There is still a bit of uncertainty about what budgeted amount the City will be able to pay
the water utility for fire hydrants. Hopefully this will serve to clarify our uncertainty.
November 2, 1993, Mr. Duffy and his group completed and verified a new (accurate) base
count of hydrants. His memo to me is attached. The accurate total number of billable
hydrants is 1 202.
Mayor Johnson came down on November 2, 1993, and told us that all the available money
the City had to pay hydrant rental with was $437,000. He also said that would not be
enough to cover the current hydrant count. That statement is where the uncertainty exists.
3. The hydrant fees are $350.43 per hydrant.
Using the above numbers:
1,202 hydrants times $350.43 = $421,216.85 which should be paid the water utility. That
would be $16,583 less than the $437,800 the Mayor said was available.
If the above figures agree with your figures let me know.
My current interest in resolving the matter of exactly how much the City will pay the
Water Department is I am calculating the "fundability" of our water budget. The hydrant rental
is part of our income total which I use to say: We will have $4137 vuu income to fund
/ i9V budget. Therefore, if you will be able to pay the $421,216, let me know and I will
use that number in my budget calculation.

Dave Pace and I have reviewed the Fire Departments Maps on

amount of hydrants before any new construction in 1993,
and previous to taking over any private fire hydrants.
2) Estimated 9 additional Hydrants: this figure represents an
9 hydrants to be installed in Waterstone by the end of the
year.
3) 59 Private Hydrants that the City now has maintenance on

acquired apartment complexes and shopping centers.
4) 51 Private Hydrants that are still private - this figure
represents hydrants that are private and the City does
not maintain.
The above figures represent an actual physical count of all the
hydrants within the City.
Fire Hydrants billable to the City are in items 1,2,& 3.
The total amount of fire hydrants billable to the City is
V1;2021for 1994.

For the 1994 Budget we based that on 1,202 hydrants at a cost of
$350.43 per hydrant. Per the attached memo from John Duffy, there
will be an increase of 123 fire hydrants to be added to the current
number of 1,202 fire hydrants for the 1995 hydrant budget. The
number of hydrants 1995 will be 1,325 x $350.43= $464,320.00 total
cost.

CARMEL, INDIANA 46032 SEWER COLLECTION
As we discussed on May 26th, 1 have re-evaluated my estimated new fire hydrant count for 1994.
The counts have been taken from actual physical counts of what has been installed in 1994 as of
this date, and a careful review of approved construction plans for the future new sub -divisions.
All of the Developments listed on the attached pages have received construction permits from
IDEM. All indications are that construction has, or will begin in the near future for all the projects
listed.
The total count of 123 new fire hydrants has been reduced from my original estimate of 132. This
reduction is the result of two sections in Plum Creek not developing in 1994 as 1 had originally
thought. 1 have confirmed this with the developer of Plum Creek.
