COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members Carol Schleif, W. Eric Seidensticker, Sue Finkam, Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois Craig. Mayor Brainard called the meeting to order at 6:01 p.m. Pastor Stuart Lawrence, Fellowship in Christ church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Seidensticker made a motion to approve minutes from the December 2, 2013 Regular Meeting. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Minutes were approved 7-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: There were none. COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Seidensticker made a motion to approve claims in the amount of$1,720,559.12. Councilor Schleif seconded. There was brief Council discussion. Council President Sharp called for the vote. Claims were approved 7-0. Councilor Seidensticker made a motion to approve claims in the amount of $1,983,911.69. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Claims were approved 7-0. 1 Wire Transfers; Month of November 2013: Councilor Seidensticker made a motion to acknowledge wire transfers in the amount of$2,413,143.58. Councilor Schleif seconded. Councilor Finkam presented this item to the Council and referred to Carmel Police Chief Tim Green and Cannel Fire Chief Matt Hoffman to address the Council. There was brief Council discussion. Councilor Seidensticker referred to Assistant City Attorney, Ashley Ulbricht, to address the Council. City Attorney, Doug Haney, addressed the Council. Mr. Haney is to contact Mike Howard, Attorney for Hamilton County, for clarification of the terms of agreement for this resolution. Without objection from the Council, Council President Sharp Tabled this item until the next Council meeting. Council President Sharp announced Resolution CC-12-16-13-02; A Resolution of the Common Council of the City of Carmel, Indiana, Disbursing Arts Fund Monies (Cannel High School Band Boosters, Inc.$20,000). There was no Council discussion. Councilor Rider made a motion to approve Resolution CC-12-16-13-03. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Resolution CC-12-16-13-03 was adopted 7-0. OTHER BUSINESS a. Election of 2014 Council President. Councilor Snyder nominated Councilor Seidensticker for 2014 Council President. Councilor Schleif seconded. There were no other nominations. Council President Sharp closed the nominations. There was no Council discussion. Councilor Seidensticker was appointed the 2014 Council President by acclamation. b. City Council Appointments: 1. Carmel Ethics Commission (Term expires 1/1/16); One Appointment (Democrat). Councilor Seidensticker nominated Sarann Warner. Councilor Schleif seconded. There were no other nominations. Council President Sharp closed the nominations. There was no Council discussion. Sarann Warner was reappointed to the Cannel Ethics Commission by acclamation. 3 2. Carmel Redevelopment Commission (Term expires 12/31/14); Two Appointments. Councilor Seidensticker nominated Dave Bowers and Brad Meyer. Councilor Schleif seconded. There were no other nominations. Council President Sharp closed the nominations. There was no Council discussion. Dave Bowers and Brad Meyer were reappointed to the Carmel Redevelopment Commission by acclimation. ANNOUNCEMENTS There were none.
