Thoroughfare Plan Development
Dear Mr. Whitmire:
As you are aware, we are currently assisting the Carmel - Clay Plan
Commission in updating their thoroughfare plan. Due to the high degree of
interdependence between local roadways and the state highway system, we
believe the public would be best served by a high degree of cooperation
with INDOT in sharing technical data and planning information. To that
end, we would appreciate the following information:
1. Technical data and recommendations from the recent INDOT study relating
to 1-465 interchanges with U.S. 31, U.S. 421, U.S. 431, and Township
Line Road (proposed) .
2. Current programming status of potential improvements on U.S. 31, U.S.
421, and U.S. 431.
3. Other information which you feel would be pertinent and useful in
considering state highway needs and characteristics in developing the
Carmel - Clay Township thoroughfare plan.
Since we are operating under a relatively confined schedule, we would
appreciate an expedient response to this request. Our next meeting with
the Comprehensive Plan Steering Committee .is scheduled for October 10,
1989.

SUMMARY OF FINDINGS AND OBSERVATIONS
TRAFFIC REVIEW OF BUILD-OUT SCENARIO
1. A major regional transportation study is needed to address this
scenario.
(a) Review regional demographics (identify likely regional shifts in
home to work trip patterns).
(b) Develop growth assumptions to shorter target year.
(c) Consider regional roadway limitations and potential improvements
outside this study area.
(d) Apply more sophisticated modeling techniques for testing region -
level roadway improvements.
(e) Involve multiple agencies to address overlaps in demand.
2. Future problems will continue to concentrate on U.S. 31 due to large
service area and high commercial traffic demand.
3. Ultimately, a Township Line Road interchange at 1-465 is needed to
maintain mobility in western Clay Township.
4. Demand will continue to increase on Keystone Avenue due to residential
development and lack of north-south alternatives east to White River.
5. Increased demand on Keystone Avenue will ultimately warrant an upgrade
to freeway standards from 1-465 to 116th Street.
6. Findings of programmed scenario (previously developed) are conservative
for a 10- to 20-year plan.
