Crooked Stick Lane Drainage Improvements
Dear Mr. Huff,
DB Engineering appreciates the opportunity to present the following proposal for Professional Civil
Engineering Services for the above -referenced project. We are looking forward to working with you
and the City of Carmel.
Scope of Work
DB Engineering understands that the scope of this proposal will be to alleviate the current issue of
ponding storm water in and around the property address of 10810 Crooked Stick Lane. The work shall
include project design and plan development for improvements necessary to remedy the current
drainage conditions.
Specifically, the scope of work shall include:
1. DB Engineering is anticipating the installation of two new inlets (one on each side of
Crooked Stick Lane), a manhole and 250 feet of storm sewer pipe to connect to existing
storm inlets. The existing inlets are located in between 10740 Crooked Stick Lane and
10704 Crooked Stick Lane. Curb and roadway demolition and restoration will be needed
where new installation of structures and storm pipe is proposed.
2. VS Engineering, Inc. will complete the topography and site survey for the area of study. The
survey limits are 800' along Crooked Stick Lane and 30' on either side of the roadway
centerline. These limits will encompass the location of the drainage issue and the location
of the existing inlets that will serve as the outlet for the improvements.
3. DB Engineering will perform a drainage assessment on the existing conditions.
4. DB Engineering will perform the storm sewer design per the City of Carmel Stormwater
Technical Standards Manual and submit the calculations for review. Contours at 1 -foot
intervals obtained from the Hamilton County GIS will be used in the design unless directed
otherwise by the City of Carmel. Inlet capacity shall be designed for the 10 -Year flow with
50% of the sag inlet areas clogged. The allowable spread is limited to maintaining a 10 -foot

moving lane of traffic. Storm sewer pipe shall be designed for the 10 -Year flow and have a
minimum size of 12 inches.
5. DB Engineering will provide a plan set at 30% and 100% completion. The 30% completion
submittal will give the City of Carmel an opportunity to review the plans and design and
provide comments on any desired changes prior to 100% completion of the plan set. The
plan set submitted at 100% completion will be certified by a professional engineer.
6. DB Engineering will provide Quantities and a Construction Cost Estimate at 30% and 100%
completion. The 30% completion submittal will give the City of Carmel an opportunity to
review the quantities and estimate and provide comments on any desired changes prior to
100% completion. The quantities and estimate submitted at 100% completion will be
certified by a professional engineer.
7. DB Engineering will provide Construction Inspection services for an estimated construction
schedule of 6 weeks plus 2 weeks for ancillary items. Services include an Inspector
observing/managing the site on a part-time basis, meetings, homeowner consultation, and
general QC/QA. Also, taken into account are days that part-time inspection is not possible
due to critical path work on-site that will require additional oversight.
8. DB Engineering does not anticipate the need for an IDEM Rule 5 permit, IDEM 401 Water
Quality Certification, or IDNR Construction in the Floodway permit. If any state permits
emerge as being required, they will be considered outside of this scope. Any local permits
are anticipated to be completed by your office and are not included in this scope.
We propose to furnish the services described above for the total fee summarized as follows:
Design Fee $ 11,200
Survey $ 8,000
Construction Inspection $ 17,300
Direct Costs $ 200
Total Lump Sum Fee $ 36,700
