A RESOLUTION OF THE FISHERS TOWN COUNCIL, WESTFIELD CITY COUNCIL,
CARMEL CITY COUNCIL, NOBLESVILLE CITY COUNCIL, HAMILTON COUNTY
COMMISSIONERS AND HAMILTON COUNTY COUNCIL CONCERNING
HAMILTON COUNTY SCHOOLS
WHEREAS, Hamilton County is an economic engine for growth providing high levels
of income and property taxes to the state of Indiana; and
WHEREAS, Hamilton County attracts high-growth, high-performing corporate citizens
and a highly educated workforce by offering families excellent public education options in all six
of its public school corporations; and
WHEREAS, US News & World Report has named four Hamilton County high schools
to its Indiana top ten list, and, during the last decade, at least nine (9) Hamilton County schools
were named Blue Ribbon Public Schools; and
WHEREAS, Hamilton County schools receive some of the lowest per-pupil funding of
all schools—despite their demonstrable records of achievement and success; and
WHEREAS, Hamilton County's elected officials and business community recognize that
the County's continued growth, development and economic contribution to the State of Indiana
depends on offering excellent schools; and
WHEREAS, the current school funding issues disparity jeopardizes the long-term
sustainability of Hamilton County's school corporations; and
WHEREAS, the recently-enacted Senate Bill 517 regarding allocation of circuit breaker
losses adversely impacts local governmental entities, including school corporations, throughout
the state. One of its immediate impacts in Hamilton County will cause Westfield-Washington
Schools to eliminate transportation. Unless it is repealed, it could have the same impact on all
Hamilton County school corporations; and
WHEREAS, Hamilton County desires to partner with the State of Indiana to provide
viable and sustainable school funding that supports Indiana's high-performing schools.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. To allow schools to continue offering school bus transportation, the City of
Cannel, Hamilton County, Indiana requests repeal of the provisions of Senate Bill 517 that
require schools to absorb all circuit breaker losses in their transportation and capital funds.

2. To permit continuation of high-quality education, the City of Carmel, Hamilton
County, Indiana requests an amendment to the school funding formula that increases base
foundation funding to an amount equal to the federal cost of living adjustment.
3. To promote sustainable schools, the City of Carmel, Hamilton County, Indiana
requests that the state allocate future increases in state education funding to base foundation
funding.
4. This Resolution shall be in full force and effect from and after its adoption.
