Water and Sanitary Sewer Connection Fees - We defer to Carmel Utilities on this issue. Current
Connection Fees are $1,310.00 per EDU for water and $795.00 per EDU for sanitary sewer. One
EDU is based upon usage of300 gallons/day or 9,000 gallons/month.
5. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets. Our Construction Manager will
receive one-set and one-set will be maintained in the Department of Engineering. If more than the
minimum of five-sets are requested to be approved, the additional sets (maximum total of two
additional) must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water and
sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
9. I am including copies of the following with this correspondence:

BONDING REQillREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees/Engineer's Estimates
It does not appear that Performance Guarantees will be required for this project.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Range line Road, East Main Street and/or the north/south
and east/west alleys will require a Right of Way Permit and a License and Permit Bond. The bond
amount will be determined by the number of instances of work in the right of way @ $2,000.00 per
instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and
Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange permitting and bonding.
11. We have engaged Crossroad Engineers to review drainage plans and drainage calculations for all
projects submitted to this office for review. We will share Crossroad's comments as they are received.
PROJECT COMMENTS-CONSTRUCTION PLANS
12. Are the water valves shown in the pavement existing or proposed?
13. Please label the widths of all internal drives, drive aisles, and streets.
14. If off-site easements will be necessary for installing the utilities, these easements must be secured prior
to the Department of Engineering approving the drawings.
15. Please label all existing and proposed rights-of-way.
16. Please include ADA ramp on east side of Main Street entrance.
17. Please label any private streets with the word "PRIVATE."
18. It appears that curb cuts are being modified. This will require Board of Public Works and Safety
approval for the curb cut modifications at Main Street and Rangeline Road.
19. Curb cut access to alleys also requires Board of Public Works and Safety approval if the alleys are
right-of-way.

20. Please delineate street cuts on the plan for saw cut, removal, and replacement in accordance with the
city street cut patch detail.
21. Please include City standard street cut patch detail to the detail sheet.
22. Sheet CI00, Demolition Plan - Plan Note 8 Board of Public Works and Safety approval is required for
the Rangeline Road street cut.
23. Sheet ClOO, Demolition Plan - Plan Note 7 Please revise note to saw cut at nearest joint past limits of
removal and remove up to that joint.
24. Please provide a maintenance of traffic plan.
25. Please provide a pedestrian maintenance of traffic/detour plan.
26. Please indicate and label curb return radii at entrances. A minimum of20 feet is recommended.
27. Sheet C200, Site Layout Plan - Please show limits of Range line Road path.
28. Sheet C200, Site Layout Plan - Please indicate radii of parking island curbs.
29. Sheet C200, Site Layout Plan, General Note 6 - Please revise to indicate that backfill must meet City
standards in the right-of-way.
30. Sheet C20G, Site Layout Plan, General Note 15 - Please add the phrase "OR IMMEDIATELY WHEN
REQUESTED TO DO SO BY THE CITY."
31. Sheet C200, Site Layout Plan, General Note 19 - Please add "TO THE SATISFACTION OF THESE
AGENCIES" after "...DICTATED BY FEDERAL, STATE, COUNTY, CITY OR LOCAL
AGENCIES."
32. Sheet C20G, Site Layout Plan, General Note 27 - Please replace "FREE OF ALL LOOSE
MATERIALS" with "SAW CUT TO A CLEAN EDGE."
33. Sheet C300, Grading and Drainage Plan - At Rangeline Road entrance, please show limits of removal
and path.
34. Sheet C300, Grading and Drainage Plan - Please connect 4" planter drain and pavement subsurface
drain directly to manhole so there are no blind connections. Blind connections to RCP will be difficult
anyway.
35. Sheet C300, Grading and Drainage Plan - Please connect the 75 L.F. 6" PVC roof drain to the
detention system so this water is detained.
36. Sheet C300, Grading and Drainage Plan - Please provide cleanouts every 100' on Main Street planter
drainage pipe.
37. Sheet C300, Grading and Drainage Plan, General Note 5 - Please indicate that backfill must meet City
standards within right-of-way.
38. Sheet C300, Grading and Drainage Plan, General Note 10 - Please add the phrase "TO THE
SATISFACTION OF THESE AGENCIES."
39. Sheet C300, Grading and Drainage Plan, General Note 12 - Pleas'e add the phrase "OR
IMMEDIATELY WHEN REQUESTED TO DO SO BY THE CITY."
40. Please show limits of construction on each sheet.
41. Sheet C500, Utility Plan, Utility General Notes 2, 7, 8, and 11 - Please revise the same as on previous
sheet~ .
42. Sheet C500, Utility Plan - Are Utility General Notes 2 and 12 the same?
43. A contractor that holds a plumber's bond with City must make connections to existing City manholes.
44. Plans must be stamped by a P .E. registered in the State of Indiana.
45. Sheet C600, Landscape Plan - Please remove landscape plan from plans submitted for approval by
Department of Engineering. The Department of Engineering does not approve the landscape plan.
46. Sheet C800, Stormwater Detention System - Control structure must be located on the property not in
the alley right-of-way.
These comments represent the Department of Engineering's initial review of the site plans for this project.
We request that all responses to our comments be provided in writing. Failure to provide written responses
may result in delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
