment) The District has not received any plans for this proposal. Building permits should NOT be issued unless the District has issued connection permits. Village of West Clay Commercial Building 2 District specifications should be added to the plans. The plans are not clear as to the location of the sewer connection. Building permits should NOT be issued unless the District has issued connection permits. 103rd Street Office Building Addition All work on relocating the existing sanitary lateral will need to be inspected. Additional permit and inspection fees will be due the District. Building permits should NOT be issued unless the District has issued connection permits. Please remind all TAC applicants to provide plans directly to the District at our main office address at: 10701 N. College Avenue, Suite A, Indianapolis, IN 46280-1098. West Carmel Center Block B The plans received by the District only showed a sewer connection for one building; each building needs to have its own individual connection to the District's sewer so the plans will need to be revised to show how the whole site will be served. West Carmel Center Block D The District has no comments on the re-plat unless it effects the sanitary sewers in development. Sedgwick Subdivision The District has no comments on the plat but will need to review and approve construction plans when they are completed.
