CC-07-18-05-01 4 5 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF 6 CARMEL, INDIANA, TO AMEND THE 20-YEAR THOROUGHFARE PLAN, A PART 7 OF THE CARMEL/CLAY COMPREHENSIVE PLAN, CHAPTER 6. 8 9 WHEREAS, pursuant to the Advisory Planning Law of the State of Indiana (contained in 10 IC 36-7-4), each unit of local government that wishes to adopt land use and zoning ordinances 11 must first approve by resolution a comprehensive plan for the geographic area over which it has 12 jurisdiction; and 13 14 WHEREAS, the 2020 Vision Comprehensive Plan (the "Comprehensive Plan") was 15 approved and recommended by the Carmel Clay Plan Commission on August 20, 1996, and duly 16 approved by resolution of the Common Council on September 24, 1996, and is therefore the 17 official Comprehensive Plan of the City of Carmel and Clay Township; and 18 19 WHEREAS, pursuant to IC 36-7-4-506 a thoroughfare plan may be included in the 20 Comprehensive Plan and may determine lines for new, extended, widened or narrowed public 21 ways in any part of the territory in the jurisdiction; and 22 23 WHEREAS, after a thoroughfare plan has been included in the Comprehensive Plan, 24 thoroughfares may be located, changed, widened, straightened, or vacated only in the manner 25 indicated in the Comprehensive Plan; and 26 27 WHEREAS, the CarmeVClay community has recognized the value of a well connected 28 and integrated alternative transportation network and has adopted an Alternative Transportation 29 Plan as part of the official Thoroughfare Plan; and 30 31 WHEREAS, the Carmel Advisory Plan Commission, at its regularly scheduled meeting 32 of Tuesday, June 21, 2005, voted to forward Comprehensive Plan Amendment Docket No. 33 05060009 CPA to the Common Council with a favorable recommendation; 34 35 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of 36 Carmel of Carmel, Indiana, that: 37 38 Section One: The Common Council adopts Exhibit A: 20- Year Thoroughfare Plan, as 39 part of the 2020 Vision Comprehensive Plan, Chapter 6, Thoroughfare 40 Plan. 41 42 Section Two: After its adoption, this Resolution shall be filed in the office of the Clerk- 43 Treasurer of the City of Carmel, who shall also forward one (1) copy of 44 this Resolution to the secretary of the Carmel Advisory Plan Commission 45 and one (1) copy to the office of the Hamilton County Recorder, all in 46 accordance with IC 36-7-4-509 and other applicable laws. 47 Resolution No. CC-07-18-05-01 1 07/08/2005 "0 t1:l 0 a: 20- Year Thoroughfare Plan City of Carmel & Clay Township Amendment Approved October 1,2001, per Resolution No. CC-10-01-Q1-Qa Ex\{\~it ~ Street ------ Recommended Minimum Geometric Design Standards Maximum Lanes Proposed Existing (Maximum Pavement Sidewalks Trees I Buffer ROW Width) Curbs & Paths On-Street Parking Plantings Alley 40' 1 (12') No No None Yes No - Residential Street Lane (1) 40' 2 (22') No No None Yes No - - Residential Street Minor (2) 40' 2 (26') Yes See ATP One Side Only Yes No - Residential Street Major (3) 50' 2 (30') Yes See A TP One Side Only Yes No - Collector Street 80' 4 (48') Yes See ATP Optional, both Yes Yes - - Secondary Arterial 90' 4 (48') Yes See A TP None Yes Yes - Primary Arterial 150' 4 (48') Yes See ATP None No Yes - Secondary Parkway 120' 4 (48') Yes See A TP None Yes Yes Primary Parkway 140' 4 (48') Yes See A TP None Yes Yes Residential Parkway 100' 4 (48~ Yes See ATP Optional, both Yes Yes Freeway /Interstate FEDERAl AND STATE STANDARDS APPLY State Highway FEDERAL AND STATE STANDARDS APPLY Notes: 1 Services fourteen (14) residential lots or less Interchange Location 2 Services forty (40) residential lots or less Overpass Location 3 Services more than forty (40) residential lots Roundabout Intersection ATP-Altemative Transportation Plan Proposed Roundabout Intersection .\Thoroughfare Amend June.dgn 07/07/200504:24:38 PM
