Docket No. 05060011 DP/ADLS: Guilford Road Condominiums (Townhomes) The applicant seeks create an 8 townhome buildings containing a total of37 units on 2.15 acres. The site is located at the SW comer of Main St. and Guilford Road and is zoned OM/MF (Old Meridian Multi Family). Filed by Marc Monroe for Guilford Real Estate Partners, LLC. The applicant is requesting approval ofa Development Plan and ADLS to develop 37 townhomes on 2.15 acres within the Old Meridian Multi Family zone. The public hearing for this item was held at the July 19th Plan Commission meeting. The public made no comments. Please see the informational packet prepared by the applicant (distributed at the July 19th Plan Commission meeting) for an overview of the project including the proposed buildings, landscaping, and site layout. The proposed use meets the intent of the Old Meridian Multi Family Zone; however the structures themselves do no comply with the architectural requirements of this zone. The applicant is proposing some changes and is to address the following inadequacies at the committee meeting: 1. The buildings are not sited in a manner consistent with the adopted Old Meridian Plan. 2. The buildings in this district are required to have a defined base, middle, and top. The structures proposed do not have an adequate base element. Details of the entry features and base bricks (materials, colors, and dimensions) must be submitted. 3. Front and side fac;ades of corner buildings do not have the same finish, materials, and detailing. All side elevations are devoid of details. 4. Windows must be in scale with building. Small portal windows above entries, as well as rear elevation windows are not adequate to meet this requirement. 5. Entry stairs/features are not compatible with the building as a whole. Wooden lattice enclosures and stoops are not consistent with the primarily brick building. 6. Building front fac;ade is devoid of pedestrian scale detailing. Front fac;ades are required to exhibit articulated detail and ornament. 7. At least 75% of structures must front a public right of way. The applicant is requesting a variance from this requirement. 8. Buildings with continuous fac;ades that are 60' or greater in width must have vertical offsets (projecting or recessed) that are at least 4 feet deep. As proposed, the only offsets on the fac;ades are the bay window elements that project less than 4 feet. The applicant is requesting a variance from this requirement. Committee Report 2005-0802.rtfS02
