MAY 27, 1998
The regularly scheduled meeting of the Carmel/Clay Board of Zoning Appeals was called
to order by the president at approximately 7:00 PM in the Council Chambers of City Hall,
Carmel, Indiana.
Members present were: Earlene Plavchak; James Quinn; and Charles Weinkau£
Director Steve Engelking and Mark Monroe were in attendance representing the
Department of Community Services. Deb Grisham, Counsel, was also present.
The minutes of the March and April meetings were approved as submitted.
H. Public Hearing:
lh. Windsor Court Sign (V-17-98)
Petitioner sees approval of developmental standards variances of Sections
25.7.02-8(b) and 25.7.01-4(1) of the Carmel/Clay Zoning Ordinance to allow an
additional wall sign that fronts on 116th Street. The site is located at 11610
Technology Drive within the Meridian Technology Center (116th Street and
College Avenue.) The site is zoned B-6/Business.

Chris Oswald, Director of Marketing, Liberty Health Care, owner of Windsor Court,
appeared before the Board representing the applicant. At the April meeting, an off-
premise sign was proposed. Since there had been no precedent set for off-premise
signage in this particular corridor, the petitioner tabled his request at that time.
The current proposal is for an additional wall sign that fronts on 116th Street. The letters
are 15 inches high, back-lit, and attached to the front portico of the building. The sign
would be illuminated at night.
Mark Monroe reported that the Department is recommending approval. If the Board
approves the current proposal, it will also require the review of the Plan Commission for
ADLS approval.
Earlene Plavchak moved for the approval of Docket No. V-17-98, Windsor Court Sign.
APPROVED 3-0.
2h. Medcheck Sign (V-8-98)
Petitioner seeks approval of a developmental standards variance of Sections
25.7.02-09(b) of the Carmel/Clay Zoning Ordinance to allow an additional wall
sign that front on Old Meridian Street. The site is located at 1200 West Carmel

Drive within the Carmel Science and Technology Park(Shepherd Insurance
Building.) The site is zoned M-3/1\4anufacturing.

Susie Able, interior design coordinator for Community Hospitals, Indianapolis, appeared
before the Board representing the petitioner. Approval is being requested for an
additional wall sign that will front on Old Meridian Meridian Street. The Medcheck
facility is located at 1200 West Carmel Drive. Also in attendance was Linda Irwin,
manager of MedCheck Carmel, and Jack Poland, lease site property managemer for the
Medcheck of Carmer.
Medcheck currently occupies 4,101 square feet of the Shepherd Insurance Building on a
1.89 parcel of land at the intersection of Old Meridian and Carmel Drive. Currently,
there is one ground sign shared by Shepherd Insurance and Medcheck The sign is
approximately 11 feet, 10 inches wide and 5 feet seven inches high. The Medcheck name
and hospital logo occupy approximately 30 inches in height of the bottom section of the
sign. The hours of operation are 4 PM until 10 PM.
Photographs were distributed of the subject site at the intersection of Old Meridian and
Carmel Drive. There is a raised portion of ground at the intersection and the sign is not
clearly visible. In addition, there is no street lighting on Old Meridian or Carmel Drive.
The only lighting available is from the Medcheck/Shepherd Insurance parking lot and the
ground sign itself.
With the approval of the building owner, Medcheck is requesting that a sign be mounted
on the west elevation of the building. The sign will be visible from the intersection of
Old Meridian and Carmel Drive. It is the petitioner's feeling that the additional sign will
enhance the welfare of their patients.
Members of the public were invited to speak in favor or opposition to the proposed
signage, no one appeared and the public hearing was closed.
Jim Quinn asked if the petitioner were aware of the Sign Ordinance at the time of leasing
the property. Jack Poland, 7811 Wedgefield Drive, Indianapolis, property manager,
stated that they were aware of the need for a variance for an additional sign. The location
of the property was the best for parking and access; however, it is also rather removed
from the general population served before at 313 Carmel Drive.
Earlene Plavchak suggested re-designing the sign to more clearly identify Medcheck.
Mr. Poland stated that originally, Medcheck was to have 50% of the visible area of the
sign;practically speaking, it is about one-third of the sign.
