(Williams Creek) has prepared this Project Plan and Scope of Services to assist the City of Carmel, Department of Engineering (CLIENT) by providing services related to two projects directly associated with drainage improvements needed south of City Center Drive in the area of the Monon Trail corridor. Williams Creek will complete related analysis and design services following the three-phase approach described below. PHASE 1 will be completed concurrently with PHASE 2 and provide guidance assuring maximum functional benefit is incorporated into the concepts being developed. SCOPE OF SERVICES PHASE 1: 3rd Avenue Drainage Improvements Preliminary Engineering The previous study completed for the drainage south of City Center Drive along the Monon Trail included a recommendation for a portion of the stormwater runoff to be re-routed along 3rd Avenue to reconnect with the legal drain south of Carmel Drive. This analysis would help eliminate areas of standing water and the negative effect of flooding currently occurring in the area along 3rd Avenue adjacent to the Monon Trail corridor. The purpose of PHASE 1 would be to complete the investigation of the area and finalize the technical components (storm sewer sizing, route, depth, etc.) associated with this solution. Included in PHASE 1 are the following steps. • Detailed review of the sub -watersheds west of the Monon Trail north of Carmel Drive • Limited Topographic Survey Collection • Right of Way investigation • Utility investigation / preliminary coordination • Develop refined drainage analysis and review scenarios to determine most cost effective solution • Research property owners along rerouted stormwater trunkline • Develop a preliminary engineering stormwater pricing plan set - plan will include all improvements associated with the stormwater improvements o Cover Sheet o Plan View Sheets o Erosion Control o Storm Sewer Plans (with structures, sizes and depth) o Pavement repairs and improvements o Sidewalk repairs "DCH113IT • Coordinate with contractors as needed to develop preliminary cost estimate PHASE 1 Deliverable Materials Williams Creek Consulting, Inc 3rd Ave Drainage Improvements and Japanese Gardens Regional Detention Scope of Services • Preliminary Engineering Stormwater Plan Set • Opinion of Probable Cost for proposed improvements PHASE 2: Regional Detention Conceptualization In addition to the drainage improvements for the west portion of the watershed along 3rd Avenue, the installation of a regional' detention and retention system to provide effective stormwater management for the currently underserved and under detained areas east of the Monon Trail corridor. The proposed solution to develop a regional detention facility is to expand to the south the current Kawachinagano Japanese Gardens south of City Hall. The regional detention solution will likely require additional conveyance improvements in the legal drain running parallel to the Monon Trail. Building upon the previous study, as well as input received from CLIENT, Williams Creek will develop two additional (2) concepts for a stormwater park following the form of the current Kawachinagano Japanese Gardens and functioning as a regional detention facility. The storm park will provide hydraulic function and benefit while also serving as a public open space and provide a view corridor from the south of City Hall. Understanding the CLIENT's desire for consistency, the concepts will assure the design meets the functional intent while being respectful of the context of its location. As part of PHASE 2, Williams Creek will facilitate and attend up to two (2) presentation meetings with the CLIENT and other project stakeholders. If the CLIENT and/or stakeholders require Williams Creek to attend/present additional meetings in excess of the two (2) listed above, these additional meetings may be tracked and invoiced under PHASE 2 using a Time and Materials Fee Basis. PHASE 2 Deliverable Materials Professionally Rendered, Printed, & Mounted Concept Presentation Boards • Digital files (PDF) of Concept Presentation Boards • Rough Order of Magnitude Cost for Each Concept PHASE 3: Regional Detention Preliminary Engineering Following the selection of an approved concept plan from PHASE 2, Williams Creek will immediately proceed with Preliminary Engineering to refine this plan and the associated project details into an engineering pricing plan set.
