(V)Walgreens Signage, Rangeline Crossing. The applicant seeks the following development standards variance approval for signs at a new Walgreens: Docket No. 13110001 V ZO CH: 25.07.02-03 b)1. The site is zoned B-3/Business within the Carmel Drive—Range Line Road Overlay. Filed by Paul Reis of Krieg DeVault on behalf of KRG Centre,LLC &Kite Realty Group. Present for Petitioner: Paul Reis, Krieg DeVault, and Joy Skidmore, Kite Project Manager • Number of signs; requesting three, two allowed o Walgreens sign on east façade facing Rangeline Road o "W" above north canopy o Walgreens sign on south façade facing 116th Street • Wall sign not facing street frontage, north facade o "W" on north façade does not face public street • Very visible for southbound traffic on Rangeline Road • Wall height signage for east and south façades in excess of 70% spandrel panel o Normally spandrel area would be area above windows and below cornice element o For adequate identification/visibility, sign has been moved to side of spandrel area with increased height of letters Questions from Public: Jane Price: • How does Walgreen sign size compare to CVS sign on Rangeline? Rebuttal: Joy Skidmore o Did not measure CVS canopy sign; not a wall sign Discussion: Alexia Donahue-Wold: • Did not know size of CVS letters o Signs in place before new Sign Ordinance o Signs calculated differently for two frontages o Canopy sign counts as wall sign Paul Reis: • Walgreens sign is 4 feet 8 inches in height o 83 square feet Jim Hawkins: • Sign in spandrel would be 3 feet in height Public Hearing closed. The applicant seeks the following development standards variance approval for a building addition: Docket No. 13110004 V ZO CH: 5.04.03.D: Min rear yard setback 20 ft, 15 ft requested The site is located at 1514 Prestwick Circle. The site is zoned S-1/Residential. Filed by Richard and Tamara Hall, owners. Present for Petitioner: Tamara Hall, owner • Requesting to go into building setback for 10 by 12 feet addition onto house • Yard is large, but strange-shaped • No neighbors will be able to see addition Public Hearing closed. Department Report: Alexia Donahue-Wold • Minimum rear yard setback is 20 feet o Encroaching about five feet • Twenty-five feet platted rear yard setback and drainage easement o Have gained approval from Homeowners Association to encroach into platted setback o Have gained approval form Engineering Department and Board of Public Works to encroach into drainage easement • Addition on rear of home abuts golf course o No negative affect on surrounding properties Department recommended approval. (V) Dairy Queen - Michigan Road. The applicant seeks the following variance approval for a drive-thru at a new Dairy Queen: Docket No. 13100016 V ZO CH: 23C.11.G Drive-thru stacking location and Min No. spaces The site is located at 9800 Michigan Road. The site is zoned I-1/Industrial within the Michigan Road Overlay. Filed by Brad Walker of H &H Restaurant Management. Present for Petitioner: Steve Granner, Bose McKinney &Evans and Brad Walker, H & H Restaurant Management • Dairy Queen in northern portion of building • Variance will allow stacking on side of building ( o Similar variance approved for Dunkin Donuts in larger building • Will be one short on required number of stacking spaces; plenty for Dairy Queen Public Hearing closed. Department Report: Alexia Donahue-Wold • Michigan Road Overlay requires stacking for drive-thru to be at rear of building o Reduces visibility of cars in drive-thru o Due to site layout and size of building, cannot get all cars behind building o Pick-up window in rear o Do not anticipate one car short in stacking will have negative effect o Existing landscaping and building to north will help block view of cars Department recommended approval. Discussion: • Two ingress/egress go in and out? o Approved with original Development Plan/ADLS o One may only be right in/right out Action: Mr. Hawkins APPROVED Docket No. 13100016 V,Dairy Queen,Michigan Road, for drive-thru stacking location (not all spaces in rear of building) and minimum number of spaces (one less than required). 6. (V) Camferdam Garage, 11011 Ditch Road. The applicant seeks the following development standards variance approval for a new garage: Docket No. 13100028 V ZO CH: 25.01.01.B.3.a.i Min front yd for a garage,25 ft behind front of building,0 ft requested The site is located at 11011 Ditch Road. The site is zoned S-1/Residential. Filed by Paul Owen of Wedgewood Building Company, on behalf of the owners. Department Report: Alexia Donahue-Wold • Accessory structures need to be set back 25 feet behind front line of building to maintain residential character of property o Large site with home setback over 300 feet from street o Architecture will tie in with home o Meets all other zoning requirements Department recommended approval. Discussion: • Second level is storage loft o Unfinished with no plumbing o Will not be used for guest quarters o Will meet height requirements of accessory structure Action: Mr. Hawkins APPROVED Docket No13100028 V, Camferdam Garage, 11011 Ditch Road, for minimum front yard for a garage (25 feet behind front of building required, zero feet requested).
