Petitioner, please note the following:
1. This Item will not be on an agenda of the Technical Advisory Committee.
2. Mailed and Published Public Notice needs to occur no later than Friday, November 18, 2005. Published
notice is required within the Indianapolis Star. Note: the BZA Hearing Officer meeting will begin at 5:30
p.m.
3. The Proof of Notice will need to be received by this Department no later than noon, November 23, 2005.
Failure to submit Proof of Notice by this time will result in the tabling of the petition.
4. The Filing Fee and Nine (9) Informational Packets must be delivered to BZA Secretary Connie Tingley
no later than NOON, Friday, November 18, 2005. Failure to submit Informational Packets by this time will
result in the automatic tabling of the petition to the December agenda of the BZA.
5. This Item will appear on the November 28,2005 agenda of the Board of Zoning Appeals HEARING
OFFICER under Public Hearings.
6. The petitioner will need to provide a fully filled-out Findings-of-Fact sheets for each petition the night of
the meeting for the Board's use (Sheet 8). On Ballot sheets, only fill out docket number, petitioner, and date

and usually associated with an educational institution.
SPECIAL EXCEPTION. Permission for a conditional use of land which is granted
because certain conditions will be met. The ordinance specifies what these uses may be.
(See Section 21.0).
STADIUM OR COLISEUNf. An amphitheater, large theater or other such facility
used for public meetings, sports, exhibitions, etc.
STORA.GE. The existence of any stock, vehicles, equipment or materials enclosed
or unenclosed for a period of more than seventy-two (72) hours and not for retail or
wholesale display or sale.
STORA.GE WAREHOUSE. An enclosed structure used as a place for storage of
goods and property.
STORY. That part of any building comprised between the level of one finished
floor and the level of the next higher finished floor or, if there is no higher finished floor,
that part of the building comprised bet\Veen the level of the highest finished floor and the
top of the roof beams.
STREET. A ri ght-of.. way , other than an alley, dedicated and accepted, or otherwise
legally established for public use, usually affording the principal means of access to abutting
property .
STRUCTURE. Anything constructed or installed or portable, the use of which
requires a location on a parcel of land. It includes a movable structure which is located on
land which can be used for housing, business, commercial, agricultural or office purposes,
either te~porarily or permanently. Structure also includes billboards, swimming pools,
poles, pipelines., transmission lines., tracks and advertising signs, whether located on a rock,
tree, separate structure or part of another structure.
STRUCTURAL ALTERATION. Any change in the supporting members of a
building such as bearing walls, partitions, columns, beams, girders, or any substantial change
in the exterior walls or the roof.
SuBDMSION. The division of any parcel of land (recorded after January 21,
1980) into three (3) or more parcels, sites or lots, when more than two of the lots are less
than five (5) acres in area., for the purpose of transfer of ownership, or building
development, excluding cemeteries. The improvement of one or more parcels of land for
residential, commercial or industrial structures or groups of structures involving the
subdivision and allocation of land as streets or other open spaces for common use by
owners, occupants or lease holders or as easements for the extension and maintenance of

4 STREET1 MARGINAL ACCESS. A street that Is paral lei to and adjacent to an arterial
5 street and that Is designed to provide access to abutting properties so. that
6 these properties are somewhat sheltered from the effects of the through traffic
7 on the arterial street and so that the flow of traffic on the arterial street Is
8 not Impeded by direct driveway access from a large number of abutting properties.

10 STREET, MINOR. A street whose sole function Is to provide access to abutting
11 properties. It serves or Is designed to serve not more than nine dwel ling units
12 and Is expected to or does handle up to 75 trips per day.

14 STREET, SUB-COLLECTOR. A street whose principal function Is to provide access to
15 abutting properties but Is also designed to be used or Is used to connect minor
16 and local streets with collector 'or arterial streets. Including residences
17 Indirectly served through connectlng"streets, It serves or Is designed to serve
18 at least 26 but not more than 100 dwelling units and Is expected to or does
19 handle between 200 and 800 trips per day.

21 STREET WIDTH. The paved area of a street measured from back of curb to back of
22 curb (see also Pavement Width).

40 SUBDIVISION, ARCHITECTURALLY INTEGRATED. A subdivision In which approval Is
41 obtained not only for the division of land Into lots but also for a configuration

43 architecturally Integrated subdivision shall show the dimensions, height, and
44 location of al I such buildings to the extent necessary to comply with the purpose
45 and Intent of architecturally Integrated subdivisions as set forth In Section
46 187.

48 SUBDIVISION, MAJOR. Any subdivision other than a minor subdivision.

50 SUBDIVISION, MINOR. A subdivision that does not Involve any of the fol lowing:
51 (I) the creation of more than a total of three lots; (I I) the creation of any
52 new public streets, (I I I) the extension of a public water or sewer system, or
53 (Iv) the Installation of drainage Improvements through one-or more lots to
54 serve one or more other lots.

56 TEMPORARY EMERGENCY, CONSTRUCTION, OR REPAIR RESIDENCE. A residence (which may
57 be a mobile home) that Is: (I) located on the same lot as a residence made
58 uninhabitable by fire, flood, or other natural disaster and occupied by the
59 persons displaced by such disaster, or (I I) located on the same lot as a
60 residence that Is under construction or undergoing substantial repairs or
61 reconstruction and occupied by the persons Intending to live In such permanent
62 residence when the work Is completed, or (I I I) located on a nonresidential
