Comp. Plan Update Minutes 9/12/89 COMPREHENSIVE PLAN UPDATE MEETING MINUTES -SEPTEMBER 12, 1989 1 The Comprehensive Plan Update meeting was brought to order by Jeff Davis, Chairman on September 12 , 1989 at 7 : 35 P .M. Committee members present were : Lindley Myers, Sue McMullen, Will Wright, Alan Potasnik, Bob Boone, Jeff Davis, Ila Badger, Jon Schmidtke, Greg Binder, Jim Dillon and Bill Merrill . Staff members present were : Rick Brandau, Terry Jones, Mr. Tom Stoughton and Mr. Al Sutherland of American Marketmetrics gave the presentation . The completed survey book that was prepared by American Marketmetrics was distributed to all committee members . They discussed the booklet which covered the Survey Methodoogy, the Analysis , Verbatims , Tables 1, and Tables 2 . There were questions from the audience and the committee during the presentation . Ms . Joann Green stated that Mr. Myers would be discussing the forecast of traffic for the community development, the processes used for forecasting and the results of those forecast . After this evening we will be looking at several alternatives for some of the traffic solutions and how some of these findings will relate to our land use analysis , a comparison analysis of some of the survey results that we received with respect to traffic considerations and land use . By the next meeting we will have an adjusted schedule because of the delays brought on by the survey when the updated Comprehensive Plan will be completed. Mr. John Myers and Mr. Brad Yodeger gave presentation regarding the review and developing traffic forecast in detail . In the end, our result is going to be forecasting the traffic for what they are calling the year 1995 that corresponds to a build out of all the development that has been approved based on our review of the dockets over the last 8 years . They have started with existing traffic flow, identifying new traffic generators, these are the residential and nonresidential uses . They are generating the amount of traffic that come from these uses , using trip generation guidelines from the Institute of Transportation Engineers . They are distributing this traffic on the network and signing it to the roadway system, then will add this to existing traffic and this gives us a total forecast of traffic flow. Mr. Myers went through and explained this process on the exhibits displayed. Mr. Myers passed out flow charts showing the completed projects and the ones yet to complete . Mr. Jeff Davis stated that according to our survey and the study being done on traffic survey, etc . we have focused exactly on the problems that the survey have indicated. Our planning is going to be based on this traffic, the plans will be kept up with in the future will be based on what is possible and what is likely. There are improvements being made now and there are further improvements being studied, the possible improvements of what you would like to happen, what is likely to happen and what is possible . We have to take what is likely to happen or what is possible to happen and base our Land Use . We can altar our plans of land use or at least control them to different extents and possibly what the public is asking for is what we need to do . These problems are not insoluble . Mr. Myers stated that the next major step after this is going to be, we will actually follow the next land use step, that is what additional future scenario would you like for us to look at in terms of traffic . That relates to land use and the rest of the township. It is almost a separate issue . The next meeting may involve some land use discussion . Ms . Joann Green stated that they are a little behind of our deadline . We were delayed because of this survey and it will effect our overall schedule and we estimate that it will be completed at the end of January or early February. Ms . Green stated that she will reevaluate the schedule and create a new one and send it out prior to our next meeting. At our next meeting we will discuss how this problem can be resolved and different alternatives that can be done, intersection improvements , etc . . The next update Comprehensive Plan meeting will be scheduled for October 10, 1989 . The meeting was adjourned at 10 : 20 P .M.
