Docket No. 05060011 DP/ADLS: Guilford Road Condominiums (Townhomes) The applicant seeks create an 8 townhome buildings containing a total of37 units on 2.15 acres. The site is located at the SW comer of Main St. and Guilford Road and is zoned OM/MU (Old Meridian/Mixed Use). Filed by Marc Monroe for Guilford Real Estate Partners, LLC. The applicant is requesting approval of a Development Plan and ADLS to develop 37 townhomes on 2.15 acres within the Old Meridian Multi Family zone. The public hearing for this item was held at the July 19th Plan Commission meeting. The public made no comments. At the August 2, Special Studies meeting the petitioner presented revised plans and additional information. The committee motion to approve this item did not pass. With 2 in favor and 1 opposed, no action was officially taken. Please see the informational packet prepared by the applicant for an overview of the project revisions. Refer to the original submission from the July Plan Commission meeting for complete project and site details. The proposed use and density meet the intent of the Old Meridian Multi Family Zone. Staff is in support of this project, but feels there is room for additional improvements in terms of how the project is viewed from off site. Although the ordinance does not specify architectural standards for side elevations in this zone, it is worthwhile to note that many of the side elevations of this project are highly visible from adjoining properties to the west, north, and south. Staff feels that the addition of 3 windows to a limited number of these side elevations is not a sufficient amount of detailing. This is especially true for the entire western border (adjacent to the Rosewalk project) and along the interior sidewalk that runs between units. All of these side elevations are solid walls, with no windows or pedestrian detailing. At the meeting the petitioner will present the revised elevations, pointing out the changes since the original submission. The petitioner will identify which side elevations contain windows, and which do not. Petitioner should include a scale figure in all building elevation drawings to better depict the size of the buildings and how they relate to human scale. Petitioner must also identify the location of HV AC units, and provide details of the required screening for such. The Department recommends that the Plan Commission approve the DP/ADLS request as amended, after all additional information is presented and discussed.
