Re: Engagement Letter- Payroll and Administration
Dear Diana;
I am pleased to submit this engagement letter between you, Diana L. Cordray, Clerk
Treasurer for the City of Carmel ("CT") and myself, Jean A Belcher, regarding the
processing of payroll for the City of Carmel Employees ("The Project").
I have secured other employment and will be terminating my employment with the City on
November 5, 2015. I believe that it is in the best interest of the City and its employees to
continue the payroll processing at the current standards. Therefore, my services as an
independent contractor are being offered until the end of 2015.
Scope of Service:
• Perform all functions necessary to process bi-weekly payroll for the City of Carmel
employees/elected officials.
• Respond to questions, requests, reports and adjustments to payroll records
• Maintain payroll files
Hourly Rate:
• $100/hour
Estimated 2015 Billing:
Based upon my prior experience of nine years with your office, I would estimate that the
total billing for calendar 2015 would not exceed $12,500.

ORIGINAL DOCUMENT
Invoicing:
A detailed invoice for services will be submitted semi-monthly during the term of the
Project. The invoice will include a description that will outline the date and task
performed. The final invoice will be submitted on December 30, 2015 for payment by
December 31, 2015.
Term:
This engagement shall be effective from November 5, 2015 through and including
December 31, 2015. The engagement may be terminated by either party upon 30 days
written notice.
Miscellaneous:
I will need the use of the computer in the payroll office with full access to software
currently used in this position. I will also need to have access (key pad entry/elevator) to
the building after hours.
