Bucher DIRECTOR• DEPT.OF COMMUNITY DEVELOPMENT Dorothy J.Hancock MAYOR At the June 3, 1991 Carmel City Council meeting, members of the public addressed a list of concerns to the Council in regards to the proposed Comprehensive Plan Update. In response to those questions, several individuals will be able to provide you with information as needed. The following issues were raised according to notes and minutes of the meeting: 1) Density - What was changed and why was it changed? Letter from Jeff Davis, President of Carmel Clay Plan Commission and further explanation by DOCD staff. 2) 106th and 126th Street - Why are they shown as being recommended as 4 lane? Mr. John Meyers, the HNTB traffic consultant on this project is available to respond to this question. 3) Are the recommendations of the 116th Street Task force included in the text of this document? Mr. Meyers responded at the June 3rd meeting that they were included. 4) Why is some of the data incorrect and not updated? See letter from Jeff Davis. 5) Why were there no recommendations for certain areas such as Home Place? Limited scope of the work as set out by the Steering Committee. 6) Was there anything done about the northeast corner and the fact that soils in this area may not be suitable for development? DOCD = was not discussed as part of the Committee or Commissions review. Refer to Steve Andrews 8) Where are the correct maps? Are some of the tables missing? Specifically, what is the proposed location of the frontage road on the west side of Meridian? John Meyers can respond to this question and also explain the Freeway and Expressway question. Other questions that have been asked: 9) Where is the Springmill Road Amendment? DOCD = It is our understanding that the Springmill Road amendment, passed by the Plan Commission and the City Council should be a part of this document since it is a part of the present Comprehensive Plan. Staff would suggest that the Council request the Plan Commission, at it's June 18, 1991 meeting, confirm by a vote of the Commission that the Springmill Road Amendment should be a part of this document and that the word "predominately" on page 68 might conflict with the Amendment and this should be clarified. 10) When was this document certified? Bill Wendling, Attorney to the Plan Commission certified the document to the City Clerk-Treasurer on April 26, 1991.
